The West Ward Ave. Phase II Project, was solicited on September 15 th, 2022. Bids were
received on August 15th, 2023 and were opened at the Building Counter by City staff in the presence of Contractor Representatives. After the presentation an apparent low bidder, Griffith Company was announced with the caveat that bids were subject to review by the City’s selected Engineering Firm, Willdan Engineering, and the Engineer in Responsible Charge of the project, Mr. Mike Bustos.

STAFF REPORT
After Mr. Bustos’ review it was recommended that the Contract be awarded to the Lowest responsible bidder, Griffith Company.
Staff has completed numerous construction projects with Griffith Company thus reference checks were un necessary. An example project would be the FY22 Measure V Paving project.
With this project, staff would also like to award the CE portion of work to Willdan Engineering.
Willdan has completed numerous project inspections for us and was the successful candidate when the RFP was first solicited in 2021.
Staff recommends the contract be awarded for the base bid to the lowest responsible and responsive bidder. Said recommendation is to award the construction contract to Griffith Company.
Staff also recommends the approval of a Contingency in the amount of 10% on both Bid Schedule A and B. Said costs as noted above will come from both Measure V and Drainage Impact Funds; these costs are not to exceed $203,639.50, or Ten percent (10%), without authorization from the council.
Construction Contingencies are crucial to the successful completion of a project. Staff took special precaution and did extensive research, conducted field walks, & site survey etc. to limit the unknowns, but with every construction project, we don’t know what we don’t know.
These funds will be utilized for unforeseen work that may arise during the construction process which was unforeseen at the time of bidding.
This project was not correctly budgeted as staff failed to include the construction portion in the budget. However, staff (AKA Travis) did budget for Local Match and CE. This is great accept I (who am I kidding with this “staff” nonsense) missed the big picture and failed to account for the most crucial part of the project…. The work! Measure V (budgeted)
Expense (Local Match & CE) $ 415,000.00
Revenue (Per Budget not Actual) $ 0.00
Previous PO’S (22-115; PE) $ 75,787.00
Total Budget (FY24) $ 415,000.00
Expected Expenses $2,028,426.50

STAFF REPORT
Although the total amount is not budgeted, the project came in really close to the engineers estimate… So either we are getting better at guessing… or we have better unit costs to work off… I am going to go with the second one! The additional 2.2% cost can be attributed to inflation which has hit the petroleum and concrete industries rather hard. Staff feels that rebidding the project would only cause the cost to rise, as we had multiple contractors still in the area working. Staff consulted with CM Strand and the Finance Director, Mrs. Freese and we all agree we have enough Measure V & Drainage Impact funds to handle the poor budgeting performance I exhibited.
Drainage Impact Fund (budgeted)
Expense (Other Capitol) $0.00
Budgeted $0.00
Expected Expenses $ 432,025.00
In closing, all the bids were very close in terms of cost. This not only is an indicator of the market, but also is an indication that staff did their jobs in preparing a comprehensive bid set that all the contractors viewed the work in a similar light.
If Council approves, a purchase order will be issued to Griffith Company for the total contract amount of $2,240,034.50 ($2,036,395.00 + $203,639.50) inclusive of: the base bid price and contingency.
In connection with this project staff is also requesting the award of a professional services contract with Willdan Engineering. The City requires the services of an Engineering consulting firm to provide Inspection, Materials Testing, Labor Compliance, Bidding Assistance and Federal Funding Document Preparation for the West ward Ave. Phase II Project.
The proposed services are on a time and materials basis not to exceed and include expected services deemed necessary on the project.
The fee for the project is $144,630.00 for the above mentioned tasks of which Willdan will provide continuous inspection, Materials Testing as necessary, preparation of Federal Funding documentation, reimbursement billing, Contract and Labor compliance, and Bidding Assistance. The fee will be funded with Measure V Funds as we lumped all the RSTP money into construction to make reporting easier.
Staff recommends that the City Council approves the agreement and authorizes the City Manager, Ron Strand, to execute the agreement with the engineering firm Willdan Engineering

TO: Travis Reed, City of Ridgecrest
FROM: Mike Bustos, Deputy Director
DATE: September 6, 2023
SUBJECT: Bid Analysis for West Ward Ave. Street Rehabilitation Phase II Project City of Ridgecrest
Federal Project No. STPL-5385(075)
A. The City received a total of three bids for the subject project. Bids were opened on Tuesday, September 5, 2023, 10:00 a.m. Bids ranged from a low of $2,036,395.00 to a high of $2,416,447.00, with an average bid of $2,232,842.33.
The following bids were received:
1 Griffith Company $2,036,395.00
2 LCR Earthwork & Eng. Corp. $2,245,685.00
3 Bowman Asphalt, Inc. $2,416,447.00
Griffith Company submitted the low bid of $2,036,395.00, which was 2.2% higher than the engineer’s estimate of $1,991,949.00.
Staff identified a math error in the Bowman Asphalt bid, but it does not impact the order of bid amounts from low to high.
B. Staff verified the low bidder’s proposal as follows:
1. The low bidder submitted the proposal on the required forms and provided all requested information.
2. The low bidder computed the total amount bid and extended amounts correctly.
3. Staff verified with the State Contractor’s License Board (www.cslb.ca.gov) and the California Department of Industrial Relations
(https://cadir.secure.force.com/ContractorSearch) that the low bidder and all subcontractors hold current and active State Contractor’s Licenses and are registered with the DIR, as follows:

6. Staff verified that neither the low bidder nor any of its key personnel appear on the Federal or State debarment lists (https://www.sam.gov; http://www.dir.ca.gov/dlse/debar.html).
7. The low bidder has successfully completed several recent projects in Southern California, including recent projects for the City of Ridgecrest.
8. The contractor submitted a completed “Exhibit 15-G Construction Contract DBE Commitment” form indicating a 17.04% percent Disadvantaged Business Enterprise (DBE) participation level for this project. Staff verified that the subcontractors and suppliers listed as DBE firms are currently certified DBEs. The City’s DBE goal (contract goal) for this project is sixteen percent (16%). Contractors need to achieve the DBE goal or demonstrate good faith efforts (GFE) toward achieving the goal in order to be eligible for contract award. The low bidder met preliminary DBE requirements.

West Ward Avenue Street Rehabilitation Project (Downs St to Norma St) 2 The material testing fee indicated is estimated based on our review of the 11-sheet plan set prepared by Willdan and included with the City's RFP and represents our best projection of testing and observation needs during construction. The actual material testing efforts required will be heavily dictated by the Contractor's schedule and performance of the work, which is an unknown at the time of this proposal submission. 1 This Page Intentionally Left Blank
