TO: Mayor Martinez and Members of the City Council
FROM: Pamela Christian, City Clerk
Subject: Contract Amendment No. 2 with Wordly, Inc. for Translation Services
FINANCIAL IMPACT: The proposed $14,985 expenditure is included within the approved Fiscal Year 2026-2027 City Clerk budget
(Account String: 01141013–400201).
PREVIOUS COUNCIL
ACTION:
December 17, 2024
STATEMENT OF THE
ISSUE:
Following directions from the City Council, the City
Clerk’s Office executed a contract with Wordly, Inc. in December 2025, to receive translation services for City Council meetings via software system. The services the
software offers are allotted for hours based on the
amount purchased. The current contract is not set to
expire until December 1, 2026; however, the City Clerk’s Office anticipates running out of hours prior to then. To continue service without interruption, a second
amendment to the contract is needed to add more
service hours and extend the term through November 30,
2027.
RECOMMENDED ACTION: APPROVE a second amendment to the contract with Wordly, Inc., to continue providing software to support translations at City Council meetings, increasing the
contract amount by $14,985, for a total amount not to
exceed $24,953.75, and extending the contract term
through November 30, 2027 - City Clerk’s Office (Pamela Christian 510-620-6513).
AGENDA
REPORT

DISCUSSION:
On December 17, 2024, the City Council directed City staff to create a plan to offer simultaneous Spanish/English translation at City Council meetings by January 1, 2026.
The City Clerk’s Office surveyed other local jurisdictions to see what methods and/or service providers were being used to provide translation services during council meetings. City staff found that many jurisdictions were using software systems with the capability to provide live translations and further researched different providers.
The City Clerk’s Office, in collaboration with KCRT staff, received demonstrations and quotes from three different translation software providers, determining that of the three providers, Wordly, Inc., was best suited to meet the City’s operational needs. The Wordly, Inc. system was selected due to price, ease of use, and the features offered such as live audio translation, live text captions, and access to translations via QR code/URL.
The initial contract with Wordly, Inc., was for a not-to-exceed amount of $6,875, to provide 100 hours of service for a one-year term beginning December 1, 2025.
Subsequently, additional service hours were needed, and the initial contract was therefore amended to add 50 hours. City staff anticipate that all service hours will be used prior to the expiration of the current contract and recommend that the City Council approve a second amendment to acquire an additional 270 hours to avoid a lapse in service.
