CITY COUNCIL/SUCCESSOR REDEVELOPMENT AGENCY AGENDA ITEM SUBJECT: Review And Approve Recognized Obligation Payment Schedule (ROPS) 2024-25 And Administrative Budget For Fiscal Year 2024-25 Of The Successor Agency To The Ridgecrest Redevelopment Agency And Approval Of Resolution
PRESENTED BY: Cheri Freese, Finance Director
SUMMARY:

The City Council at their regular meeting of January 11, 2012 adopted Resolution No 12-02, electing to serve as the Successor Agency to the Ridgecrest Redevelopment Agency (“Successor Agency”) for the purpose of winding down the affairs of the former redevelopment agency under state law.

Among the legal procedures for this duty, the Successor Agency is required to prepare a Recognized Obligation Payment Schedule (“ROPS”) prior to each 12-month fiscal period, in a manner prescribed by the California Department of Finance (“DOF”), and submit the ROPS to the oversight board, the Kern County Auditor-Controller, the State Controller’s Office, and DOF for review and approval.

As delineated on the proposed ROPS 24-25 attached to the accompanying resolution, the total requested Redevelopment Property Tax Trust Funds (“RPTTF”) for ROPS 2024-25 is $3,660,594.

The Successor Agency’s 2024-25 enforceable obligations include the following items:

1. Continuing Disclosure Reporting Fees (ROPS Line #9) of $7,500.

2. Administrative Cost Allowance (ROPS Line #13) of $250,000. Staff has also prepared a budget for Successor Agency services detailing the usage of the full $250,000 budget request. This budget includes $190,000 for staff salaries, benefits and payroll taxes, $10,000 for contracted services with RSG, and $50,000 for insurance and legal services.

3. Wastewater Loans (ROPS Line #39): Line Item #39 is a loan approved by DOF to be repaid to the Ridgecrest Wastewater Fund/City with an outstanding balance of $1,008,204. By law, these Wastewater Loan payments are subordinate to other enforceable obligations. DOF has a specific formula to calculate the maximum allowable payment per fiscal year for loans to be repaid to a city. Payments on loans made are limited in each fiscal year to one half of the difference between the previous fiscal year’s residual revenue and the fiscal year 2012- 13 residual revenue. Pursuant to this formula, $1,008,204 is expected to be approved by DOF on the ROPS 24-25. This will be the final payment for the Wastewater Loan.

4. Bond Debt Service Payments (ROPS Lines #42 and 43) totaling $2,390,470. Once the debt service on the 2018 TAB Bonds Series A and B is paid in full after March 2037 the Successor Agency will have completed its obligations and dissolution of the former redevelopment agency would be complete and all taxing agencies including the City would receive their full share of these former tax increment/RPTTF funds as property taxes, and

5. Arbitrage Report Fees (ROPS Line #44) totaling $2,000.

6. Fiscal Agent Fees (ROPS Line #45) totaling $2,420.

The staff has prepared the Successor Agency ROPS 2024-25 and Fiscal Year 24-25 Administrative Budget and is recommending approval by the Successor Agency and its submission to the Oversight Board and then DOF.

Oversight boards have broad authority to determine meeting dates at which successor agencies must submit items, to set administrative budgets, to approve enforceable obligations, and otherwise to direct the successor agency to perform activities to wind down the former redevelopment agencies. Therefore, after the ROPS 24-25 and the Administrative Budget have been approved by the Successor Agency, both will be sent to the Oversight Board for approval.

FISCAL IMPACT:

Upon approval by the Successor Agency, Oversight Board, and DOF, ROPS 24-25 would request RPTTF funding needed for the Successor Agency to timely remit payments on enforceable obligations due during Fiscal Year 2024-25. The City and other affected taxing agencies are entitled to receive the balance (“residual”) of any RPTTF available after each of the two RPTTF distribution periods based on their respective shares.

The ROPS must be completed within prescribed deadlines or the City would face potential fines.

