ADDENDUM NUMBER 2
POINT POTRERO MARINE TERMINAL (PPMT) 2026 TERMINAL MAINTENANCE September 3, 2026
This addendum consists of twenty-seven (27) pages total, excluding attachments, amending the Request for Proposal. Where provisions of the following supplementary data differ from those of the original documents, this Addendum shall govern and take precedence.

THE PROPOSER SHALL ACKNOWLEDGE RECEIPT OF THIS ADDENDUM IN THEIR PROPOSAL.

RESPONSE TO QUESTIONS
The Engineer provides the following responses to Contractors’ questions.

1. The Contract Documents indicate a maximum dock live load of 550 PSF. Below is a hypothetical dock paving crew including a: 58,000 lb milling machine; 80,000 lb loaded dump truck; 45,000 lb asphalt paver; 18,000 lb skip loader; 8,000 lb roller; 20,000 lb vibratory roller; This equipment will impose concentrated and moving loads, and the vibratory roller will also impose dynamic loads. Please have the Port Engineer review the proposed equipment and confirm that it is acceptable for use on the dock under the stated 550 PSF limitation, including operation of the 20,000 lb roller in vibratory mode.

If the proposed operation is not acceptable to be used as a standard operating paving spread on the dock, then the Owner should be dictating the means and method of paving for this location due to specific restrictions.
a. It is not possible to determine the loads based upon the equipment weight listed above. We would require the actual proposed equipment. However, the Port notes that smaller milling machines are acceptable. Fully loaded trucks offloading to a paver will become an issue. The Contractor will need to reduce loads to meet the requirement. The use of rollers in vibration mode will not be allowed.

2. I’m requesting clarification of the required material and finish for the Building Ladder and Cage shown on Drawing G-2 (Riggers Loft Improvements), Bid Item 132, as the Drawings and Technical Provisions do not agree: Drawings, Sheet G-2, Note 2: "Provide and install full height ladder and safety cage. The unit shall be constructed of aluminum or fiber glass." No finish is specified.

Specifications, Technical Provisions TS-14 – Building Access: "Provide prefabricated fixed ladders fabricated from steel, unless another material is approved by the Engineer," with fabricated steel required to be hotdip galvanized per ASTM A123 (or an approved marine-grade coating system).

Please confirm which material (Aluminum, Fiberglass, or Steel) and which finish (None Specified or Hot-Dip Galvanized) govern for the Building Ladder and Cage.
a. The building ladder and safety cage may be either aluminum with a natural mill finish or fiberglassreinforced plastic (FRP) manufactured with an integral gray, UV-resistant finish. The ladder and cage must be suitable for exterior marine exposure.

3. What line width should bidding contractors assume for the painted line stripes in the parking lot? The plans and specifications do not appear to state a stripe width for the parking lot striping. Please confirm the width (e.g., 4-inch) so all bidders price the work consistently. a. Parking stripes shall be 4 inches wide.

4. Can the City confirm that all crack sealing required for this project will be paid under the crack seal bid item? We want to confirm that crack sealing is not considered incidental to the slurry seal or any other bid item, and that all crack seal quantities are measured and paid under the crack seal item. a. The Engineer has added a line item and quantity for crack sealing, see below.

5. Can the City confirm that all existing traffic markings to be replaced, both inside and outside the terminal, must be removed prior to slurry seal and/or restriping? Our review of the drawings indicates the existing markings are to be removed rather than covered or striped over. Please confirm so that all bidders include the removal of existing traffic markings in their pricing, and identify the bid item under which that removal is paid.
a. The Contractor shall remove existing thermoplastic and other raised or deteriorated pavement markings before slurry seal. Existing sound painted striping may remain unless the slurry seal vendor will not allow their presence.

6. For the utility work at the basins — "remove valve and cap line, install 2-inch copper extension with swing valve" — is the referenced detail intended to be Detail 1/U2 rather than 1/U1, and are these utilities accessible from above the dock, or is access from beneath the dock (requiring a marine contractor) required? The callout references Detail 1/U1, but we believe the correct reference is Detail 1/U2. That detail appears to show piping hung from the joists beneath the dock, though it is difficult to determine from the drawings. Similar "remove valve and cap line" utility work is shown at multiple basins. Please confirm for each location whether the existing valves and piping are exposed and reachable from the dock surface, or whether over-water/under-dock access is required. Additional detail or photographs of these locations would be appreciated.
a. The detail reference is correct. All are accessible from the area below the dock. As noted in the Plans and specifications, the Contractor is to remove the existing pipe, install a flange which allows for transition to a 2-inch copper pipe, and install a swing valve. Detail 1 on sheet U2 occurs at a specific location as indicated in the Plan.

