DISCUSSION:

The City of Richmond uses DocuSign to electronically route, review, and execute agreements and other documents. The City is “piggybacking” on the State of California’s competitively awarded California Multiple Award Schedules (CMAS) Contract No. 3-20-70-2247G with Carahsoft/DocuSign.

CMAS contracts are established through a competitive procurement process and are based on products and services that have been previously competitively bid and awarded through an eligible schedule, including the Federal General Services Administration (GSA). The City’s CMAS contract is based on Carahsoft GSA Schedule No. 47QSWA18D008F, allowing the City to obtain these services without conducting a separate competitive solicitation.

DocuSign services are priced based on an allotted number of envelopes processed and provide the City with a secure and efficient method for electronic signatures and document routing.
