The Corporate Yard Electric Vehicle (EV) Charging Station and Photovoltaic Improvements, was solicited on May 6
th, and May 16th, 2022. Bids were received on May 25th, 2022 and were opened at the Finance Counter by City staff in the presence of Contractor Representatives. After the presentation an apparent low bidder, Crosstown Electric, was announced with the caveat that bids were subject to review by the City’s selected Engineering Firm, Willdan Engineering, and the Engineer in Responsible Charge of the project, Mr. Mike Bustos.
After Mr. Bustos’ reviewed, and the additional cost was discussed and attributed to Supply and CPI changes it was recommended that the Contract be awarded to the Lowest responsible bidder, Crosstown Electric. Staff reviewed the Additive Bid Alternate 1 for additional pull boxes and believes the installation of said boxes is prudent with this contract.
Thus, staff does recommend pursuing the Additive Bid Alternative 1.
After careful thought, rigorously analysis, and the time, money and effort that has been extinguished on this project, staff concluded that awarding the Contract to Crosstown Electric who is a Responsible Contractor, capable of completing the project as presented is in the best interest of the public. In seeing the increased cost for the engineer’s estimates prepared some 2 years ago, staff feels the time to construct is now. Any additional time, money and effort added to this project to rebid and/or redesign we feel will not yield a substantial decrease in price.
In light of the higher cost, staff reached out to people knowledgeable in the industry and located another grant funding opportunity for EV chargers of this nature, to which we have applied and could receive up to $28,000.00.
Staff recommends the contract be awarded for the base bid and Alternative 1 as presented to the lowest responsible and responsive bidder. Said recommendation is to award the construction contract to Crosstown Electric.
Together with the award of the Contract staff is requesting an additional ten (10%) percent ($79,066.50) for Construction Contingencies crucial to the successful completion of the project from the funding sources previously mentioned. The majority of this funding is from Grants, and some have an expiration of next summer. Said funds will be treated as not to exceed without future authorization from Council. These funds will be utilized for unforeseen Ridgecrest City Council

work that may arise during the construction process which was unforeseen at the time of bidding. One such known issue is that the inverter specified for the photovoltaic system is no longer being manufactured which is consistent with the 3 years or more this project has already occupied and the rapid rate in which photovoltaic technology has advanced. Staff feels it is in the best interest of the City and its public to not delay the project further, as we have numerous electric vehicles (from grant funding) to be purchased per FY23’s budget.
Without working Charging Station the fleet runs the risk of being grounded.
The total Funding recommended for the project shall be One Million Thirty-five Thousand Seven Hundred and Sixty Dollars and Sixteen Cents ($1,035,760.16), inclusive of all previously allocated and spent funds.
If Council approves, a purchase order will be issued Crosstown Electric for the total contract amount of $869,731.50 ($790,665.00 + $79,066.50) inclusive of: the base bid price, additive alternate 1, and contingency.
FISCAL IMPACT:
See Chart and notes above
ACTION REQUESTED:
1. Accept the Additive Bid Alternate 1 for additional pull boxes in the amount of $7,400.00.
2. Allocates the appropriate funds from the previously mentioned funding sources, including the 10% contingency for a maximum total of up to $869,731.50.
3. Authorizes the award of a Construction Contract to Crosstown Electric, to Construct the Corporate Yard Electric Vehicle (EV) Charging Station and Photovoltaic Improvements, in the Amount of Seven Hundred and Ninety Thousand Six Hundred and Sixty-five Dollars and no cents ($786,965.00).
4. Authorizes the Finance Director to amend the budget to reflect all appropriate capital, revenue and transfer accounts and create a purchase order for Crosstown Electric in the amount of $869,731.50.

SUBJECT: A Resolution To Approve The Professional Service Agreement With Willdan Engineering For An Amount Not To Exceed $146,880.40 For Preliminary/Construction Engineering Services For The City Franklin Ave. Sub-Standard Street Construction Project; And Authorize The City Manager To Sign The Agreement
PRESENTED BY: Travis Reed, Public Works Director
SUMMARY:
The City of Ridgecrest has undertaken an aggressive streets improvement program for fiscal year 2022 and Fiscal Year 2023. Staff is seeking to do the first ever sub-standard street project and construct Franklin Ave from Mahan St. to Downs St. to its full width. To Complete this project, the City of Ridgecrest requires the services of an engineering consulting firm to provide initial Environmental and Design services followed by Construction Engineering (CE) for the project. Staff has a desire to explore alternative methods of construction on this project. We will be looking into newer proven technologies of RAP, Recycled Asphalt Products, amongst others and wish to utilize road grinds from the West Ward Ave. Phase 1 Project so we can complete this project on budget.
Currently, Willdan Engineering holds the Contract for both PE and CE phases of the Ward Ave. project thus staff hand selected the firm to aid in the process of bidding documents and construct ability of the project. Staff feels it is in the best interest of the City to use one consultant for both projects thus saving time and money as these projects will need to be bid simultaneously (or together) to accomplish the goal.