The ROPS for July 1, 2024 through June 30, 2025 (“24-25”) is due to DOF by February 1, 2024 and the City of Ridgecrest (“City”) is subject to a civil penalty equal to $10,000 per day for every day the ROPS is not submitted to DOF.

STAFF REPORT
SUBJECT: A Resolution Of The Ridgecrest City Council Approving Increased Appropriations Of Unallocated General Fund Reserves In The Amount Of $83,163.00 For The Construction Of The Splash Pad Drainage Infrastructure Improvement Project PRESENTED BY: Nerissa Wegener, Parks and Recreation Director SUMMARY:

The City of Ridgecrest Parks and Recreation Department is seeking Council approval for an $83,163 general fund reserve allocation to account number 100.63.6312.5103.000 to correct the drainage problem that we currently have at the Splash Pad.

During the summer, this area is highly used. In previous years Parks staff has noticed water pools around the Splash Pad which are unsightly, attract bees, cause mud to get in the pumping system and we believe could be a significant case of the pump deterioration we have witnessed in the previous two seasons. The standing water is a headache for Parks staff waiting to happen. Time is of the essence and we need to correct this problem before the summer season is upon us. During operation (Summer Months) Parks Staff routinely receives complaints by community members who frequent the Splash Pad and staff feels it is imperative to get this done.

The proposed fix is the installation of a Mow curb along the exterior of the splash pad, just outside the proposed drainage system. This will aid in preventing debris accumulation, and grass cuttings from plugging the system. An allowance has been added to the project for any sprinkler work required to facilitate this installation. Below and immediately inside the mow curb will be a 14” trench with slope to drain, encapsulating a French drain system backfilled with ¾” crushed, clean, rock. The top will be capped with a 4” layer of concrete and a commercial channel drain, which is perforated. This will allow the water to enter the French drain system and prevent rocks from making their way into the splash pad. After the water flows through the channel drain, it will enter the rock filed infiltration area of the French Drain (Perforated pipe) system and flow to a newly constructed head wall on the east side of the pad. Accompanying this, will be the installation of a new drainage inlet grate alleviating a potential fall hazard area.

STAFF REPORT
All said and done, the installation of this system will most definitely alleviate the problems we have seen in years past, and provide a nice decorative boundary to the splash pad area.

FISCAL IMPACT:
$83,163 from unallocated General Fund, of which $72,315.00 is required for construction and $10,848.00, shall be authorized for a 15% contingency should we encounter any unknowns.

STAFF REPORT
SUBJECT: A Resolution To Amend A Professional Services Agreement With Willdan Engineering Inc. For $32,000.00 To Provide Additional Design For The Extended Project Limits For The Bowman Channel Between S. Norma St. And S. China Lake Blvd.

PRESENTED BY: Travis Reed, Deputy City Manager
SUMMARY:

The City of Ridgecrest previously entered into an agreement with Willdan Engineering Inc. to provide Design, Cost Estimating, Environmental Compliance and possibly Environmental Special Studies for Environmental Clearances for the Bowman Channel Arch Culvert and Check Dam Structures Project. The previous scope of work was as follows: Design an arch culvert under the S. Norma Street crossing of the Bowman Channel and the check dam structures between S. China Lake Blvd. and S. Norma Street. The specific project included surveying (Intersection only), hydrology verification, hydraulic calculations, design, engineers cost estimates, CEQA and NEPA environmental compliance and possibly CEQA and NEPA special studies for environmental clearances in order to have a shovel ready flood control construction projects.

With Staffs diligent pursuit of Grant Funding, the FEMA HMGP (Hazard Mitigation Grant Program) was identified as a potential source of funding to alleviate concerns of deteriorating and inadequate drainage mitigation devices at the intersection of S. Norma St. and W. Bowman Rd. In evaluating the original scope of work for the project, and fiscal impact to the City, staff felt it was necessary to complete the environmental and design process along the entire stretch of the Bowman Channel from just west of S. Norma St. to the newly constructed improvements from the 2015 Walmart Project just west of S. China Lake Blvd. By lumping this process into one document we will save valuable time and money so environmental documents do not have to be recreated in the near future. This process began in 2021, and we are still working with respective departments to obtain environmental clearance.