7. Can the City provide additional details, instructions, and photographs of the purchased materials showing the fender repair work — specifically the locations of the 3/4-inch x 3/16-inch stainless steel studs and the actual City-furnished parts to be installed on the new dock fenders? Detail 1 on Sheet G4 does not indicate where the stainless steel studs are located on the fender. The portion of the detail shown in solid black, which depicts the threaded studs, does not appear to correspond to the fender itself, which is shown grayed out. Without this information, bidders cannot reasonably determine the scope or effort required. Photographs of the City-supplied fender components would allow bidders to price this work accurately.
a. As noted, the Port will provide the plastic fenders which are the yellow items shown on Sheet G4.

The Contractor is to provide a threaded stud and nut. The Contractor is to weld the stud to the existing metal fender and install the nut. There are six studs and nuts per large plastic fencer and two studs and nuts per small plastic fender.

8. The specifications prohibit sandblasting. Will the City accept vacuum-assisted steel shot blasting as an approved method of traffic marking removal? These units propel steel shot at the pavement inside a fully shrouded head fitted with perimeter sweeper bristles and a continuously running vacuum that recovers the steel shot as the work proceeds. The process is dry and contained — it is not open sandblasting.

Given the volume of striping to be removed within the contract time, bidders need more than one viable removal method available to meet the schedule. In addition, the pavement will require sweeping, vacuuming, and washing prior to slurry seal regardless of the removal method used.

If vacuum-assisted steel shot blasting is not acceptable, please identify which removal methods the City will approve.
a. The Contractor can remove striping using any means if it does not create excessive dust or the accumulation of debris.

9. For sections 136&137 Our main concern is the drawings and specs call for welding new stainless-steel studs to the existing carbon steel. This dissimilar metal connection will create an increased rate of corrosion, and anticipated failure of the stud connection could be within a year. We can provide a quote for carbon steel studs with a protective coating after installation. Would that work for this project? Thank you. a. The Contractor may use carbon steel studs for the project.

10. Would the City consider extending the Work hours to: 7AM – 5PM. We would like the option of getting some 10 Hour Days in if need be.
a. Yes.

11. After reviewing Sheets M-1 through M-3 and Specification TS-13, we need additional information to accurately price the electrical metering scope. Please also address the following questions: 1. Please provide existing panel schedules, one-line diagrams, and equipment information for SWG-9, Substation 9A, FP-DP, Panels B1 through B5, SWG-3A, SWG-4A, Panel 4HA, Panel A4, Building 1322 Panel HV, and the Building 23 switchboard and Panel D. 2. Please provide available equipment nameplate information, including manufacturer, model, voltage, phase, bus rating, breaker ratings, available spaces, and available short-circuit current. 3. Has the Port or design team selected, evaluated, or previously priced a metering manufacturer, system integrator, software platform, gateway, or communication system? If so, please provide the manufacturer, model numbers, pricing contacts, and prior proposal. 4. Is there a required basis-of-design manufacturer, or should bidders propose any open, nonproprietary system meeting TS-13? Please confirm whether the contractor must provide one metering-system integrator responsible for the electrical meters, water meters, communications, software, billing reports, utility reconciliation, commissioning, and training. 6. Sheets M-2 and M-3 identify several circuits with unknown destinations or tenant assignments. Please confirm whether the contractor must trace and identify these circuits during construction or whether the Port will provide verified circuit information before bidding. 7. Please confirm the exact Phase 1 electrical scope included in this contract. Also confirm whether Phase 2 water meters and the deferred Building 23 electrical meter are part of the base bid, an allowance, an alternate, or excluded until the required infrastructure and PG&E service are complete. 8. For EM-01, please provide information for the existing 800A current sensors and voltage wiring. Please confirm whether testing and reuse are required or whether bidders should include replacement. 9. For SC-05 at Building 1322 Panel HV, please provide the current panel schedule and confirm the number and ratings of all active branch circuits requiring monitoring. 10. For Building 23, please confirm the service voltage, phase, main switchboard configuration, active branch circuits, and PG&E energization status. 11. Please identify available Port LAN connection points and provide the Port’s requirements for Ethernet, wireless communications, cellular service, cloud hosting, cybersecurity, and software licensing. 12. Please provide outage restrictions, operating schedules, escort requirements, and any limits on opening energized electrical equipment during the walkthrough and construction.
a. In this addendum, the Port provides an allowance in the bid to support the work. This allowance provides the meters and communication equipment as well as provide a commissioning agent to support installation. Please see the revised Section TS-13.

All work that requires shutdowns can occur during normal working hours except for meter installation at the Processing Building which will need to occur between 5 PM and 7 AM.

