Understanding of City Needs
Twining understands that the City of Richmond's oncall material testing and special inspection needs demand more than technical expertise — they require
responsiveness, clear communication, and the flexibility to adapt to evolving project conditions across a variety of concurrent capital improvement and public works
assignments. Our approach begins with an introductory
meeting with City staff to understand specific project
details, schedules, and regulatory requirements, followed by a thorough needs assessment — including preliminary
site visits where appropriate — to ensure each task order is scoped accurately from the outset. Our project managers utilize the City's preferred contract management tools
to track multiple active assignments alongside their
individual budgets, manpower needs, and schedules,
ensuring each project's requirements are met without
compromising the performance of others under the
contract. This proactive, detail-oriented approach allows Twining to serve as a true extension of City staff, providing consistent and transparent support throughout the life of the contract.

Quality Control Procedures
Twining maintains a rigorous, accredited QC/QA program
governing all laboratory and field operations. As required by ASTM E329 and our International Accreditation
Service (IAS) certification, we follow written procedures documented in our Field Procedures Manual and
Laboratory Quality Control Manual, covering test methods, reporting requirements, and personnel training. Our
laboratories are re-certified biannually by Caltrans, the Cement and Concrete Reference Laboratory (CCRL), and
the AASHTO Materials Reference Laboratory (AMRL),
and our internal audit program verifies that technicians remain current on the latest Caltrans and ASTM standards and that equipment calibrations stay up to date. Projectspecific QC/QA plans, testing and inspection frequencies, and hold points are established for each assignment
before work begins.

Reporting Methods
Twining's field and laboratory reports are digitally native, generated through our QESTLab™ and QESTField™ systems
and distributed via ConstructionHive™, a secure cloudbased platform. Field technicians complete paperless daily reports on-site using tablets or smartphones, which are automatically routed to the assigned Project Manager for review before distribution — typically same-day — to the City and project team. This eliminates transposition errors, missing reports, and delays common with manual
documentation. Laboratory results are similarly published electronically once testing is complete, giving City staff searchable, real-time access to all inspection and testing records throughout the life of the contract.

Coordination Procedures
Each Richmond assignment will be led by a single,
dedicated Project Manager who serves as the
City's primary point of contact, ensuring consistent
communication and familiarity with City processes across all active task orders. Our Project Manager coordinates directly with City staff and contractors at project
kickoff to confirm testing protocols, scheduling, and
reporting expectations, and remains engaged throughout
construction to resolve field questions and nonconforming conditions quickly. This single point-of-contact structure, backed by senior engineers and dispatch staff, allows
Twining to manage multiple concurrent task orders while maintaining consistent oversight and accountability.

6. On-Call Approach and
Methodology
Twining | City of Richmond 12

6. On-Call Approach and Methodology
Scheduling and Responsiveness
Twining's central dispatch office operates 24 hours a
day, seven days a week, and typically responds to service requests within one hour, with inspectors able to reach a job site within three to four hours of an urgent request.

Our large, multi-certified inspector bench and regional dispatch network allow us to accommodate same-day and
next-day requests without compromising quality. RFIs are typically addressed within 24 hours, and routine laboratory turnaround is generally 48 to 72 hours, with expedited or rush testing available on short notice.

Safety Procedures
Twining requires strict adherence to OSHA and Cal/
OSHA regulations on every assignment, and our field
personnel are trained to identify and address site-specific hazards before beginning work. Project- and task-specific safety planning, such as health and safety plans for
field sampling and investigation activities, is prepared in advance of mobilization, and our inspectors and
technicians hold current safety certifications appropriate to their scope of work. We also fully comply with client safety programs, reporting protocols, and incidentnotification requirements, including the City's standard contract obligations to promptly report any injury or
property-damage incident.

Handling Failed Tests and NonConformances
When a test failure or non-compliant condition is
identified, Twining's first step is immediate, on-site
communication with the contractor and project personnel to determine whether the issue can be resolved in real
time—before a formal notice is issued. Our objective is to resolve concerns proactively, thereby reducing the
total number of formal non-conformance notices over
the life of the project. If the issue cannot be corrected on-site, our inspector documents the finding in the Daily Field Report, and the Project Manager initiates a formal Corrective Action Report that includes root-cause analysis, recommended corrective measures, and a defined path
to closure. All non-conformances are tracked on a weekly Non-Conformance Log that is shared with the City and
monitored until each item is fully resolved.

Anticipating Constraints Before They
Become Delays
Twining's approach to quality assurance begins well before the first inspection. At the outset of each assignment, our Project Manager and lead inspector conduct a
thorough kickoff review of project plans, specifications, and code-required inspection items to identify potential scope, schedule, and budget risks early. This includes
a constructability review designed to flag ambiguities
or conflicts in the project documents that could lead to contractor change orders or schedule disruptions. Items that fall outside the contracted scope—such as additional inspection trades or unforeseen testing requirements—are identified and communicated to the City prior to kickoff so they can be budgeted for, reduced, or eliminated entirely.

Throughout construction, our team maintains regular
communication with the City and project stakeholders
to monitor evolving conditions and adjust inspection
resources proactively, ensuring that potential challenges are addressed before they impact the project schedule.

Across hundreds of public works projects statewide, we
have found that most inspection-driven schedule impacts trace to one of three causes, each of which we address
proactively:

Contractor means and methods that increase required
manpower. We cannot dictate means and methods, but
early communication about which inspections can be
combined or sequenced keeps the effort at the minimum
compliance requirement without unnecessary time on site.

Not-in-contract scopes that surface mid-construction.

By reviewing the design and code-required inspections
against the specified scope before kick-off, these items are identified early and budgeted, reduced, or eliminated.

Schedule creep absorbed silently into the inspection
budget. We report budget status on a recurring basis and flag variances immediately rather than at invoice.

Cost for final reports will be billed hourly.

Hold Specimens
All "hold" specimens are charged at the applicable test rate whether tested or not.

Specimen Sampling and Disposal
Twining samples materials used in construction in accordance with standard practices, methods, codes, and relevant project requirements. Representativeness of sampling and accuracy of testing are subject to the same probabilistic and precision limitations as governing standards, codes and project technical provisions.

Should samples be provided by others Twining cannot warrant or guarantee that material is representative of material that is or will be used in actual construction of the project.

Specimens will be discarded after testing unless Twining has been notified prior to testing that the customer wishes to retrieve the specimens or storage arrangements are made. Costs for storage will be by quotation.

Oversize Specimens
An extra charge will be made when test specimens require more than one person to handle because of size or weight.

Elevated Work Platforms
In the event an elevated work platform is required to safely complete our work, the client must provide safe access for Twining personnel for all required inspection, testing, sampling, etc. including a trained and certified operator or qualified inspector as applicable. Twining will not be responsible for signing waivers associated with providing such access. Should Twining be required to supply an elevated work platform, we will contract with a qualified vendor and the markups shown above will apply. 6 Twining | City of Richmond 33