With the acceptance of the proposal in 2021 and subsequent amendments 1 and 2, we will complete another section of the Bowman Channel. The Bowman Channel is the Primary flood control device on the southern side of town, and needs to be a priority of the council (in staff’s opinion). This not only will impact multiple homes in the area, but it will also aid in staff’s pursuit of working with FEMA to revise and recreate Firmette maps which are utilized for flood insurance rate studies. Staff estimates that this project has the potential to effect over 1,000 homes.

STAFF REPORT
This third amendment request stems directly from the events of Hurricane Hillary. Although the City faired quite well, staff saw areas of glaring concern that need to be addressed. In previous meetings, Council approved addition work to the Felspar sump, and staff echoed that more drainage projects would be coming in the near future. This is the second of a multitude of projects staff is looking into.

During the events of Hurricane Hillary, staff witnessed a tremendous amount of water over taking the south side of the Bowman Channel. With the environmental delays, and already approved design for improvements, staff felt it was the perfect opportunity to kill two birds with one stone.

Thus, staff surveyed additional area, all in house saving valuable dollars, and expanded the scope of the project to better handle water along the south side of the channel. The Hurricane Hillary event certainly would have demolished the proposed improvements. The flows of water from the storm overtook the south edges of the channel in a multitude of locations. This was evident by the extreme erosion along southern edge of the channel north of paved Bowman Rd.

The erosion was bad enough to force staff to close Bowman from Norma to China Lake for the entire storm and some two weeks post storm. The proposed improvements consist of:

1. Curb and gutter along the full southern frontage of the bowman channel

2. Pave out and widening of Bowman Rd. North of the existing Edge of asphalt.

3. Class two Road base backfill from back of Curd to top of channel.

4. Removal and replacement of the surrounding fence.

5. Installation of storm drain and inlets to alleviate all erosion

6. Expansion of the Norma Intersection and Curb Return Locations

7. A Right Turn lane on eastbound Bowman to southbound Norma.

8. Additional hydrology calculations

9. Storm drain and inlet sizing and other minor items.

The proposed amended services are on a time and materials basis not to exceed without Council authorization and include, design, environmental, specifications, cost estimating, etc. These services will yield a shovel ready project, alleviate another major flooding issue, and complete a vital stretch of the Bowman Channel to its ultimate design capacity.

The fee for the project amendment is $32,000.00. City Council previously authorized a Professional Services agreement, and revisions (Amendment 1, and Amendment 2), for an amount of $158,345.00 via. Resolution 2020-43, 2021-39, 2022-23, respectively. The new amended total, if approved shall be $190,345.00. The fee will be funded with drainage impact fees.

Mr. Travis Reed
Public Works Director
City of Ridgecrest

Subject: Change Order for Additional Professional Engineering Services for Bowman Channel Culvert Crossing under Norma Street
Dear Mr. Reed:

Willdan Engineering (Willdan) has been pleased to currently provide engineering services for the above referenced project. For your consideration, Willdan Engineering has prepared the following change order for the extra tasks requested by the City in conjunction with the above referenced project. In an effort to keep the project moving expeditiously some of the work for these tasks has already begun. We appreciate the opportunity to submit our proposal and look forward to discussing the tasks shown below with you.

SCOPE OF WORK
Task 1.1 Widen S. Norma St. to Ultimate Width
Based on the original proposal it was understood that S. Norma St. was to remain as is.

Per the City’s request it was determined to widen S. Norma St. to ultimate width. This includes the addition of AC paving, Curb and Gutter, Sidewalk and an AC overside drain on the West side of the roadway.

In order to incorporate these changes grading revisions were required to widen the pavement and properly convey stormwater from the curb and gutter into the channel where it originally sheet flowed directly in. This also includes revisions to the plans to properly show and call out the additional improvements.

Task 1.2 Implement LiDAR data into Contours for Check Dam Design Willdan will utilize the LiDAR data provided by the City to incorporate into the Check Dam designs throughout the channel. Willdan will take the GIS data and create a TIN file to be used in AutoCAD Civil 3D 2021 format to create a topographic surface of the channel.

