FINANCIAL IMPACT: The proposed $100,000 increase to the contract payment limit is included within the approved Fiscal Year 2026– 2027 Richmond Housing Authority budget and will be

PREVIOUS COUNCIL
ACTION:

April 1, 2025

STATEMENT OF THE
ISSUE:

Since the contract was executed, the need for residential electrician services at Nystrom Village has grown beyond initial expectations. Many of the property's electrical systems are reaching the end of their useful life, requiring electrical panel replacements, rewiring work, and other residential electrician services in addition to routine unit turnover activities and work order requests. Richmond
Housing Authority is requesting an increase to the
contract payment limit to ensure Net Electric can
continue to provide these services without interruption.

RECOMMENDED ACTION: ADOPT a resolution to APPROVE the second contract amendment with Net Electric for on-call residential
electrician services, increasing the payment limit by
$100,000 to a total payment limit of $200,000, with a term ending April 1, 2030, and AUTHORIZE the Executive
Director or their designee to execute the contract –

DISCUSSION:

On April 1, 2025, the Richmond Housing Authority (RHA) Board of Commissioners approved a contract with Net Electric for on-call residential electric services at Nystrom Village, in an amount not to exceed $60,000 for a three-year term, with the option to extend for up to two additional years at $20,000 per year, for a total not-to-exceed amount of $100,000 and a maximum contract term through April 1, 2030 (Attachments 1 and 2). RHA has since executed Amendment No. 1, exercising the option to extend the contract term through April 1, 2030, at the full not-to-exceed amount of $100,000 (Attachment 3).

Since the contract was executed, the need for residential electrician services at Nystrom Village has grown beyond initial expectations. Many of the property's electrical systems are reaching the end of their useful life, requiring electrical panel replacements, rewiring work, and other residential electrician services in addition to the unit turnover activities and work order requests originally anticipated. This increased scope of activity has accelerated the pace of spending against the original contract cap.

The scope of work under the contract remains unchanged. This amendment increases the total not-to-exceed amount of the contract by $100,000, from $100,000 to $200,000, and to allow Net Electric to continue providing residential electrician services in support of unit turnover activities, panel replacements, rewiring, and other work orders at Nystrom Village (Attachment 4).
