On November 18, 2025, the Board of Commissioners of the Richmond Housing Authority (RHA) approved a two-year contract with Bay Hawk, Inc. for pavement, curbing, sidewalk, and walkway restoration services at Nystrom Village and the Hacienda Excess Lot, in an amount not to exceed $275,200 (Attachments 1 and 2). The original contract scope was based on an estimated 7,200 square feet of sidewalk and walkway replacement, eight (8) curb ramp replacements, and 80 linear feet of sidewalk grinding.
A more detailed field survey of the sidewalks and walkways at Nystrom Village was created once work commenced. Significant slope corrections were required to bring the walking surfaces into compliance with accessibility standards, which increased the total quantity of sidewalk and walkway requiring replacement from the original estimate of 7,200 square feet to approximately 18,638 square feet for sidewalks and an increase from 695 square feet to 1970 square feet for walkways (Attachment 3).
Bay Hawk, Inc. has submitted the following cost estimate for the additional scope of work:
Item Quantity Cost per Unit Subtotal
Additional sidewalk & walkway
replacement
11,438 sq. ft. $28/sq. ft. $320,264
Interior walkway replacement 1,215 sq. ft. $33/sq. ft. $40,095 Total Contract Increase $360,359
Therefore, City staff is requesting that the Board of Commissioners adopt a resolution to approve amendment no. 1 to the contract with Bay Hawk, Inc., increasing the not-toexceed contract amount by $360,359, from $275,200 to $635,559, with no change to the original contract term.