This topographic information will be utilized in the design of the Check Dams to adequately create details for their construction. To assist in the confirmation of the LiDAR data the City has mentioned that they have topographic data of the channel for another City of Ridgecrest
June 15, 2021

Page 2 ends

project running concurrently to this one in the channel. Willdan will utilize this data to confirm the accuracy of the LiDAR data.

Task 2 Prepare and Process Environmental Regulatory Approvals Based on initial communications with the Regional Water Quality Control Board (Regional Board) and California Department of Fish and Wildlife (CDFW), that were conducted as part of the original scope of work, both agencies stated that they have historically regulated construction within Bowman Channel. Since the project will have minimal impacts (less than 0.1 acre) to jurisdictional resources within Bowman Channel, and will improve water quality by connecting upstream and downstream waters under Norma Street, regulatory permits were not originally anticipated to be required.

However, both agencies stated that permit applications will need to be submitted in order for them to review all of the project information to make an informed decision on the need to issue a formal permit and require mitigation for impacts to jurisdictional resources, or if the project can proceed without the issuance of a formal permit. The proposed scope of work is provided below.

Task 2.1 Biological Technical Report Update
The existing Biological Technical Report that was specifically prepared to address the Bowman Channel Culvert Crossing project located at the intersection of Norma Street and Bowman Road will be updated. The existing Biological Technical Report will be updated to analyze biological resources within the Bowman Channel from Norma Street to China Lake Boulevard.

Literature Review
An updated database search of the California Natural Diversity Database (CNDDB) and California Native Plant Society (CNPS) Electronic Inventory of Rare and Endangered Vascular Plants of California listings regarding sensitive biological resources known to occur in the region and vicinity of the site will be conducted. In addition, ELMT will conduct an updated review of jurisdictional waters information through examining historical aerial photographs to gain an understanding of the impact of land-use on natural drainage patterns in the area.

Field Investigation
Following the literature review, an updated field investigation will be conducted to document baseline conditions within Bowman Channel from Norma Street to China Lake Boulevard. The filed investigation will evaluate the site’s potential to support specialstatus species, sensitive habitat types, and/or jurisdictional drainages. During the field investigation, ELMT will also conduct a jurisdictional assessment to confirm the limits of jurisdictional of Bowman Channel located within the boundaries of the project site. The City of Ridgecrest

Page 3 ends

location of any special-status biological resources, if present on-site (i.e., plants, plant communities, jurisdictional drainage features, wildlife), will be recorded in the filed with a handheld GPS unit and mapped in ArcGIS.

Technical Report
The existing biological technical report will be updated with the results from the updated field investigation that will document all plant and wildlife species observed, all habitats occurring within Bowman Channel from Norma Street to China Lake Boulevard. If any special-status biological resources (i.e., plants, plant communities, drainage features, wildlife) are documented on-site, an exhibit will be created from the GPS data gathered during the site investigation. A detailed map of the plant communities and jurisdictional limits of Bowman Channel, and their respective acreages will also be provided in the report. The report will include a brief analysis of the project impacts to biological resources (i.e., special-status species, jurisdictional waters), if any, and will describe wildlife movement opportunities through the area, suggestions for further studies that may be needed prior to development, mitigation measures, and permit requirements, if needed.

Deliverables: An electronic copy (PDF) of the draft and final Biological Technical Report will be submitted. This Scope of Work assumes up to one (1) round of internal response to comments and updates to the report as necessary.