RFP’s were solicited to four engineering firms for the West Ward Project, and Willdan was selected Via unanimous decision from select staff members. The proposed services are on a time and materials basis with an amount not to exceed.
The consultant fee for the project is $146,880.40, of which staff saved considerable funding by performing the survey of the proposed site in house. To avoid any future conflict during construction staff included the Construction Engineer portion of work in the Scope of work provided to Willdan Engineering. Staff feels the fee is fair for the task at hand, and has built in funds to allow Engineering Staff to work under seasoned engineers and aid them in their pursuit of their Professional Engineering Licenses.
The funding for both construction and engineering services will be from the Substandard street fund. At the conclusion of this project staff will have exhausted all or the biggest majority of the funding available, but feels it will save considerable money on future maintenance work which currently occurs every time it rains.
Franklin Ave., in its current state, is a desert mix street and qualifies for utilization of this funding. It is a collector street, and staff feels it will benefit a large portion of the Ridgecrest Heights area. As currently construction it poses risk to drivers as it is not full width, and it causes considerable yearly maintenance by its inadequate drainage infrastructure (no curb and gutter). With every rain the streets team must clean up mud and debris on Mahan, Franklin Ave Edges, and Downs St. Paired with this the mud and debris slogs or storm drain which facilitates drainage to the Bowman Channel.
This project was vetted through the infrastructure committee, and comes with a recommendation to install a full width street capable of withstanding the loading presented and the construction of Curb and Gutter on the North and South side and all required Americans with Disabilities Act (ADA) improvements. Said improvements will consist of curb ramp retrofit and replacement. At this time staff does not intend to install sidewalk as it does not feel the required funding is available. All means and methods of construction are being considered to deliver this project on time and under budget.
Staff recommends that the City Council approves the project and authorizes the City Manager to execute the agreement with Willdan Engineering.
FISCAL IMPACT: $146,880.40 for all Engineering services associated with the project.
ACTION REQUESTED:
1. Award a Professional Services Agreement to Willdan Engineering for Engineering Services for the Franklin Ave. Substandard St. Project.
2. Authorize the Finance Director to amend the budget to reflect all appropriate capital, revenue and transfer accounts and create an initial purchase order in the amount of $146,880.40 for Engineering Services from the Substandard Street Fund.

Subject: Proposal for Design and Construction Engineering Services for Franklin Avenue Improvement Project
Dear Mr. Reed:
The City of Ridgecrest has requested a proposal from Willdan through the on‐call city engineering contract to provide project management, preliminary engineering, design, bidding assistance, construction management, inspection, labor compliance, and materials testing services for the upcoming Franklin Avenue Improvement project between Mahan Street and Downs Street. Willdan would be pleased to provide these requested services.
1. Project Understanding
Willdan understands the City plans to improve Franklin Avenue between Mahan Street and Downs Street and include curb and gutter within the project limits. We understand that the City has $850,000 funded by the City’s substandard streets fund and supplemental Measure V funds.
The project segment is ½‐mile long. The existing roadway is a desert mix (sand mixed with oil) and we have assumed that a full reconstruction is required. We understand that when it rains, the street gets large accumulation of sediment on Franklin Ave, just east of Mahan St and it becomes a repetitive maintenance issue for the City Streets Department. We understand that the City wants to incorporate design of a vertical curve in the street profile just east of Mahan St to prevent the sediment from continuing east, similar to the vertical curve already built on the east side of Mahan St at Bataan Ave. A new cross gutter will need to be constructed on the east side of the Mahan/Franklin intersection. If budget allows, Willdan will propose to construct curb, gutter, and sidewalk at all locations within this segment that currently do not have those items. If budget does not allow, the City would prefer to eliminate only the new sidewalk from the scope of the project.
2. Scope of Work
Preliminary Engineering
1. Willdan will prepare a base plan with the existing improvements for the project areas.
2. Willdan will use ESP to perform topographical survey from ROW to ROW and will include all intersection street for the purpose of designing curb returns and ramps.
3. The City’s GIS base map, with right‐of‐way, contours, and other appropriate available layers will be used to enhance the information on the sheet layouts as needed.
4. Willdan will prepare engineering drawings for the improvements. Plans will be prepared on 24‐inch by 36‐ inch layout. Plans will be submitted half size and full size on bond at 30‐, 60‐, and 100‐percent design for City review and comment. If requested, final approved drawings will be submitted on Mylar, wet signed by the engineer‐of‐record.
City of Ridgecrest
5. Willdan will notify and coordinate with the utility agencies regarding the project‐related modification of their facilities. Determine special requirements for utility facilities, including protection, right‐of‐way, and construction methods within the vicinity of the utility. Willdan will issue second and third notices to the utilities.
6. During all phases of the project, Willdan will provide coordination with City staff as required to keep them apprised of the project schedule and details of the proposed improvements. Draft plans will be submitted to City staff for review and commenting at the design submittal milestones.
