RECOMMENDED ACTION:

APPROVE a sole-source contract with TargetSolutions
Learning, LLC dba Vector Solutions for web-based fire
industry training and compliance management system in
an amount not to exceed $30,494, for a three-year term
effective January 1, 2026, through January 1, 2029, with two one-year extension options not to exceed an
additional $12,000 per year – Fire Department (Chief
Aaron Osorio 510-307-8021/Chief Rico Rincon 510-307-
8041/Den Mark Marcelo 510-307-8038).

DISCUSSION:

TargetSolutions is a comprehensive training and compliance management system that the Richmond Fire Department (“Department”) uses for training, certification tracking, station bidding, and document management. The Department has utilized this system for the past 10 years, successfully implementing training and compliance management.

The following are some of the key features where the department uses the system:
 Training Management: Provides City staff with access to a wide range of fire specific training modules, allowing for scheduling, assignment, tracking of training courses, and training hours.
 Certification Tracking: The system tracks Emergency Medical Services (EMS) certifications, annual reviews, and assignment completions for all personnel, sending reminders for upcoming expirations and necessary renewals.  Station Bidding: Includes an application for City staff to submit station bids and enables administration to track the bidding process.
 Document Management: Allows for centralized storage and management of important documents, policies, and procedures, making them easily accessible to all personnel.

Furthermore, TargetSolutions can be linked to entities such as the California Joint Apprenticeship Committee (Cal-JAC) and Contra Costa County Local EMS Agency (LEMSA). This is very important because the Department can track training hours, which is useful when using Cal-JAC-specific training opportunities. Likewise, the Department can track the completion of continuing education credits necessary to maintain personnel’s Emergency Medical Technician (EMT) license with LEMSA.

Sole Source Justification:

TargetSolutions is the only known vendor that offers a comprehensive library of fire industry-specific training courses that comply with the National Fire Protection Association (NFPA) standards, offers courses required for recertification, Hazardous Materials (HAZMAT) refresher, California Occupational Safety and Health Administration (CalOSHA) compliance, anti-harassment training, and other state mandated training (Attachment 1). Several state, county, and municipal fire agencies have adopted the vendor as their primary training and compliance management system.

Recommendation:

City staff recommend that the City Council approve a sole source contract with TargetSolutions Learning, LLC dba Vector Solutions, in an amount not to exceed $32,000, for a three-year term, with two one-year extension options not to exceed an additional $12,000 per year for the extended term (Attachments 2 and 3).

TargetSolutions has proven to be an invaluable asset to the Richmond Fire Department over the past decade, effectively supporting our training and compliance management.

Its wide-ranging features not only enhance the department’s operational efficiency but also ensure compliance with industry and safety standards.
