City of Richmond | Statement of Qualifications to Provide On-Call Materials Testing and Special Inspection Services 17 On-Call
Approach and
Methodology
06 On-Call Approach and Methodology
Understanding of City Needs
RMA understands the City of Richmond’s need for timely
communication, accurate documentation, and proactive
coordination when failed tests or nonconforming work
are identified. Our inspectors and technicians provide
immediate on-site verbal notification to designated
project personnel in accordance with City requirements, followed by electronic documentation through our digital reporting platform. Failed test results and nonconformance information are automatically communicated via email
notification and documented in a Non-Conformance Report (NCR), which is routed to the assigned Project Manager for review and coordination with the City, contractor, and project stakeholders. The Project Manager oversees corrective
actions, scheduling of retesting, and verification of compliance, ensuring issues are resolved quickly while minimizing impacts to project schedule, quality, and budget. Through this
structured workflow and real-time communication approach, RMA provides the transparency and responsiveness
necessary to support the City’s capital improvement and construction programs.
Quality Control Procedures
From scope development to project closeout, our approach emphasizes clear communication, technical rigor, and
responsiveness. Our team works closely with the City to meet all deadlines, document results, and resolve any
issues immediately. To support quality assurance and
project transparency, RMA utilizes its proprietary Testing and Inspection Management System (TIMS)™, Laboratory
Information Management System (LIMS)™, and mobile field technology to streamline data collection, testing management, report generation, and project documentation. These
integrated systems provide accurate, timely, and consistent reporting while supporting efficient project execution and successful completion.
Through LIMS™, we ensure all data is accessible throughout the project and beyond, supporting closeout processes
and future audits. This approach supports the City’s
documentation, record retention, and audit requirements by ensuring all testing data, reports, and correspondence remain accessible, traceable, and defensible throughout the contract term and beyond.
Advanced Technology and Reporting
At RMA, we use cutting-edge technology to enhance project execution, delivering clear benefits to our clients. As early adopters of digital solutions, we’ve fully embraced paper-free reporting for inspections, ensuring efficiency, accuracy, and transparency. Our seamless integration with clients’ preferred applications allows us to tailor our methods to their needs, enhancing collaboration and satisfaction. To further elevate our services, we developed the proprietary TIMS™. This advanced tool supports budget validation, generates detailed digital reports, and ensures thorough project closeout. TIMS™ is central to RMA’s proactive approach, helping us deliver precise inspection and testing services while ensuring successful project outcomes. By leveraging these technologies, we offer unparalleled reliability, flexibility, and efficiency, guaranteeing the seamless success of every project.
RMA utilizes LIMS™ integrated with mobile iPad applications and a secure web portal accessible 24 / 7 by City staff. This platform supports:
» Real-time access to Daily Field Reports and lab results » Barcode tracking of all samples
» Automated alerts for out-of-scope work
» Streamlined communication between field staff and City contacts
This system ensures transparency, accountability, and
immediate access to essential data for decision-making
and documentation.
Coordination Procedures
Strategic Project Planning
Every project begins with a tailored plan developed by our experienced contract management team. Upon receiving a
task order from the City, our Contract Manager conducts a thorough review of available project documents—including plans, specifications, and schedules—to prepare a detailed line-item estimate, scope checklist, and testing plan. These are reviewed collaboratively with the City to ensure alignment with expectations, including deliverables, deadlines, and safety and reporting protocols.
City of Richmond | Statement of Qualifications to Provide On-Call Materials Testing and Special Inspection Services 19 On-Call Approach and Methodology
RMA staff are well-versed in local agency procedures and flexible in adapting to various scoping and work order formats.
Our familiarity with municipal processes enables us to respond quickly to evolving requests and deliver precise, codecompliant services on short notice.
Responsive Staffing and Certified Expertise
Our field team includes Caltrans-, ACI-, NICET-, and
ICC-certified technicians and inspectors with extensive experience in roadways, pipelines, structures, and sitework.
We maintain a robust internal system to match each project request with the most qualified, multi-certified individual— minimizing the need for multiple technicians while
optimizing performance and cost-efficiency.
We can often dispatch certified staff to the jobsite within hours. Thanks to our large personnel pool and internal
scheduling coordination, we routinely manage overlapping high-demand periods without service delays. Our team is backed by Field Supervisors and Project Managers who
oversee scheduling, field support, and quality assurance.
Work Order and Dispatch Process
We follow a streamlined, proven system for responding to on-call requests:
» The City initiates a work order request via the Senior Project Manager.
» The Senior Project Manager or one of our Assistant Project Managers prepares a detailed proposal including scope and cost estimate.
» Upon approval, the Field Supervisor schedules certified staff based on daily needs.