7. Roadway resurfacing projects fall within the CEQA Guidelines Class 1 exemptions for existing facilities.
Specifically, CEQA Guidelines Section 15301, subsections 15301(c) and (d) exempt repair of existing highways and streets, and repair/restoration of damaged facilities to meet current standards of public health and safety, provided that the repairs do not increase roadway capacity. Because the proposed street resurfacing is a “repair” and would not increase W. Ward Street’s capacity, Willdan assumes that a categorical exemption is appropriate. Willdan will assist the city prepare the CEQA NOI.
8. We assume that no biological survey will be required for this project.
9. We also assume that there are no Federal funds involved in this project and NEPA Compliance is not required.
Final Design Engineering
1. Willdan will prepare a preliminary project development report and submit at 30 percent milestone. Plans will be prepared on 24‐inch by 36‐inch layout and will be submitted half size and full size on bond at 60‐, and 100‐percent design for City review and comment. If requested, final approved drawings will be submitted on Mylar wet signed by the engineer‐of‐record.
2. Civil Construction Plans will include 40‐scale plan view of the street segments with typical cross‐sections, notes, and details sufficient to support bid and construction. Existing and proposed surface profiles will be included for street centerline and edge of pavements. Plan layout will include horizontal control and station callouts horizontal alignment. Quantity sheets will include tabulated quantities based on centerline stationing.
3. Curbs will be as part of this project, but sidewalks will be assessed as part of the preliminary engineering and evaluated for budget availability. ADA compliant curb ramps will be designed. Existing driveways will be assessed for repairs, but driveways will not be included for vacant lots.
4. Plans will call out utility adjustments required.
5. Typical sections will be provided for the project limit.
6. Willdan will not conduct geotechnical investigation for the pavement design. We understand that the existing pavement is a 2” desert mix over compacted base. Willdan will propose 4” HMA over 4” AB or an equivalent pavement section.
7. The proposed improvements will also include a vertical curve at the street approach at Mahan street to eliminate the current erosion problems.
8. Signing and Striping Plans. Signing and striping plans will be prepared at a 40 scale within the project areas.
Signing and Striping Plans will be included in the 60‐, and 100‐percent design submittals.
9. Prepare contract documents, including notice inviting bids, bid schedule, bid forms, sample agreement, and federal compliance requirements.
10. Compile current general provisions as provided by the City of Ridgecrest.
11. Prepare technical specifications in Caltrans format for proposed improvements in accordance with industry standards.

STAFF REPORT
Submitted by: Travis Reed Action Date: June 15, 2022
SUBJECT: A Resolution And Public Hearing Of The City Council Of The City Of Ridgecrest, California Declaring Its Intent To Levy And Collect Assessments Within The Consolidated Landscaping And Lighting District No. 2012-1, Review Of The Preliminary Engineers Report And Authorization To Finalize Said Report For Fiscal Year 2022/2023
PRESENTED BY: Travis Reed, Director of Public Works
SUMMARY:
At the June 1st, 2022 City Council Meeting, the City Council adopted a resolution initiating the annual proceedings and directed staff to prepare the annual Engineers Report. This public hearing is being held to adopt a resolution declaring its intention to levy the annual assessments and review said Preliminary Annual Engineers Report. The formation of the Consolidated Landscaping and Lighting District No. 2012-1 was established in 2012 and subsequently have had future annexations to the District pursuant to the provisions of the Landscaping and Lighting Act of 1972 and the California Constitution Article XIIID, (Proposition 218).
Per the 1972 Act and Prop 218, an annual Engineers Report must be prepared and reviewed by public hearing so levy values can be discussed or protested. The City of Ridgecrest is perpetuating the District to continue a dedicated revenue source to fund the expenses related to the special benefit provided to the properties within the District. Said funding is being levied to pay for the ongoing maintenance, operation and servicing of the local streetscape, landscaping and street lighting improvements established in connection with development of the properties within the boundaries of the District which are further described within the preliminary report.
Tonight, staff recommends that the City Council: (1) Open the Public Hearing to accept public testimony and any written protests regarding the yearly assessment. (2) Upon conclusion of the public testimony, the Mayor will close the public hearing and Council approve the Resolution approving staff to finalize the Preliminary Engineers Report as written, or as amended. At the July 6th meeting, staff will request the adoption of the Final Engineers Report, and the Ordering of the levy and collection of assessments on the County tax rolls for fiscal year 2022/2023 as described in the report.
The deadline for submission to the County Tax rolls is July 8 th
, 2022
One Zone of Note is Zone 3, based on previous council action which capped an initial levy on certain parcels to a beginning cost of $100.00 (annually) this fund is now in a structural deficit and will require a $5,934.50 contribution from the general fund to remain in current operation. Also of note, if council perpetuates this for future years the impact on the budget will raise annually by approximately 3.5%.
FISCAL IMPACT: The total annual maintenance cost to the District is $88,745.94. Annual maintenance costs are funded through the assessments placed on the property tax bills.
ACTION REQUESTED:
(1) Conduct the Public Hearing to accept public testimony and written protest of yearly assessments (2) Adopt the resolution approving the Finalization of the Engineer’s Report for the levying of assessments for fiscal year 2022/2023.