Task 2.2 Preparation of Regulatory Agency Applications
The regulatory application packages for the Regional Water Quality Control Board (Regional Board) Report of Waste Discharge Requirements (WDR), and the California Department of Fish and Wildlife (CDFW) Section 1602 Streambed Alteration Agreement will be prepared concurrently. Each submittal package will generally include the following key items:
 Application cover letter: The letter will introduce the project and define the submittal document.
 Standard Agency Forms: The most recent standard forms for each agency will be utilized. An attachment may be provided so that the complete project description and necessary detail is included. A detailed project description for improvements within jurisdictional areas will also be provided (including a discussion on best management practices).
 Project Exhibits: Exhibits will illustrate key project features and help clarify written text. Anticipated exhibits include: Regional Vicinity Map, Site Vicinity Map, Project Photographs, Jurisdictional Map, and Project Site Plans.  Environmental Documentation: The environmental documentation section of the application package will include the Delineation of Jurisdictional Waters, Habitat Assessment, and CEQA Documentation (provided by client).

City of Ridgecrest
June 15, 2021

Page 4 ends

 Application Fees: The application filing fees shall be included in the applications pursuant to the Regional Boards’ and CDFW’s most recent filing fees (based on project costs and/or total impact); application fees will be provided by the Client.

This task includes one round of internal revisions. The deliverable for this task includes a draft and a final set of applications (PDF) to the Client for file. One copy of each application will also be formally submitted to each regulatory agency.

Task 2.3 Regulatory Approval Processing
Once the regulatory approvals are submitted, ELMT will provide services for the processing of the regulatory applications through the Regional Board and CDFW. It should be noted that the Regional Board stated in its initial communication that they do not anticipate the need to coordinate with the United States Army Corps of Engineers (Corps) since the Corps historically not regulated China Lake area as a waters of the United States. At this time, coordination with the Corps is not anticipated to be required to process an Approved Jurisdictional Determination to ensure Bowman Channel does not qualify as a “water of the United States.” The processing shall include required correspondence or telephone calls between the reviewing staff related to the permit or points of clarification and coordination with the client, if necessary. Typically, agency comments are responded to via email and telephone; however, this task includes one (1) round of formal (written and hard copy submittal) response to comments per each application package.

Willdan Proposal dated March 9th, 2022
March 9, 2022
Mr. Travis Reed
Public Works Director
City of Ridgecrest
100 West California Avenue
Ridgecrest, CA 93555
Subject: Budget Amendment Request No. 2 for Additional Professional Engineering Services for Bowman Channel Culvert Crossing under Norma Street
Dear Mr. Reed:

Willdan Engineering (Willdan) has been pleased to currently provide engineering services for the above referenced project. For your consideration, Willdan Engineering has prepared the following budget amendment request for the extra tasks requested by the City in conjunction with the above referenced project. In an effort to keep the project moving expeditiously some of the work for these tasks has already begun based on the emailed NTP dated 1/7/2022. We appreciate the opportunity to submit our proposal and look forward to discussing the tasks shown below with you.

Willdan’s original budget of $92,662.00 included regulatory agency coordination, environmental compliance, design engineering and an option for CEQA/NEPA special studies. Budget Amendment No. 1 provided additional compensation for design updates to widen Norma St., Environmental updates to include the entire channel and FEMA HMGP Grant processing in the amount of $41,210.00 making our current amended contract amount $133,872.00.

SCOPE OF WORK
Task 1.1 PS&E Full Channel Grading Addition
Per direction from the City a grading plan is to be prepared for the full limits of the channel in between Norma St. and China Lake. The limits of the grading will extend to the existing check dam built with the Wal Mart Development. The channel is to be graded to ultimate width as outlined in the Ridgecrest Master Plan of Drainage for reach BW-09. Preliminary plans and CAD files prepared by Cornerstone Engineering dated 3/26/2021 were provided by the City. These plans are to be finalized by Willdan Engineering and included with the Bowman Channel improvements. Willdan will utilize the provided topographic survey included in these plans. Survey is not included in this proposal but can be provided under a separate fee and scope.

City of Ridgecrest
February 28, 2022

Page 2 ends

Willdan will update the existing grading of the channel to tie into the new channel grading to ultimate width. This will include updating the grading of the channel to tie into the proposed check dams within the reach.

Willdan will prepare additional plans for the extra limits of the channel grading. The following plans are assumed based on the provided preliminary plans:

1. 2 Grading Sheets at 1” = 50’ scale

2. 1 Detail sheet
Willdan will update the specifications and estimate to include the additional proposed improvements associated with the full channel grading to ultimate width.