12. Please confirm that in the order of work section, the “contractor to stage work to not impact more than 25% of the parking stalls with the tenant space.” This is very restrictive; can it be waived? a. The 25% limitation may be waived with the Engineer’s approval. Because the Port’s tenant can only reasonably forecast vehicle and operational needs approximately three weeks in advance, the Contractor shall submit a detailed slurry seal schedule identifying the actual week of work prior to mobilization. Based on that schedule and subject to coordination with the Engineer and the Port’s tenant, the Contractor may be permitted to occupy up to 50 percent of the parking facility at one time. The Contractor shall coordinate with the Engineer and Tenant regarding access to critical operational areas, including the truck loading area, main gate, Processing Building, and rail loading area.

1.09 COMMERCIAL DEVICE REGULATORY COMPLIANCE
Applicability Determination. Prior to installation of any metering device, the Engineer shall obtain from the Contra Costa County Sealer of Weights and Measures a written determination as to whether the metering devices furnished under this Section are commercial weighing and measuring devices subject to Division 5 of the California Business and Professions Code. The determination shall be issued to the Contractor and to the Agent. No party is required to act on an assumed answer.

Type Approval. Regardless of the determination under Applicability Determination, all electrical meters and water meters furnished under this Section shall carry a current type approval under the California Type Evaluation Program or the National Type Evaluation Program where such approval exists for the device class. Certificate numbers shall be submitted with product data. This is a procurement condition on the Agent and adds no field labor or testing obligation.

Device Registration. Where the determination under Applicability Determination establishes that registration applies, registration of the devices with the County Sealer, payment of annual registration fees, submission of devices for periodic laboratory testing, and maintenance of the resulting seals are the responsibility of the Port as owner and operator of the devices. These are recurring ownership obligations extending well beyond the term of this Contract and are not construction scope.

Placing Devices in Service. Where the determination under Applicability Determination establishes that placing devices in service must be performed by a Registered Service Agent employed by a registered Service Agency, the Prime Contractor shall engage a qualified Registered Service Agency for that purpose and shall coordinate its attendance with the Agent's commissioning activities.

Scope Limitation. Nothing in this Section requires the Agent to obtain or hold Service Agency or Service Agent registration, to acquire or maintain certified metrology standards, to perform statutory device testing, or to issue placed-in-service notices to the County Sealer. The Agent's obligations are limited to furnishing type-approved equipment, configuration and programming, installation oversight, functional commissioning, and documentation.

Sequencing. Where the determination under Applicability Determination establishes that devices must be sealed by the County Sealer before being placed in service, the Prime Contractor's schedule shall accommodate the resulting laboratory turnaround between delivery and installation. The Agent shall be given not less than [thirty(30)] days notice of the required delivery date so that pre-programming and bench testing may be completed beforehand.

Costs arising under this Article that are established only after the determination under Paragraph 1.09.A shall be addressed as a change in the Work.

1.10 WARRANTY
The Agent shall warrant all furnished equipment and the configuration and programming thereof for a period of [two (2)] years from Substantial Completion.

Head-end software and data hosting shall be provided for a period of [one (1)] year from Substantial Completion, with pricing for renewal terms stated in the Agent's proposal.

PART 2 — PRODUCTS

2.01 GENERAL
All equipment specified in this Part shall be furnished by the Agent, pre-programmed and configured, and shall arrive at the site with device addressing, communications parameters, current sensor ratios, and metering configuration already established.

Each device shall be labeled by the Agent prior to shipment with its permanent point designation and shall be shipped in packages organized by installation location.

2.02 ELECTRICAL METERS
Meters serving Revenue Metering Points shall meet or exceed ANSI C12.20 Class 0.5 for active energy, or IEC 62053- 22 Class 0.5, and shall be UL Listed or Recognized to UL 2808. Class 0.2 metering is not required. Class 0.5 is the accuracy class in general commercial use for tenant sub-billing and is not the limiting factor in overall system uncertainty at this facility.

Meters shall provide, at minimum: per-phase and total real, reactive, and apparent energy; demand with configurable interval; per-phase voltage, current, and power factor; and interval data logging with non-volatile storage sufficient for not less than [thirty (30)] days at [fifteen (15)] minute intervals.

Multi-channel meters shall provide independent, individually configurable current inputs with independent energy accumulation per channel. Channel count shall be as indicated on the Agent's shop drawings.

Meters shall support Modbus RTU and Modbus TCP, and shall permit configuration of current sensor ratio, potential transformer ratio, and system wiring configuration in the field without factory intervention.

2.03 CURRENT SENSORS – ACCURACY AND SELECTION
Current sensors serving Revenue Metering Points shall be rated IEC 61869-2 Class 0.5, or better. Class 0.5S is not required. The S class is defined by its performance at one percent (1%) of rated primary current; because sensors at this facility are sized to protective device rating under Article 2.03 and will frequently operate in the lower portion of their range regardless of class, specifying the S class would add cost without producing a corresponding improvement in billing accuracy.

