5.2 Firm Summary
Why Achieveng is Especially Qualified
Achieveng understands that the City of Richmond
requires an on-call partner capable of supporting a
diverse portfolio of transportation, wastewater, port,
park, facility, and other public works improvements.
Assignments may vary considerably in size, location,
technical discipline, and urgency. Success will depend
on deploying appropriately qualified personnel,

Achieveng combines the personal accountability of
a focused project team with the technical depth and
scalable resources required for a multi-year municipal
on-call contract. Our objective is to provide the City
with clear results, reliable coverage, and consistent
documentation that supports timely decisions, reduces
rework, and protects the quality and longevity of
Richmond’s public infrastructure.

5.5B On-Call Approach and Methodology
Understanding of the City’s Needs
Achieveng understands that the City of Richmond
requires more than technically accurate testing results.
The City needs an on-call partner that can respond
quickly, coordinate effectively across multiple projects, identify nonconforming work before it causes delay or
rework, and provide complete documentation within the
required timeframes.
The City’s assignments may support Capital Improvement
Program projects, Public Works maintenance,
transportation improvements, wastewater and sewer
infrastructure, Port facilities, parks, public buildings, and other construction activities. These assignments
may arise with limited notice, occur simultaneously,
and require personnel with different certifications and technical specialties. Achieveng’s approach is therefore built around three priorities:
• Rapid deployment of appropriately qualified personnel • Immediate, clear communication of failed tests and
deficiencies
• Consistent, quality-controlled reporting that supports City decision-making and project closeout.
Our objective is to give City staff clarity, consistency, and confidence throughout construction. We will function
as an extension of the City’s team, coordinating closely with project managers, contractors, designers, and
other stakeholders while maintaining independent
professional judgment.
Achieveng’s comparable experience directly reflects the delivery model and range of assignments anticipated by
Richmond. Our $848,000 County of Santa Barbara on-call
QA and materials-testing contract demonstrates rapid
mobilization, emergency response, and management
of concurrent public-infrastructure assignments. Our
City of Fremont and City of Milpitas on-call contracts
demonstrate responsive municipal CIP support across
community facilities, pavement maintenance, parks, public buildings, and accessibility improvements. Our County of Santa Cruz contract further demonstrates the ability to provide qualified inspection personnel for multiple capital projects involving renovation, new construction, structural improvements, utilities, and site work.
Floating Fire Station No. 35 complements this on-call
experience with complex waterfront construction involving pile welding and NDT, soils, asphalt, concrete, reinforcing steel, proof-load testing, and other specialty services under demanding operating conditions. Together, these
assignments demonstrate Achieveng’s ability to support
the roadway, facility, structural, wastewater, Port, park, and other public works assignments anticipated under the City’s contract.
Assignment Management and Coordination
Josh Fournier will serve as Project Manager and the
City’s primary point of accountability. Upon receipt of the City’s written work authorization, Josh and our dispatch team will confirm:
• Project location, scope, schedule, and site contact;
• Applicable plans, specifications, test methods, and
reporting requirements;
• Required inspector or technician qualifications;

