RESOLUTION NO. xx-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND
ACCEPTING THE SHIELDS-REID PARK IMPROVEMENT PROJECT AS
COMPLETE, AND AUTHORIZING PROJECT CLOSE-OUT ACTIONS
WHEREAS, Shields Reid Park, a 5.17-acre park in the North Richmond neighborhood, is in need of renovation; and
WHEREAS, in December 2021, the City of Richmond was awarded $8,000,000 through the State of California Department of Parks and Recreation Statewide Park Development and Community Revitalization Program (SPP) for improvements to Shields-Reid Park (Capital Improvement Project No. 23028); and
WHEREAS, the Shields-Reid Park Improvement Project included renovation of the southern 5.17-acre portion of Shields-Reid Park and associated improvements to recreational facilities and park amenities; and
WHEREAS, on May 7, 2024, the City Council approved a construction agreement with Azul Works, Inc. in the amount of $4,088,240.31 and authorized a contingency amount of $408,824 for the Shields-Reid Park Improvement Project; and WHEREAS, on June 24, 2025, the City Council approved Amendment 1 to address unforeseen conditions and City-requested scope modifications, increasing the total contract authority to $4,897,064.31; and
WHEREAS, on March 24 2026, the City Council approved Amendment 2 to address City-requested scope modifications, increasing the total contract authority to $5,297,064.31; and WHEREAS, the completed improvements include renovated play areas, pathways, landscaping, irrigation, sports and recreation amenities, fencing, lighting preparation, public art improvements, basketball court renovations, and related site improvements; and WHEREAS, construction has been completed in accordance with the approved plans, specifications, contract documents, and applicable City of Richmond standards; and WHEREAS, final inspections have been completed, the project is operational and open for public use, and the Director of Public Works recommends acceptance of the project as complete.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Richmond adopts the following:
Section 1. The City Council finds and determines that the facts, findings, and statements contained in the Agenda Report associated with this Resolution are true and correct and are hereby incorporated herein by reference as though fully set forth.
Section 2. The City Council accepts the Shields-Reid Park Improvement Project (Capital Improvement Project No. 23028), completed by Azul Works, Inc., as complete in accordance with the approved plans, specifications, contract documents, and applicable City standards.
Section 3. The City Clerk is authorized and directed to file the Notice of Completion for the Shields-Reid Park Improvement Project with the Contra Costa County Recorder’s Office, provided there are no outstanding liens or stop notices.
Section 4. The City Engineer is authorized and directed to release the contractor bonds and retention payment in accordance with applicable laws, regulations, and contract provisions, provided there are no outstanding liens or stop notices.

Section 5. The City Clerk is designated as the custodian of records for all documents and materials related to this Resolution and the Project file, which shall be maintained at the Office of the City Clerk, 450 Civic Center Plaza, Richmond, California 94804.
Section 6. This Resolution shall become effective immediately upon its passage. *************************