The manufacturer shall state the percentage-of-rated range over which its declared accuracy applies. An accuracy figure stated without an operating range is not an enforceable requirement and shall not be accepted as evidence of compliance. No particular range is prescribed; the stated range is used to document the operating point at each metering point under Article 3.07.

Published manufacturer accuracy data is acceptable evidence of compliance. Manufacturer type-test reports, certificates of conformity, or independent laboratory data shall not be required.

Current sensors shall be sized against documented Peak Operating Load with margin sufficient to accommodate intermittent and transient loads without exceeding one hundred twenty percent (120%) of rated primary current.

Sensor selection shall prioritize headroom for intermittent loads over low-load resolution, on the basis that clipping of an over-range load produces systematic under-recording of energy and loss of demand peaks, whereas low-load operation produces bounded imprecision.

Circuit-level load data does not presently exist at this facility. Existing system metering is at the utility service level only, and no per-circuit consumption record is available for any tenant, basin, or building circuit. Accordingly, initial sensor selection shall default to the frame rating, trip setting, or rating plug of the protective device serving each circuit, and the resulting operating point shall be documented under Article 3.07 and reviewed under Article 3.04.

The Port acknowledges that sensors selected under Article 2.03 may operate below the lower bound of the manufacturer's stated accuracy range under Article 2.03 at circuits whose actual load proves substantially below the protective device rating, and that measurement uncertainty at such circuits will exceed the declared accuracy class until the sensor is resized. This condition shall be disclosed in the commissioning report.

Rogowski-type sensors shall not be used at Revenue Metering Points except where physical conditions preclude the installation of a solid-core or split-core sensor, and then only with the written concurrence of the Engineer. Where used, the resulting accuracy limitation shall be documented in the commissioning report and disclosed to the Port.

Sensors serving points used solely for operational monitoring, and not for tenant cost allocation, may be of a lower accuracy class as identified on the sensor schedule.

Split-core or hinged sensors shall be used where installation on energized conductors or in existing switchgear precludes conductor disconnection. Sensor physical dimensions shall be verified against available window and gutter space prior to procurement.

2.04 WATER METERING
Water Meters
Water metering under this Section is limited to the tenant consumption points identified on the Plans. The utility service meter serving the facility is not metered under this Section, and the fire protection service and its meter are excluded from this Section in their entirety. No connection, modification, or instrumentation of the fire protection service shall be performed.

Metered tenant consumption will not account for total facility water consumption. Reconciliation of allocated tenant consumption against the utility bill is outside the scope of this Section, and the system shall not be represented as providing a facility water balance.

All water meters shall be new. No existing meter shall be retrofitted or interfaced.

Water meters shall be furnished by the Agent, of a type and size selected for the flow range of each service and shall conform to the applicable AWWA C700 series standard for the meter type furnished.

Each meter shall be supplied with an integral or field-mounted pulse output. Pulse output shall be dry contact or open-collector solid state, isolated from the metering register, and rated for the pulse rate and duty required by Paragraph 2.04.C.4.

No historical flow data exists for any metered point at this facility. Meters shall therefore be line-sized as indicated on the Plans. At three inches (3") and larger, compound-type meters conforming to AWWA C702 shall be furnished, because a single-element meter at that size would under-register at low flow, and under-registration is not detectable from pulse data alone and is not recoverable after the fact. At two inches (2") and smaller, singleelement meters conforming to the applicable AWWA standard are acceptable, provided the published low-flow accuracy threshold is documented in the water meter schedule.

Pulse weight shall be configured to yield resolution sufficient for tenant billing and for trending at the system logging interval, while producing a pulse rate at peak flow within the input rating of the pulse counting device and consistent with the battery service life required by Article 2.04. Pulse weight for each meter shall be documented in the water meter schedule and shall not be changed after commissioning without written notice to the Port.

Meters shall be installed with unions, flanged connections, or meter setters permitting removal and replacement without cutting pipe. Where a meter is anticipated for possible downsizing under Article 3.04, the installation shall accommodate a spool piece or adapter of the length difference between meter sizes.

Meters installed in vaults, pits, or below-grade locations shall be rated for periodic submersion. Registers and pulse output devices in such locations shall be rated not less than IP68.

Compound Meters
Compound meters shall conform to AWWA C702 and shall provide separate low-flow and high-flow registers, each with an independent pulse output.

Each register shall be wired to a discrete pulse input. Two pulse inputs shall be provided at each compound meter location. Pulse counting nodes shall be selected with sufficient input capacity, or additional nodes provided.

Pulse weight shall be configured independently for each register, at a resolution appropriate to the flow range that register serves. The low-flow and high-flow pulse weights shall not be assumed equal and shall be separately documented in the water meter schedule.

Total consumption at a compound meter shall be the arithmetic sum of the volumes derived from both registers, computed at the head-end as a virtual meter. The Agent shall confirm with the meter manufacturer whether the two registers accumulate exclusively or may overlap during crossover, and shall configure the summation accordingly so that no volume is double-counted or omitted at the crossover point.