relevant experience, proximity, availability, and projectspecific requirements. Josh will remain engaged through completion of each assignment, coordinating schedule
changes, reviewing open issues, and confirming delivery of required reports. When appropriate, Achieveng will
prepare more than one qualified employee for a project
so that service does not depend on the availability of a single inspector.
Routine coordination will occur through the City’s
preferred combination of email, telephone, meetings,
and electronic platforms. Internally, project management, dispatch, field staff, laboratory personnel, supervisors, and QA/QC remain connected so schedule updates,
test information, and field concerns move quickly to the appropriate decision-maker.
Testing and Special Inspection Procedures
Achieveng performs materials testing and special
inspection under the responsible oversight of a Californialicensed Professional Engineer. Services are performed in accordance with the City’s written work authorization, project plans and specifications, and applicable ASTM,
AASHTO, Caltrans California Test Methods, ACI, ICC,
AWS, ASNT, RCSC, and California Building Standards
Code requirements.
Our DSA Laboratory Evaluation and Acceptance-approved
laboratory maintains quality systems consistent with
AASHTO R 18 and applicable provisions of ASTM C1077,
ASTM D3740, and ASTM E329. Depending on the
assignment, services may include (but are not limited to):
• Concrete sampling, slump, temperature, air-content,
cylinder preparation and curing, and compressivestrength testing; • Soil sampling, moisture-density relationships, grading observation, and nuclear-gauge compaction testing;
Achieveng - Statement of Qualifications I Page 12
• Asphalt/HMA sampling, observation, compaction
testing, and pavement-thickness verification;
• Reinforcing-steel placement, size, spacing, cover, and mechanical-splice verification;
• High-strength bolting inspection in accordance with
applicable project and RCSC requirements;
• Structural-steel and welding inspection by appropriately qualified personnel;
• Nondestructive testing by appropriately qualified
personnel;
• Masonry, grout, and shotcrete inspection and testing
• Other task-specific testing and special inspection
required by the City.
Inspectors and technicians mobilize with required PPE,
calibrated equipment, and electronic reporting tools.
They coordinate directly with the City’s designated
representative and contractor while maintaining the
independence of their observations and test results.
Failed tests, deficiencies, and nonconforming conditions are communicated immediately in accordance with the
escalation and reporting procedures described below.
Samples requiring laboratory analysis will be identified and transported under documented sample-control
procedures to Achieveng’s San Jose laboratory or,
when authorized by the City, to an approved specialty
laboratory. Field observations, sample information, and laboratory results will be reconciled for consistency and completeness before the associated report is released.
QA, Reporting, and Failed-Test Escalation
Quality control is integrated into every stage of our
workflow. Ali Tahmasbi Gilani, QA/QC Manager, will
oversee Achieveng’s two-tier review process:
Two-Tier Review Process
• Initial QA Review: Performed by the Lab Supervisor
or QA/QC Manager immediately posttesting,
including field data validation and calibration checks. • Central QA Validation: Internal compliance team
verifies conformance to ASTM and LEA standards
and ensures consistent formatting and integration
of subcontractor reports.
Achieveng’s eFieldData platform applies standardized
data-entry controls, reduces transcription errors,
supports photographs and electronic field records, and
provides a traceable documentation history. Reports
will identify, at minimum, the project and location,
service date and time, inspector or technician, applicable specification or test method, work observed, samples
obtained, test results, deficiencies, and corrective
actions taken or recommended.
In accordance with the RFP, Achieveng will:
• Notify the designated City representative verbally
immediately upon identifying a failed test, deficiency, or nonconforming condition;
• Submit field reports within 24 hours of inspection
or testing;
• Submit formal laboratory reports within five business days unless otherwise directed;
• Maintain an organized log of unresolved deficiencies, corrective actions, retesting, and final disposition
when requested;
• Attend project and coordination meetings as
requested by the City.
The inspector or technician will first communicate the
facts observed in the field without directing contractor means and methods. Project-specific questions involving plans, specifications, schedule, or coordination will be elevated to Josh. Technical or quality-system concerns will be elevated to the appropriate supervisor and Ali. Senior engineering leadership will be engaged when professional interpretation or executive-level resolution is required.
Scheduling, Responsiveness, and Safety
Achieveng’s dispatch structure is designed for changing construction schedules. Our dispatch process supports
the City’s anticipated same-day and next-day requests
through qualification-based assignment, backup staffing, and active schedule management; specific responsetime and after-hours commitments are provided in Section 5.6. For accelerated or concurrent assignments, we can reallocate personnel, deploy additional certified staff, and extend work hours without bypassing required quality-control procedures.
Before mobilization, assigned personnel will review
known hazards, required PPE, site-access procedures,
and applicable City or contractor safety requirements.
Field staff will conduct their work in accordance
with Achieveng’s safety program, applicable Cal/
OSHA requirements, and project-specific plans.
Unsafe conditions will be communicated promptly
to the appropriate site and City representatives. Any
death, serious injury, or substantial property-damage
incident associated with our services will be escalated immediately and reported to the City within the
contractual timeframe.
Each assignment remains open through report delivery,
deficiency/retest resolution, record reconciliation, and confirmation that required documentation has been
transmitted through the City’s designated electronic
method. Reports and supporting documentation will be
submitted electronically in the format and through the
method designated by the City for each assignment.