» When possible, a single technician will cover multiple service areas or project sites in one day to reduce minimums.
» Daily Field Reports (DFRs) are submitted electronically and reviewed by City staff.
» All documentation is uploaded to RMA’s secure client portal for real-time access.
This efficient cycle allows us to respond to urgent needs, meet fluctuating demand, and minimize redundancy.
Scheduling and Responsiveness
RMA delivers responsive, high-quality materials testing and special inspection services through a proven project approach honed over decades of public agency work. Our
strategy integrates in-depth regulatory compliance, precise documentation, real-time responsiveness, and efficient cost control—making us an ideal partner for the City’s on-call contract needs.
Safety Procedures
We are Committed to Safety
At RMA we consider the prevention of accidents an
integral part of every operation. We are committed to the prevention of accidents so that each of our employees
return home safely in the same condition as when they
arrived to work each and every day. There is no job or task performed by our staff that is so important or urgent that it cannot be performed safely.
Our staff has extensive experience working on construction projects large and small alike and working in sometimes complex and hazardous work environments. Each member
of our staff receives ongoing and recurrent safety training on a regular basis to ensure that we always remain
cognizant of our surroundings and take the necessary
steps to safely execute our work.
Our staff will work closely with all parties involved to promote a safe project site and will have an approved safety plan before commencement of work on site. All employees are expected to obey safety rules, wear appropriate
personal protective equipment, follow established safe
work practices, exercise caution in all work activities, and immediately report any unsafe conditions to a supervisor.
If any of the staff discovers an unsafe work situation, they will immediately bring it to our attention and follow it up in writing. If the situation could result in immediate harm, work would immediately stop.
“At RMA, safety is not a slogan...
it’s a disciplined, field‑driven practice built
on proactive risk management and real‑time
engagement with our teams. No deadline or
deliverable outweighs the responsibility we have to
protect our people. By combining rigorous safety
standards, continuous training, and empowered
decision‑making in the field, we deliver reliable
results while safeguarding our employees, clients,
and the communities we serve.”

Brian has directly overseen more than $5 billion of work on more than 100 individual projects that he has managed throughout his 25-year career. These projects include the installation of more than 150,000-cy of rapid strength concrete, more than 50 lane miles of concrete barrier, precast concrete, continually reinforced concrete, bridge repairs, approach slabs, and minor structures. Brian has been directly involved in multiple emergency projects that implemented specialty materials to ensure the extremely short turnaround times required by project owners were met.
Relevant Experience
Sacramento Regional Sanitation District, Echowater Project, Sacramento County, CA
Brian provides project management, budget and scope oversight, and resource coordination for this $2 billion Sacramento County water treatment project. RMA is delivering quality assurance materials testing and special inspections for site preparation and multiple facility phases, including earthwork, pavements, masonry, HMA placement, and extensive field and shop structural steel welding. The project will enhance regional water quality and provide long‑term environmental protection for the Sacramento area.
SFMTA / BART / CALTRANS / MUNI, Van Ness Avenue Bus Rapid Transit Corridor, San Francisco, CA Brian served as Project Manager, coordinating resources and personnel to deliver this two‑mile mixed‑use bus rapid transit corridor. The project included construction of a center‑running dedicated busway, roadway and streetscape improvements, sidewalk reconstruction, and new landscaping. Work also encompassed utility excavation and shoring, trench backfill, installation of overhead catenary systems, station platforms, and new signal and street lighting, with pavement installations reviewed for compliance with agency standards.
VTA / BART, Civil & Station Improvements, Santa Clara Alum Rock BRT Project, San Jose, CA Brian provided project oversight, resource coordination, and quality assurance for this project. RMA supplied a quality control manager to the site and a full-time inspection team for site improvements including private and public utility relocations; construction of embankment, drainage improvements, retaining walls, and sanitary sewer; and grading, drainage, and paving of streets and parking lots. Additionally, RMA’s geotechnical engineer performed a geotechnical investigation to prepare a report with recommendations for alternate structural sections for varying subbase and subgrade treatment options due to varying soil conditions at the site. Additional inspections and testing included structural steel welding of transit kiosks / station structures and miscellaneous.
SFMTA 1270, Sunset Tunnel Trackway Improvements Project, San Francisco, CA Brian served as the Area Manager for this project, coordinating resources and personnel required to see the project to completion. Work conducted on the tunnel was designed to enhance the system’s reliability and efficiency, reduce infrastructure maintenance, and upgrade the seismic performance of the portal retaining walls. Track replacement was required due to rail wear and settlement of the supporting substructure. RMA provided a full-time, experienced quality control manager who collaborated directly with the contractor.