Where the meter provides an integral totalizing register in addition to the individual element registers, that totalizer shall be used as the reference for the verification required by Art.

Crossover flow rate and the accuracy characteristics of the meter across the crossover range shall be documented in the water meter schedule and disclosed in the commissioning report.

Pulse Acquisition and Reporting
Pulse outputs shall be wired to wireless pulse counting nodes furnished by the Agent, compatible with the field wireless network specified in Article 2.05. Nodes shall accumulate pulse counts locally in non-volatile memory and shall report accumulated counts as Modbus holding registers to the data gateway.

Pulse accumulation shall be non-volatile and shall survive loss of radio communication, node reset, and battery replacement. Counts accumulated during a communications outage shall be reported upon restoration of communications without loss.

Register rollover shall be handled at the gateway or head-end such that no consumption is lost or double-counted at the rollover boundary. The rollover value and the handling method shall be documented in the commissioning report.

Battery-powered nodes shall provide service life of not less than [five (5)] years at the configured reporting interval and expected pulse rate. Battery status shall be reported to the head-end and shall generate an alarm at low battery.

Node enclosures at vault, pit, and exterior locations shall be rated not less than IP67. Where a node is installed within a vault, antenna placement shall be evaluated during commissioning and an external antenna provided where link margin is inadequate.

Pulse input wiring shall be shielded, shall not share raceway with power conductors, and shall be limited in length in accordance with the node manufacturer's published requirements. Contact debounce shall be configured to reject spurious counts without suppressing valid pulses at peak flow.

Attribution and Trending
The head-end shall convert accumulated pulse counts to engineering units using the documented pulse weight for each meter, and shall present consumption as both interval and cumulative volume.

Water metering points shall be assignable to tenants and combinable into virtual meters on the same basis as electrical metering points.

2.05 WIRELESS FIELD COMMUNICATIONS
Field communications shall use a 900 MHz frequency-hopping spread spectrum wireless network operating under FCC Part 15.247, requiring no site license.

Network topology, node placement, repeater locations, and antenna selection shall be as established by the pre-bid site survey and shown on the Agent's shop drawings. Link margin shall be verified at each node during commissioning.

Directional antennas shall be provided at backbone link endpoints. Omnidirectional antennas shall be provided at aggregation points. All exterior antenna installations shall include surge suppression and grounding in accordance with the Electrical Subcontractor's scope.

FIELD LOCATION AND INSTALLATION ALLOWANCES
Locations of radio nodes, repeaters, antennas, antenna supports, associated enclosures, and other wireless communications infrastructure shown on the Contract Documents are approximate and are intended to establish the general system configuration and basis of bid. Final locations shall be determined in the field by the Metering System Commissioning Agent in coordination with the Contractor and Engineer.

Final equipment locations shall be selected based on field conditions, accessibility, available mounting locations, wireless signal strength, required link margin, interference, equipment clearances, availability of control power, and the requirements of the approved communications topology.

Communications infrastructure may be installed within or on buildings, on exterior building walls, roofs, existing utility poles, light poles, within electrical rooms, or at other suitable locations within the Project limits. Final locations shall be subject to approval by the Port and shall not interfere with existing operations, equipment, access, or required clearances.

Contractor shall include in the Contract Price all labor, materials, equipment, and incidentals necessary to install the communications infrastructure at the final field-determined locations, including, but not limited to, mounting brackets and supports, weatherproof enclosures, raceway, conductors, control power, grounding, surge protection, penetrations, sealing, fasteners, identification, and access equipment.

For bidding purposes, Contractor shall assume installation of the seven (7) radio infrastructure nodes identified in the Contract Documents and equipment schedules. Contractor shall assume that up to four (4) of the seven (7) radio infrastructure nodes may require exterior or elevated installation on existing buildings, poles, or structures at mounting heights up to 25 feet above adjacent grade or finished floor.

Contractor shall include all ladders, scaffolding, personnel lifts, or other access equipment required for the Work.

For bidding purposes, Contractor shall include a minimum of two (2) working days of personnel lift use for installation, adjustment, testing, and relocation of communications infrastructure. Such allowance is in addition to ordinary hand-access equipment required to perform the Work.

Contractor shall assume that each radio infrastructure node may be located or relocated within a 100-foot radius of its approximate location shown on the Contract Documents, including relocation to an adjacent building, wall, roof, pole, or other suitable existing structure. Such location or relocation within the specified radius shall be included in the Contract Price and shall not, by itself, constitute a change in the Work.

In addition to labor required for the initial installation of the communications infrastructure, Contractor shall include a minimum allowance of forty (40) Electrical Subcontractor labor-hours for field coordination, investigation, adjustment, and relocation of communications infrastructure as directed by the Metering System Commissioning Agent during installation and commissioning. The allowance shall not be used for labor associated with the initial installation required by the Contract Documents.

