DISCUSSION:

The City of Richmond Public Works Department is responsible for the maintenance and improvement of City parks and recreational facilities. The two existing tennis courts at Nicholl Park, located at 3230 Macdonald Avenue, have experienced surface deterioration, cracking, and uneven areas requiring rehabilitation.

The Nicholl Park Tennis Courts Renovation Project will rehabilitate the two existing courts and includes court preparation, crack repair, pond leveling, resurfacing using blue and green court surfacing materials, restriping, and other miscellaneous improvements identified in the project plans and specifications.

Competitive Solicitation
The City advertised the Nicholl Park Tennis Courts Renovation Project for competitive bidding on March 25, 2026, through the City's electronic procurement system (Attachment 1). A total of 299 vendors were notified of the solicitation, providing broad competitive outreach for the project (Attachment 2).

A mandatory pre-bid meeting was held on April 7, 2026, and the deadline for bidder questions was April 13, 2026. Bids closed on April 23, 2026, at 5:00 p.m.

The City received one bid:

Bidder Base Bid
First Serve Productions, Inc. $37,300
First Serve Productions, Inc.'s bid includes court preparation, crack repair, pond leveling, blue and green court surfacing, and white court striping for a total base bid of $37,300.

City staff reviewed the bid and determined First Serve Productions, Inc. to be the lowest responsive and responsible bidder. The contractor submitted the required bid documents and acknowledged Addendum No. 1.

Construction Contingency
Because this project involves rehabilitation of existing tennis court surfaces, the full extent of subsurface and surface conditions may not be apparent until construction begins and the existing courts are prepared for resurfacing. Additional cracking, leveling requirements, surface deterioration, or other unforeseen conditions may be identified once preparation work is underway.

To provide sufficient authorization to address these conditions without delaying construction, City staff recommend establishing a 25 percent construction contingency

in the amount of $9,325. The contingency is calculated based on the $37,300 base construction contract and results in a total authorized project construction amount notto-exceed $46,625.

The contingency is not an automatic increase in the contractor's compensation and will only be utilized if necessary for unforeseen conditions or additional work directly related to successful completion of the project.

Completion of the project will restore the playing surfaces of the two tennis courts, address existing cracking and uneven areas, and provide new surfacing and striping consistent with the City's project specifications. The improvements require new blue and green surfacing to match the existing dimensions and layout, new striping, and restoration of existing nets, posts, fencing, and other items outside the new work to their pre-construction condition.

City staff recommend that the City Council adopt the resolution to approve a contract with First Serve Productions, Inc. in the base amount of $37,300, authorize a 25 percent construction contingency of $9,325, and establish a total authorized amount not-toexceed $46,625 (Attachments 3 and 4).
