3. Equipment inventory and availability
Herc can guarantee equipment availability after acceptance of a PO. If equipment is not available locally at the time of the request, Herc can bring in equipment from a neighboring market or branch through fleet pooling. Neighboring branches or regions can view inventories and existing reservations improving equipment forecasting and equipment availability.
4. Local support and service capabilities
Herc Rentals has 612 locations in the United States. All Herc locations have full services capabilities, including mechanics and technicians providing maintenance or repair on equipment.
Each of our branches can readily draw upon the nationwide fleet pool to satisfy the City of Richmond needs in the event of an emergency or change in scope. Neighboring branches can view inventories and existing reservations, improving equipment forecasting and equipment availability. branch, market to market, or anywhere across the US to support the City of Richmond projects. Herc is a 24/7 operations provider, and as incremental scope levels increase for critical projects, Herc will embed additional resources to ensure equipment flow remains best in class.
5. Routine delivery and response plan
Herc Rentals operates one of the largest equipment delivery and service fleets in North America, ensuring safe, reliable, and on-time delivery. Our dedicated transportation fleet can meet a wide range of equipment delivery needs, and customers can track deliveries in real time from dispatch to job site arrival.
For equipment that becomes inoperable, Herc Rentals typically responds within a few hours.
A representative will promptly contact the City of Richmond, assess the issue, and coordinate the appropriate service response. We maintain 24/7 support resources and understand that minimizing downtime is critical to operations.
If equipment cannot be repaired within a reasonable timeframe, Herc Rentals will provide a replacement unit of equal or greater capacity to help keep work on schedule. Emergency response is available regardless of the rental duration.

All Herc Rentals locations are available 24 hours a day, seven days a week. When an express, rush, or emergency delivery is required, Herc Rentals staff is ready to respond and all resources will be utilized to fill the City of Richmond’s needs. In an emergency situation, initial phone call will be responded to and Herc Rentals’ capabilities communicated. If Herc Rentals cannot accommodate the delivery time requested, Herc Rentals will notify the City of Richmond so that the project team can plan accordingly. Equipment will be provided immediately or within 24 hours, depending on the type and quantity of equipment. If equipment is not available at the time of rental, Herc Rentals will pool through its fleet inventory and see if one of its neighboring branches has the specific piece of equipment available. Equipment can be provided through a 3rd party supplier if necessary. The City of Richmond authorization is needed prior to a re-rental.
Herc Rentals is experienced in servicing customers whose environment is extremely time critical, and we are prepared to employ every resource available to us to support the City of Richmond.
8. Exceptions to the RFP or contract
Herc proposes limited revisions Section 11. Hold Harmless of the contract. Herc accepts the overall intent of the provision but requests the attached redlined changes to clarify responsibilities and better reflect industry-standard risk allocation. All remaining language in the section is accepted as written.