Contractor shall coordinate proposed equipment locations with the Metering System Commissioning Agent prior to permanent installation. Where practical, temporary positioning and communications testing shall be performed prior to permanent mounting, installation of permanent raceway, or penetration of existing structures.

Where equipment is mounted to existing buildings, poles, or structures, Contractor shall field verify the suitability of the proposed mounting location and provide mounting hardware and supports appropriate for the existing construction and environmental exposure. Contractor shall not drill, cut, weld to, penetrate, or otherwise modify structural members without prior approval of the Engineer.

Following installation, the Metering System Commissioning Agent shall verify communications performance and required link margin. Contractor shall make adjustments or relocations required to achieve the specified communications performance within the bidding allowances specified herein.

Work exceeding the specified bidding allowances, including relocation of an individual radio infrastructure node more than 100 feet from its approximate Contract Document location, mounting at elevations greater than 25 feet, utilization of more than forty (40) Electrical Subcontractor labor-hours specifically authorized for field adjustment and relocation, or more than two (2) working days of personnel lift use specifically authorized for such adjustment and relocation, shall be performed only when authorized in accordance with the Contract provisions governing changes in the Work.

PART 3 — EXECUTION

3.01 COORDINATION
The Contractor shall include the Agent in coordination meetings addressing electrical rough-in, switchgear access, terminal operations scheduling, and de-energization windows.

The Agent shall conduct a pre-installation conference with the Electrical Subcontractor prior to the start of installation, reviewing sensor placement, orientation, phase association, and labeling conventions.

Terminal operations shall not be interrupted. Work requiring de-energization shall be scheduled through the Port's operations representative with not less than [fourteen (14)] days notice.

3.02 INSTALLATION
The Contractor shall install all equipment furnished by the Agent in accordance with the Agent's shop drawings and the manufacturer's published instructions.

Current sensors shall be installed with the polarity marking oriented toward the load and on the phase indicated on the sensor schedule. Sensor leads shall be routed and labeled such that phase association is traceable without disassembly.

Metering potential connections shall be fused in accordance with the Agent's shop drawings. Control power shall be derived as indicated and shall not be taken from a circuit being metered unless so shown.

Water meters shall be installed in the orientation and flow direction indicated by the manufacturer, with upstream and downstream straight pipe runs not less than the manufacturer's published minimum. Strainers, isolation valves, and test tees shall be provided as indicated. Meters shall not be installed in a location subject to freezing without thermal protection.

Piping shall be flushed prior to meter installation. Meters shall not be used to flush debris from new or modified piping.

Sensor secondary circuits shall not be left open on an energized primary. Shorting provisions shall be used as indicated for any sensor with a current-output secondary.

3.03 AGENT OVERSIGHT
The Agent shall provide on-site oversight during installation at intervals sufficient to verify conformance, including at minimum an initial visit at the start of installation at each switchgear location and a verification visit upon completion of installation at each location.

The Agent shall have the authority to direct correction of installation nonconformance affecting metering accuracy or system function. Such direction shall be issued in writing to the Prime Contractor.

The Agent shall not perform corrections directly. All corrective work shall be performed by the Electrical Subcontractor.

3.04 DEFERRED SIZING REVIEW AND DEVICE REPLACEMENT
Trending
From Substantial Completion the metering system logs interval data continuously at every electrical and water metering point. No temporary or supplemental logging is required for the purposes of this Article; the installed system is the instrument of record.

Interval data shall be retained in full resolution for not less than the period between Substantial Completion and completion of the Sizing Review, and shall not be summarized, decimated, or purged during that period.

Sizing Review
Not earlier than [six (6)] months and not later than [twelve (12)] months following Substantial Completion, the Agent shall perform a Sizing Review analyzing accumulated interval data at every metering point.

For each electrical metering point the Review shall determine: minimum, average and peak recorded current; the percentage of rated primary current represented by each; and the frequency, magnitude and duration of intermittent excursions.

For each water metering point the Review shall determine: minimum, average and peak recorded flow rate; the relationship of each to the meter's published low-flow threshold and normal test flow range; and, where determinable from the data, the proportion of operating hours spent below the low-flow threshold.

The Review shall be issued as a written report identifying each point recommended for device replacement, each point recommended for retention, and the basis for each recommendation.

Replacement Criteria
Electrical: a current sensor shall be recommended for replacement where a sensor of lower rated primary current would place the recorded operating load within the manufacturer's stated accuracy range without risk of over-range operation at the recorded peak, with margin for intermittent loads.

Water: a meter shall be recommended for replacement where a smaller meter would place the recorded operating flow within its normal test flow range, and where the recorded peak flow remains within the smaller meter's maximum continuous flow rating.

