DISCUSSION:

The Barrett Avenue Improvement Project is a Complete Streets project that will enhance safety and multimodal access by reconfiguring Barrett Avenue to two travel lanes with a center left-turn lane, widening sidewalks, adding separated bicycle lanes, and upgrading pedestrian crossings between Harbour Way and 25th Street. The project implements high-priority safety recommendations identified in the 2022 Local Road Safety Plan. (Attachment 1 – Project Map). This project has been awarded $311,931 in Subregional Transportation Mitigation Program (STMP) funding from the West Contra Costa Transportation Commission (WCCTC) to complete design, permitting, and construction.

Design is currently in progress and anticipated to be complete by the end of August.

Construction is anticipated to begin in Spring 2027 and be complete in Fall 2027.

On May 22, 2026, WCCTC’s Board of Directors allocated STMP funding to the City of Richmond for the Barrett Avenue Improvement Project and authorized the WCCTC director to execute a cooperative funding agreement with the City of Richmond (Attachment 2 – WCCTC Resolution Allocating STMP Funding). City staff is now requesting that Richmond City Council adopt a resolution to accept and appropriate the grant award and execute the cooperative grant agreement with WCCTC (Attachment 3 – Resolution).

The West Contra Costa Transportation Commission (WCCTC) established its first transportation impact fee in 1997 through the Subregional Transportation Mitigation Program (STMP). These fees are authorized under Assembly Bill (AB) 1600, also known as the Mitigation Fee Act, which allows for the collection of fees to fund capital improvements that mitigate the effects of new development. The purpose of STMP is to ensure that new developments contribute their fair share toward regional transportation infrastructure projects. All projects are grouped into categories, including local street and intersection improvements, complete street projects, transit and station-related improvements, and freeway and interchange improvements. The Barrett Avenue Improvement Project fits into the complete street projects and transit and station-related improvements, as it will enhance safety for all modes of travel near the Richmond BART Station.

Adopting the resolution will indicate formal acceptance of the funding, and allow the City Manager or their designee to sign the cooperative agreement with WCCTC in order to use the funds. If the City Council approves the resolution to sign the cooperative agreement, the City will be able to request reimbursement from WCCTC for design, permitting, and construction-related expenses for the Barrett Avenue Improvement Project.

City staff recommend that the City Council adopt a resolution to accept and appropriate the STMP funding and execute the agreement with WCCTC. Adoption will secure the

$311,931 STMP allocation, allowing the City to complete a high-priority Complete Streets safety and access project on Barrett Avenue.
