SUBJECT: Contracts for On-Call Construction Materials Testing and Special Inspection Services
FINANCIAL IMPACT: Funding for the on-call construction materials testing and special inspection agreements is included within existing appropriations in approved project budgets. Individual
work authorizations will be funded by the specific project requiring the services. Each agreement will not exceed
$300,000 over the initial three-year term and may be
extended for up to two additional one-year terms at an
amount not to exceed $100,000 per extension year,
subject to fund availability and future budget
appropriation. No new appropriation is requested as part of this action.
PREVIOUS COUNCIL
ACTION:
None.
STATEMENT OF THE
ISSUE:
The City requires on-call construction materials testing and special inspection services to support City
construction projects. Approval of the proposed
agreements would allow the City to
obtain all services indicated in the proposals, as
needed, through written work authorizations and help
verify that construction work is performed in accordance with approved plans, specifications, and applicable
standards.

DISCUSSION:
Construction projects administered by the City require testing and inspection of construction materials to verify compliance with project plans and specifications, the Richmond Municipal Code, the California Building Standards Code, Caltrans standards and specifications, and other applicable local, state, and federal requirements. These services support Capital Improvement Program projects, Public Works maintenance projects, Port infrastructure projects, wastewater projects, transportation projects, and other City construction activities.
Services may include soil and compaction testing; concrete mix design review, placement inspection, sampling, and compression testing; asphalt and pavement testing; structural steel, welding, bolting, and fabrication inspection; masonry testing; reinforced concrete, shotcrete, and elastomeric paint special inspections; and related field, laboratory, reporting, and professional engineering services.
On August 7, 2026, the City issued a Request for Proposal through BidsOnline for oncall construction materials testing and special inspection services. Proposals were due at 5:00 p.m. on August 28, 2026. The City received twelve (12) proposals in response to the solicitation (Attachment 1).
City staff reviewed and ranked the proposals using the evaluation criteria established in the Request for Proposals: firm qualifications, relevant experience, approach and methodology, staffing and availability, and fee schedule. The evaluation considered licenses, certifications, laboratory accreditations, public-agency experience, quality assurance and reporting procedures, staff availability, response time, local coverage, references, and the competitiveness and transparency of proposed rates.
Based on the evaluation results, City staff recommend awarding agreements to seven (7) firms (Attachment 2). The recommended firms demonstrated the qualifications, technical expertise, staffing capacity, responsiveness, and organizational resources necessary to support concurrent City assignments and provide services when required.

The seven (7) selected firms, ranked from highest to lowest, are recommended for approval as follows:
1. Applied Material & Engineering, Inc.– Oakland, CA
2. Twining, Inc. – Concord, CA
3. Certerra RMA Group – Concord, CA
4. ISI Inspection Services, Inc. – Berkeley, CA
5. Smith-Emery San Francisco – San Francisco, CA
6. Achievement Engineering Corp – San Jose CA
7. Ninyo & Moore Geotechnical & Environmental Sciences Consultants (SOCOTEC), - Alameda, CA
Each agreement will have an initial three-year term and a not-to-exceed amount of $300,000 (Attachments 3a through 3g). Subject to satisfactory performance, the City’s need for services, and the availability of funds, each agreement may be extended for up to two additional one-year terms, with compensation not to exceed $100,000 per agreement for each extension year.
Work authorizations will be issued on an as-needed basis to address specific project requirements. When assigning work, the City may consider assignment-specific qualifications, availability, response time, project familiarity, location, workload, performance, and cost. Award of an agreement does not guarantee a minimum amount of work or an equal distribution of work among the selected firms. No services may begin without written work authorization.
Without approval of the on-call agreements, the City would need to conduct separate procurements for individual projects or use another available procurement pathway before obtaining construction materials testing and special inspection services. This could increase administrative workload and may affect project delivery schedules when services are needed on short notice.
Approval of the recommended agreements would allow the City to obtain qualified testing and inspection services efficiently while preserving project-level control through written work authorizations and funding confirmation. City staff recommend that the City Council adopt the resolution authorizing execution of the agreements (Attachment 4).