A water meter shall NOT be recommended for downsizing where the service must retain capacity to deliver a peak flow exceeding the smaller meter's maximum continuous rating. Sustained over-range operation of a displacement meter causes accelerated wear of the measuring chamber, increased pressure loss, and premature failure, and is a worse outcome than under-registration at low flow.

Compound meters are not ordinarily candidates for downsizing, as compound construction already extends the accuracy range across low and high flow. Downsizing a compound meter shall be recommended only where the recorded flow profile does not justify compound construction at all.

No recommendation shall reduce a meter below the smallest size available for the service connection, nor below the size required by any applicable plumbing code or fire-flow requirement.

Assumed Replacement Quantities for Bidding
ELECTRICAL: For bidding purposes, it shall be assumed that fifty percent (50%) of the installed current sensors will require replacement as a result of the Sizing Review.

WATER: For bidding purposes it shall be assumed that fifty percent (50%) of the installed water meters will require replacement with a smaller meter as a result of the Sizing Review.

These quantities are an assumed basis for bidding and are not an estimate of actual conditions. Actual replacement quantities shall be established by the Sizing Review. Variance between the assumed and actual quantities shall be reconciled using the unit prices stated under Article 1.04, as a credit to the Port where fewer devices are replaced and as an addition where more are replaced.

Second Mobilization
The Prime Contractor shall include in its price a second mobilization, occurring after the Sizing Review, for the purpose of device replacement. This mobilization is part of the Work and is not a change order.

The Electrical Subcontractor's price shall include, for the assumed quantity under Article 3.04: coordination and scheduling of de-energization windows at an operating terminal; removal and replacement of current sensors; retermination and re-labelling of sensor leads; and attendance in support of the Agent's re-verification.

The Plumbing Subcontractor's price shall include, for the assumed quantity under Article 3.04: isolation and dewatering of the affected service; removal and replacement of meters; provision of spool pieces or adapters to accommodate the difference in lay length between meter sizes; re-pressurization and leak check; disinfection and flushing where required by the water purveyor; and attendance in support of the Agent's re-verification.

Terminal operations shall not be interrupted. Shutdown and service interruption windows shall be scheduled through the Port's operations representative with not less than [fourteen (14)] days notice, as required by Article

3.01. The Agent's scope during the second mobilization is limited to directing device selection and placement, reconfiguration of meter parameters, re-verification under Article 3.06, and documentation under Article 3.07. The Agent shall not perform installation, wiring, terminations, or piping work.

Where the determination under Article 1.09 establishes that the devices are commercial devices subject to sealing, device replacement or alteration of a sealed configuration parameter shall be performed with the involvement of a Registered Service Agent, and the affected devices shall be re-sealed and re-registered as required. The Prime Contractor's second mobilization price shall include that attendance. This obligation does not fall to the Agent, per Article 1.09.

Documentation
Replaced devices shall be re-verified in accordance with Article 3.06 and documented in accordance with Article

3.07. The Sensor Operating Record and the water metering record shall be reissued for every affected point, showing the original device, the replacement device, and the recorded data on which the change was based.

Devices removed from service shall be tagged with the point designation and date of removal and turned over to the Port or disposed of at the Port's direction.

3.05 COMMISSIONING
The Agent shall commission the complete system, including at each metering point: verification of current sensor ratio configuration against the installed sensor; verification of sensor polarity and phase association; verification of potential connections and phase rotation; confirmation of communications and link margin; and confirmation of data arrival, timestamp accuracy, and point naming at the head-end.

Phase association shall be verified by a method that positively confirms the correspondence of each current input to its corresponding voltage input under load. Verification by inspection of wiring alone is not acceptable.

The Agent shall verify end-to-end data integrity by comparison of head-end interval data against meter-local registers over a period of not less than [seventy-two (72)] hours.

At each water metering point the Agent shall verify: correct pulse weight configuration against the meter nameplate or register; correct pulse polarity and debounce settings; accumulation and reporting of counts at the head-end; and correct conversion to engineering units. Verification shall include confirmation that counts accumulated during an induced communications outage are recovered without loss.

The Agent shall extract from the verification period described in Article 3.05 the minimum, average, and peak recorded current at each metering point, and shall record those values as the commissioning baseline required by Article 3.07. This baseline is a limited sample and is not a substitute for the Sensor Sizing Review required by Article

3.04. 3.06 ACCURACY VERIFICATION
Meters shall arrive with factory calibration or factory test certification traceable to NIST. Certificates shall be submitted under Article 1.07. Field recalibration of meters is not required and shall not be performed.

Field verification under this Section confirms correctness of installation and configuration, not instrument accuracy.

Provision of a load bank, artificial fixed load, resistive test load, portable reference standard, or temporarily installed reference meter is NOT required by this Section, and no de-energization is required for the purpose of accuracy verification.

