7. PROJECT TEAM & STAFFING
SOCOTEC
City of Richmond, On-Call Materials Testing & Special Inspection Services | P08SJO06-04150 | August 28, 2026 13 SOCOTEC utilizes best practices to meet construction schedules for projects with very tight timetables, enhance the efficiency and cost-effectiveness of our services, respond quickly and accurately to client’s needs and project issues, and provide the best possible level of quality. Specific best practices utilized by our firm for Quality Assurance services include the following:
› Maintaining open lines of communication between the City, Project Manager and the team in order to address any potential issues with the project before they become a problem. › Principal and Senior personnel are available to assist with any challenge that a junior team member may encounter during the performance of a project, which will be addressed immediately with possible resolution(s) presented to the client.
› Experienced dispatcher for clients to coordinate testing and inspection requests so that the appropriate/ qualified personnel can be assigned to perform the testing and/or inspection. › Field personnel are deployed to the field with Wi-Fi enabled laptop computers and Smartphones. › SOCOTEC can typically provide an immediate response time for projects in close proximity to our offices. › Contract needs for emergency projects are met by assigning appropriate resources (experienced personnel and equipment) as needed to meet specific project requirements. › SOCOTEC's ability to manage several concurrent assignments efficiently is reflected in its completely digital review process, in which reports are immediately uploaded to cloud-based services from the lab or field, allowing SOCOTEC Project Managers to open, review, and edit project documents in real time to ensure that the data presented is accurate and delivery timely
› SOCOTEC utilizes Deltek Vision to track projects in real-time and provide our clients with daily, weekly, and/or monthly progress reports, as required.
The methods presented above have proven to be very effective in avoiding delays to projects and/or schedules. We understand that surprises occur on construction projects that may result in last-minute requests for field inspection services.
Utilizing the above methods and our deep pool of Inspectors and Technicians, has enabled us to respond quickly to last minute requests. We generally request 24-hour notice for field services, but have provided our clients with field personnel on-site with as little as 2-hour notice on past projects An example of our ability to respond quickly to a last minute request is as follows:
We received a last minute request from a client for concrete sampling and testing for a critical concrete structure. The call came in at 8:00 AM and the concrete placement was scheduled for 10:00 the same day. We were able to find a Technician in the area with the appropriate certifications and equipment and redirect him to the project to sample the concrete. This quick response allowed for the Contractor to place the concrete with representative compressive strength samples taken. If we were not able to respond quickly, the concrete placement (including concrete pump and crew) would need to be canceled or the concrete placed would be subject to investigation and/or rejection.
SOCOTEC maintains a strong regional presence, with staff based out of our San Jose office within our primary Northern CA service area, ensuring rapid mobilization to project sites. Our team of more than 30 inspectors, technicians, and other qualified personnel, supported by an experienced dispatch process, allows us to promptly assign certified staff, even on tight or last-minute notice. Mr. Lothus M. Hennefer, PE, PMP, ACI, ICC, Project Manager, will serve as an emergency contact. His cell number is 669 343 6272. He is available 24 hours a day, 7 days a week, including holidays, to receive and respond to emergency notifications and coordinate immediate field responses throughout the duration of the project.
All key personnel, including field technicians and special inspectors, are available during standard business hours, with after-hours, weekend, holiday, and emergency coverage as needed. Resumes, certifications, and licenses for key project personnel are detailed on the following page.

ORIGINAL TEXT PROPOSED CHANGE
3. STANDARD OF CARE:
Contractor agrees to perform all services hereunder in a manner commensurate with the prevailing standards of
like professionals or service Contractors, as applicable, in the San Francisco Bay Area and agrees that all services shall be performed by qualified and experienced
personnel who are not employed by the City.
Contractor shall perform professional services consistent with the professional skill and care ordinarily provided by firms practicing in the same or similar locality under the same or similar circumstances. Services shall be
performed by qualified and experienced personnel who
are not employed by the City. Contractor makes no
express or implied warranty or guarantee concerning its professional services, and nothing in this Contract creates a fiduciary duty.
11. HOLD HARMLESS:
a. To the fullest extent permitted by law, Contractor
shall indemnify, defend (with counsel acceptable to the City) and hold harmless the City, its City Council, boards, commissions, officials, employees, agents and volunteers (“Indemnitees”) from and against any and all loss,
damages, liability, obligations, claims, suits, judgments, costs and expenses whatsoever, including attorney’s fees and costs of litigation (“Claims”), arising from or in any manner connected to Contractor’s performance of its
obligations under this Contract or failure to comply with any of its obligations under this Contract or out of the operations conducted by Contractor even if the City is
found to have been negligent. If the Claims filed against Indemnitees allege negligence, recklessness or willful
misconduct on the part of Contractor, Contractor shall
have no right of reimbursement against Indemnitees for
the costs of defense even if negligence, recklessness
or willful misconduct is not found on the part of
Contractor. Contractor shall not have any obligations to indemnify Indemnitees if the loss or damage is found to have resulted solely from the negligence or the willful misconduct of the City. The defense and indemnification obligations of this Contract are undertaken in addition to, and shall not in any way be limited by, the insurance obligations contained in this Contract
11. HOLD HARMLESS:
a. To the fullest extent permitted by law, Contractor
shall indemnify, defend, and hold harmless the City, its City Council, boards, commissions, officials, employees, agents, and volunteers (“Indemnitees”) from third-party claims for bodily injury, death, or damage to tangible
property, but only to the extent caused by the negligent acts or omissions, recklessness, or willful misconduct
of Contractor or its subconsultants in performing
this Contract. Contractor’s duty to defend under this
subsection applies only to the extent covered by
Contractor’s applicable commercial general liability
or automobile liability insurance. Contractor has no
obligation to indemnify or defend an Indemnitee to the
extent a claim is caused by that Indemnitee’s negligence or willful misconduct.
b. This indemnification obligation shall survive this
Contract and shall not be limited by any term of any
insurance policy required under this Contract; provided however, that if this Contract is for design professional services, this indemnity provision is limited to claims that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the design
professional (as defined in California Civil Code section 2782.8).
b. For claims arising out of professional services,
Contractor shall indemnify and hold harmless, but shall have no duty to defend, the Indemnitees only to the
extent caused by Contractor’s negligent acts, errors, or omissions, recklessness, or willful misconduct. Contractor shall reimburse reasonable defense costs only in
proportion to Contractor’s fault as established by final judgment or written agreement. This subsection shall be interpreted consistently with California Civil Code section 2782.8 and shall survive termination of this Contract.

9. TERMINATION:
a. Termination Without Default.
