AGENDA
REPORT
September 15, 2026
RECOMMENDED ACTION:
APPROVE a sole-source contract with Peregrine
Technologies for a public safety data integration and
analytics platform that consolidates information from
Richmond Police Department data systems and supports
electronic case filing with the Contra Costa County
District Attorney’s Office, in an amount not to exceed
$1,200,295, for the term of November 1, 2026, through
October 31, 2029, with two one-year extension options – Police Department (Chief Timothy Simmons 510-621-
1802/Captain Elizabeth Bashan 510-621-1819).
DISCUSSION:
The Richmond Police Department relies on several separate systems to manage public safety information, including ShotSpotter, Axon Evidence.com, and Mark43 computer- aided dispatch and records management systems. These systems contain different types of operational, evidentiary, and case-related information, requiring staff to access multiple platforms to identify crime trends, support investigations, prepare reports, and develop cases for referral to the Contra Costa County District Attorney’s Office.
Peregrine Technologies provides a public safety data integration and analytics platform that brings information from these separate systems into a single searchable environment. The platform allows authorized Police Department personnel to analyze crime patterns and trends, generate maps and visual dashboards, support investigative and patrol operations, compile crime statistics, and streamline access to information that would otherwise require staff to search across multiple systems.
In 2021, the Police Department conducted a competitive procurement for a public safety data integration and analytics platform and selected Peregrine as the highest-rated proposer. Since that time, Peregrine has integrated multiple Police Department data sources into its platform and has become part of the Department’s existing analytical and operational workflow.
The proposed new contract will continue these existing data integrations and analytical capabilities and will also support electronic case filing with the Contra Costa County District Attorney’s Office. This functionality will allow case information to be compiled and transmitted electronically rather than relying on a manual paper-based process, reducing duplicative work and improving the efficiency of case preparation and submission.
Through the proposed contract, Peregrine will also provide implementation, configuration, data integration, onboarding, training, and ongoing platform support.
Together, these services will allow the Police Department to maintain a consolidated view of public safety information, improve access to data for operational and investigative purposes, and streamline the preparation and transmission of prosecutable cases.

The Police Department has used Peregrine to support criminal investigations by identifying connections among information maintained across separate data systems.
For example, Crime Analysis Unit staff have used the platform to identify potential suspects and investigative leads through searches involving vehicle information, telephone numbers, prior calls for service, and location history.
Between 2024 and 2026, Peregrine-assisted searches supported investigations involving robberies, firearm-related assaults, and attempted homicide. In several of these cases, information identified through the platform contributed to additional investigative work and the subsequent referral of cases to the Contra Costa County District Attorney’s Office for filing consideration. Some examples include:
In April 2024, officers responded to an assault with a firearm. Crime analysts utilized Peregrine Technologies to conduct a premise history search of a location reported to be associated with the unknown suspect. Crime analysts were able to locate a subject matching the suspect captured on surveillance video. Further investigation revealed additional evidence linking that subject to the crime.
Detectives referred the case to the Contra Costa County District Attorney’s Office for filing consideration. Charges were subsequently filed. In May 2024, officers responded to a robbery. During the incident, the victim provided a photograph of the suspect vehicle. A Department of Motor Vehicles search of the suspect vehicle’s license plate yielded no results or additional leads. Crime analysts utilized Peregrine Technologies to search the suspect vehicle’s license plate and located a traffic stop involving the vehicle, providing leads regarding a potential suspect. Further investigation revealed additional evidence linking the subject contacted during that traffic stop to the crime. The case was forwarded to the Contra Costa County District Attorney’s Office, and charges were subsequently filed.
In November 2024, detectives were investigating a robbery series involving the same suspect. Crime analysts utilized Peregrine Technologies to search for a phone number used by the suspect and located a call for service that identified a subject associated with the phone number. Further investigation revealed additional evidence linking the subject to the two robberies. The case was forwarded to the Contra Costa County District Attorney’s Office, and charges were subsequently filed.
In April 2025, officers responded to an attempted homicide and shooting. Crime analysts utilized Peregrine Technologies to search for the suspect vehicle’s vehicle identification number and located a subject associated with the vehicle.
Further investigation revealed additional evidence linking that subject to the crime. The case was forwarded to the Contra Costa County District Attorney’s Office, and charges were subsequently filed.
In May 2026, detectives were investigating a robbery series involving the same suspect. Detectives utilized Peregrine Technologies to search for the suspect vehicle’s license plate and located a subject matching the suspect who was associated with the vehicle. Further investigation revealed additional evidence

linking the subject to the two robberies. The case was forwarded to the Contra Costa County District Attorney’s Office, and charges were subsequently filed.
In addition to its data integration and analytics functions, Peregrine supports the Richmond Police Department’s electronic case filing with the Contra Costa County District Attorney’s Office. Effective February 9, 2026, the District Attorney’s Office required criminal cases to be submitted electronically through the Peregrine platform.
Since January 2025, the Police Department has referred 1,667 cases through Peregrine for prosecution consideration. The platform provides a secure electronic filing process and supports compliance with applicable Criminal Justice Information Services security requirements.
A sole-source procurement is justified based on the District Attorney’s Office requirement and the Police Department’s existing Peregrine infrastructure. Peregrine was originally selected through competitive procurement, and the Department has since invested significant resources in system configuration, staff training, custom reporting, and integrations with its computer-aided dispatch and records management systems and the District Attorney’s Office. Transitioning to another provider would require these integrations and workflows to be recreated, staff to be retrained, and potentially a new application and approval process through the California Department of Justice, which may take six to nine months. A change in providers could therefore significantly disrupt existing Police Department operations and electronic case filing.