At each electrical metering point the Agent shall confirm: that the current sensor ratio configured in the meter matches the sensor physically installed; that sensor polarity and phase association are correct; that potential connections and phase rotation are correct; and that reported values are dimensionally plausible and internally consistent, including agreement among per-phase current, voltage, power factor, and calculated power.

Where a metering point is energized and carrying load at the time of verification, the Agent shall compare metered per-phase current against a clamp-on measurement of the same conductor. Agreement within [ten percent (10%)] confirms correct sensor ratio and orientation. This is a configuration check, not an accuracy determination, and no instrument of stated accuracy class is required for it.

Where a metering point carries no load or negligible load at the time of verification, the check required by Article

3.06 shall be deferred to the next site visit or satisfied by review of accumulated interval data once load appears.

Absence of load at the time of verification shall not delay acceptance.

Water metering shall be verified by comparison of head-end accumulated volume against the meter's own register over a period of not less than [seven (7)] days of normal operation. Agreement within [one percent (1%)] shall constitute acceptance. Disagreement indicates a pulse weight, debounce, or count recovery error and shall be resolved rather than reconciled by adjustment factor. At compound meters each register shall be compared individually in addition to the summed total. No flow standard, test bench, or calibrated flow reference is required.

Water meters shall arrive with factory test certificates. Field testing of water meter accuracy against a calibrated flow standard is not required by this Section.

3.07 DOCUMENTATION
The Agent shall furnish a commissioning report containing: the as-commissioned sensor schedule; pre-shipment configuration records; per-point verification results; wireless link margin results; identification and resolution of all deficiencies; and factory calibration certificates.

The Agent shall furnish record drawings reflecting as-installed conditions, incorporating the Electrical Subcontractor's field markups for raceway and conductor routing.

The Agent shall furnish an operations and maintenance manual covering system architecture, device inventory with locations and addresses, configuration parameters, head-end operation, tenant billing report generation, routine maintenance, and troubleshooting.

The commissioning report shall include, for every metering point, a Sensor Operating Record stating: circuit designation; protective device frame rating, trip setting, and rating plug; installed sensor model and rated primary current; the basis on which the sensor was selected; minimum, average, and peak current recorded during the verification period; the percentage of rated primary current represented by each; and an explicit statement whether the recorded load falls within, or below, the manufacturer stated accuracy range for the installed sensor.

Metering points at which recorded load falls below the manufacturer stated accuracy range shall be listed together in a single schedule within the commissioning report, identified as candidates for the Sensor Sizing Review required by Article 3.04, and transmitted to the Port as a distinct deliverable.

The commissioning report shall include, for every water metering point: service designation; line size; meter type, size, and model; configured pulse weight for each register; crossover flow rate where applicable; observed flow range during the verification period; and the result of the register comparison required by Article 3.06.

3.08 TRAINING
The Agent shall provide not less than [eight (8)] hours of on-site training to Port personnel covering system operation, head-end navigation, report generation, tenant billing workflow, alarm response, and first-level troubleshooting.

Training shall be recorded and the recording furnished to the Port.

3.09 ACCEPTANCE
Substantial Completion of the Work of this Section requires: all metering points reporting to the head-end; all deficiencies corrected and re-verified; the commissioning report accepted by the Engineer; record documents and O&M manuals submitted; training completed; and the sensor allowance reconciled.

The Port may withhold acceptance of any metering point at which accuracy cannot be substantiated under Article

Contractor understands and agrees that the City may choose with whom it will maintain business relations and may refrain from contracting with any person or entity that provides Data Broker or Extreme Vetting services to the U.S. Immigration and Customs Enforcement Division of the United States Department of Homeland Security (“ICE”). Contractor understands the meaning of the following terms used in the SCCO:
a. "Data Broker” means either of the following:

ii. The aggregation of data that was collected for another purpose from that for which it is ultimately used.
b. “Extreme Vetting” means data mining, threat modeling, predictive risk analysis, or other similar services."
Contractor understands that it is not eligible to receive or retain a City contract if at the time the Contract is executed, or at any time during the term of the Contract, it provides Data Broker or Extreme Vetting services to ICE.

Contractor further understands and agrees that Contractor's failure to comply with the SCCO shall constitute a material default of the Contract and the City Manager may terminate the Contract and bar Contractor from bidding on future contracts with the City for five (5) years from the effective date of the contract termination.

By executing this statement, Contractor certifies that it complies with the requirements of the SCCO and that if at any time during the term of the Contract it ceases to comply, Contractor will promptly notify the City Manager in writing. Any person or entity who knowingly or willingly supplies false information in violation of the SCCO shall be guilty of a misdemeanor and subject to a $1,000 fine.

Based on the foregoing, the undersigned declares under penalty of perjury under the laws of the State of California that the foregoing is true and correct.