throughout the contract. These allocations represent
anticipated baseline workload distribution rather
than limits on availability. Achieveng will increase
management, QA/QC, engineering, or principal
involvement as necessary to support the number,
complexity, and urgency of City assignments.
Josh Fournier will serve as the City’s day-to-day
Project Manager and primary point of contact: Project
management, scheduling, task-order coordination,
staffing assignments, and City communication are
allocated approximately 10 percent of the contract
workload, equivalent to approximately 4 hours per week
based on a 40-hour workweek as a baseline. Josh’s
involvement will increase as needed to support active
work authorizations, schedule changes, urgent requests, and concurrent assignments.
Ali Tahmasbi Gilani will lead QA/QC oversight, including assignment control, report review, nonconformance

Achieveng - Statement of Qualifications I Page 14
Geographic Coverage and Concurrent Assignments
Richmond assignments will be supported through
Achieveng’s San Jose headquarters and laboratory and
by personnel already located throughout the East Bay.
Five Achieveng inspectors currently reside in the East
Bay: Abdul and Joel inWalnut Creek, Nawid in Concord,
and Eraj and Rahim in Fremont.This local field presence supplements our San Jose-based laboratory, QA/QC,
engineering, and dispatch resources and provides
Achieveng with multiple options for assigning qualified personnel based on certification, proximity, availability, and project-specific requirements.
For each assignment, Josh Fournier and dispatch will
select the appropriately qualified inspector or technician best positioned to meet the City’s schedule. East Bay
personnel may be supported by additional qualified
staff from San Jose and Achieveng’s other California
operations when specialty certifications, extended
shifts, peak workloads, or concurrent assignments
require additional depth.
Josh will coordinate staffing through Achieveng’s
eFieldData platform, which allows our team to reserve
personnel for placement windows, track assignment
requirements, monitor field activity, and maintain
visibility into report status. Our multi-office s tructure and cross-trained staff allow us to redistribute qualified personnel, extend shifts, and deploy designated backups when project schedules overlap.
Achieveng’s County of Santa Barbara On-Call QA and
Materials Testing contract demonstrates our ability to
manage the type of changing workload anticipated
by Richmond. Under the $848,000 multi-year on-call
contract, Achieveng has supported rapid mobilization,
emergency response, concurrent assignments, and
testing and inspection for pavement rehabilitation,
bridges, storm repairs, sidewalks, and other public
infrastructure.This experience demonstrates the staffing depth, dispatch coordination, and operational flexibility required to support multiple assignments without relying on a single inspector or project team.
For Richmond, Josh Fournier will apply the same
capacity-management approach by confirming qualified
personnel and laboratory availability before each
assignment, monitoring active workloads, and deploying
qualified backup staff when schedules overlap or project conditions change.
Availability, Scheduling, and Responsiveness
Achieveng’s normal work hours are 8:00 a.m. to 4:30
p.m., Monday through Friday. Achieveng requests a
minimum of two business days’ notice for routine
scheduling. Requests received with this notice will
receive priority staffing for the requested service date following confirmation of the assignment scope, location, required qualifications, and personnel availability. Josh Fournier and dispatch will promptly notify the City of
the assigned employee or, if the requested time cannot
be supported by an appropriately qualified individual,
coordinate the earliest available alternative with the City.
Requests received with less than two business days’
notice, including same-day and next-day requests, will be treated as priority requests and accommodated based
on the availability of appropriately qualified personnel.
Achieveng will use its East Bay field presence, San Jose resources, designated backup personnel, and broader
multi-office staffing depth to maximize its ability to meet these requests.
Achieveng can provide night, weekend, holiday, and
extended-shift coverage when scheduled and subject
to qualified staff availability.
Emergency Response and Escalation: Urgent requests
will be routed to Josh, with backup support from
dispatch, QA/QC, and senior management. Achieveng’s
emergency response procedure is to:
1. Acknowledge the request and confirm the location,
site contact, required service, and immediate
conditions;
2. Identify the closest available employee holding the
necessary qualifications;
3. Inform the City of the assigned employee and
anticipated arrival;
4. Provide management, QA/QC, or engineering
escalation as required; and
5. Document the response, observations, results, and
follow-up actions.

For this purpose, control shall mean fifty percent or more of the voting power or twenty-five percent or more of the assets of the corporation, partnership or joint-venture.
d. Only those persons and/or businesses whose names and resumés are attached to this Contract shall be used in the performance of this Contract.
