RESOLUTION NO. ______
A RESOLUTION OF THE COUNCIL OF THE CITY OF RICHMOND,
CALIFORNIA, APPROVING REALLOCATION OF THE AMERICAN RESCUE
PLAN ACT (ARPA) FUNDS
WHEREAS, the City of Richmond has received an allocation of $27,740,723 in relief funds from the ARPA; and
WHEREAS, the City Council has appropriated $27,740,723 of ARPA Funds; and WHEREAS, Treasury guidance requires all ARPA Funds must be fully obligated by December 31, 2024 and expended by December 31, 2026; and
WHEREAS, the North Richmond Pump Station project was completed under budget, resulting in a remaining balance of $199,776.15 in ARPA funds; and WHEREAS, the Street Paving Management project is an ARPA obligated project with costs exceeding its current ARPA allocation, and the contract with Martin Marietta Materials, Inc. was executed prior to the obligation deadline; and
WHEREAS, Federal guidance allows for the reclassification of obligated but unexpended ARPA funds to other eligible projects, provided the recipient incurred an obligation by the deadline and the project remains active and eligible; and
WHEREAS, the City of Richmond intends to reallocate $199,776.15 in unspent ARPA funds from the North Richmond Pump Station project to the Street Paving Management project, thereby increasing the Street Paving ARPA budget and decreasing the North Richmond Pump Station ARPA budget; and
