4 Big data intelligence means accurate insights without months of data collection It begins with Big DataEvery month, StreetLight ingests, indexes, and processes vast amounts of location data from connected devices and connected vehicles, then adds context from numerous other sources like parcel data and digital road network data – to develop a view into North America’s complex network of roads, bike lanes and sidewalks.

Route Science®, more data, and validation Next, StreetLight’s proprietary data processing engine, Route Science®, algorithmically transforms trillions of location data points over time into contextualized, aggregated, and normalized travel patterns. StreetLight validates them using thousands of traffic counters and embedded sensors.

Metrics for millions of roads and census blocks Route Science® then normalizes and aggregates the data into analytics, delivering unique insights into how vehicles, trucks, bicycles, pedestrians, buses, and more move throughout the transportation network. Accessible via StreetLight InSight®, the world’s first on-demand web platform for transportation, users can analyze, visualize, and compare travel patterns at multiple spatial levels.

Traffic is consideredCongestedif it does not meet theQueuedcriteria and either of the following is true:Harmonic mean speed is less than 12 MPHHarmonic mean speed is less than 24 MPH and less than 30% of free-flow speedCurrent Travel Time (Real-time only): The amount of time it takes for vehicles to pass from the start to the end of the route based on real-time conditions. Calculated using the harmonic mean speeds for each segment.Delay:The difference in travel time on the route between the selected date and theComparisonmonth.Detoured Volumes:The volume of traffic rerouted from the closed segments onto detour routes. Shows the vehicle volume displaced by the closure compared to typical volume, scaled by the maximum disruption.Freeflow Speed:The speed of vehicles with no congestion present, calculated as the arithmetic mean overnight speed from the available prior months within the year before your selected date.Harmonic mean:Theharmonic meanis the reciprocal of the average of the reciprocals of the values. Harmonic mean speed is used because it accounts for the time spent traveling at each speed. This is because time and speed have an inverse relationship (time = distance/speed). With the harmonic mean, more weight is given to lower speeds, which is relevant in modules highlighting slowed travel times.Highest Travel Time:The sum of the highest travel times for each segment in the route. Calculated using the harmonic mean speeds for each segment.Queue Length:The length of connected segments that are either queued or congested. Queues always start with aQueuedsegment.Queued:Traffic that is "stop-and-go" or moving very slowly. Traffic is considered Queued if either of the following is true:Harmonic mean speed is less than 5 MPHHarmonic mean speed is less than 12 MPH and less than 15% of free-flow speedSlowdowns (Recent and Real-time only): Slowdowns are highlighted as a color representing the harmonic mean segment speed for your date as a percentage of the real-time freeflow baseline speed. Due to data source differences, real-time freeflow baseline speeds and typical freeflow speeds may be similar, but not identical.Slowdown Period:Total time any part of the route is congested during the selected period.Slowdown Threshold: Highlights times on the chart when the selected date's speed is at or below the specified % of the average speed for the selected comparison month or date.Speed:The average speed of vehicles passing through the corridor for the specified date or month. Average speed is the harmonic mean speed forRecentdays, and the arithmetic mean speed forNear-real-timedays.Typical Volume:The average number of vehicles passing through a segment in the selected period.

22 Planning Committee STAFF REPORT Meeting Date: June 04, 2026Subject Authorization to Renew Amendment No. 2 to Agreement No. 569 with StreetLight Data, Inc. (StreetLight Data) and to Execute Amendment No. 6 to Memorandum of Understanding (MOU) No. 80.09.02 with the Jurisdictions Participating in the StreetLight Data Subscription Cost-Share for Fiscal Year (FY) 2026-27Summary of IssuesThe ability to utilize Big Data in the transportation planning and engineering process provides significant value to the Authority and its partners. These tools support decision-making, enabling performance monitoring and reporting, land use and transportation impact analyses, climate resilience planning, and active transportation safety planning in support of the Countywide Vision Zero Policy to eliminate jurisdiction-wide per-capita fatal and severe injuries. The Authority is currently in the first of two available option years under the original three-year Multi-Domain License agreement with StreetLight Data. More than half of the jurisdictions in the county participate in the subscription and contribute a proportional share. The current subscription term expires July 26, 2026. Amendment 2 would exercise the second and final one-year extension option and extend the contract through July 2027. This extension would allow Metropolitan Transportation Commission (MTC) to complete its regional Big Data procurement process currently in progress. The proposal for consideration would also allow the Authority to execute Amendment No. 6 to MOU No. 80.09.02 between the Authority and each jurisdiction participating in the cost-share for the StreetLight Data services license for FY 2026-27.
