DISCUSSION:

Background
The City of Richmond has participated in a regional, multi-jurisdictional cost-sharing agreement for StreetLight Data subscription services since Fiscal Year (FY) 2022–23.

Led by the Contra Costa Transportation Authority (CCTA), this collaborative effort provides participating jurisdictions with access to a countywide mobility analytics platform that supports transportation planning, project evaluation, and grant applications. StreetLight Data provides a comprehensive suite of tools that uses location-based data from mobile devices and connected vehicles to analyze travel patterns across multiple modes and corridors. The data can be used to evaluate traffic volumes, vehicle speeds, travel times, and origin-destination patterns, offering insights into how people and goods move throughout Contra Costa County. The data are anonymized and aggregated to protect individual privacy and cannot be traced to individual users.

The sixth amendment to Memorandum of Understanding (MOU) 80.09.02 establishes the updated cost shares for FY 2026–27 and renews access to the StreetLight Data platform for an additional year, consistent with the terms of the original agreement and subsequent amendments, which shows that Richmond’s subscription began with Amendment 3 (Attachments 1 through 5). For FY 2026–27, the City of Richmond’s population-based cost share is $36,536. This amount will be funded through the City’s Measure J Transportation Sales Tax program, which supports transportation planning.

StreetLight Data provides significant value to the City by reducing the time and staff resources required for traditional traffic data collection. The platform also enables staff to respond more efficiently to public inquiries and safety concerns, strengthen data- driven grant applications, and evaluate the performance and effectiveness of capital improvement projects.

Conclusion
City staff recommend that the City Council adopt the proposed resolution authorizing the Public Works Director / City Engineer to execute sixth amendment to MOU

80.09.02, thereby continuing the City of Richmond’s participation in the countywide StreetLight Data subscription for Fiscal Year 2026–27 (Attachment 6). The City’s cost share of $36,536 will be funded through Measure J Transportation Sales Tax funds and will support efficient, data-driven decision-making for transportation planning, project development, grant pursuits and capital project delivery.

SYNERGISTIC POLICIES:

StreetLight Data supports citywide goals related to active transportation, economic vitality, quality of life and health equity. The platform provides a cost-effective, data- driven resource to advance implementation of Richmond’s Local Roadway Safety Plan (2022), Bicycle and Pedestrian Action Plan (2023), and other multimodal transportation planning and safety initiatives.