Task 1.2 Update Hydraulic Calculations for Full Channel Grading It is understood that the Ridgecrest Master Plan of Drainage has the associated hydrology calculations and design flows for the limits of the reach from Norma St. to China Lake. These values will be used in the hydraulic design of the channel. Willdan will perform hydraulic calculations to confirm the proposed improvements provide adequate capacity and are consistent with the Master Plan of Drainage. A full H&H report is not included in this proposal but can be added under a separate scope and fee.

Task 2.1 Update and Resubmit FEMA NOI
FEMA was not able to process the first HMGP grant funding application and has requested the City to enter the next cycle of funding. Per the City’s Request via email Willdan worked to resubmit the Notice of Interest through the online FEMA database to meet the January 21st deadline. In order to be eligible for HMGP Grant funding the first step was to prepare and submit the NOI. With this being a time-sensitive request Willdan has already completed this task in an effort to keep the process moving expeditiously and meet the first funding deadline. Willdan successfully completed the NOI on time and received confirmation of eligibility from FEMA to move into the subapplication phase.

Task 3.2 FEMA Subapplication Resubmittal
Willdan understands that FEMA has deemed the project eligible for HMGP Funding and must submit a full subapplication package by April 8, 2022. Willdan will update the subapplication package in accordance with the criteria outlined in the Hazard Mitigation Assistance Guidance documents located on the FEMA website. According to the website a complete package will consist of the following contents and outlined in the attached Subapplication Template:

STAFF REPORT
SUBJECT: A Resolution Of The Ridgecrest City Council Approving Increased Appropriations For Intersection Reconstruction On La Mirage St. And Palm Drive For $100,532.44 As Submitted By Lyles Utility Construction LLC., And Allocate Funds For A 10% Contingency. A Maximum Total Of Up To $110,585.68; And Authorize The City Manager, Ronald Strand, To Execute All Agreements To Construct The Project PRESENTED BY: Travis Reed, Deputy City Manager
SUMMARY:

Currently PG&E is completing a multi-million-dollar natural gas infrastructure replacement project within the subject area (Gold Canyon, Sunland and the La Mirage area). With their construction, they have to replace roughly a 1/3 of the La Mirage Ave Palm Drive intersection to meet the City currently adopted patching standards. Staff would like to take this opportunity to add funding and utilize their selected contractor to reconstruct the full intersection and surrounding area. Staff feels it makes sense to not simply patch the area, to then pay to remove and reconstruct it later.

The Concrete Improvements are substandard and are in extreme disrepair. They have numerous utility cuts, cracks, settlement issues; rebar exposure and poor ride ability. Even with all the recent roadwork projects, the subject area has not received a substantial road improvement in over 50 years. Staff feels it is time that changes.

This improvement will be a reconstructed asphalt intersection that will remove all the existing concrete and replace roughly a 4,000 SF area to our current paving standards. It will also reconstruct the cross gutters to our new flatter standard and will improve ride quality immensely.

The attached map details the area to be reconstructed.

As Council is aware this is not our standard construction procedure but more of a reimbursement style project that is a ‘win-win’ for the citizens of Ridgecrest and the City.

PG&E went through a comprehensive bid process and the contractor has done other projects in our area.

Staff walked the area with PG&E and Lyles Utility personnel, formed a plan, and quantified the area. Thereafter, Lyles Utility provided pricing and a breakdown for review. Staff reviewed the proposal, and compared it to recently bid projects and feels it is in line with the prices we have previously approved (FY22 Measure V, Ward Ave., etc.).

Staff also consulted with the City Manager and Finance Director on funding for the project.

Staff proposes utilizing a portion of the remaining Measure V Reserves to get this Done.

STAFF REPORT
A substantial analysis was done to project exactly where the City would be if we spent every Measure V dollar currently allocated. The analysis also included if we spent every dollar currently within the Measure V budget. Staff is confident that these funds can be utilized, and will not hinder any other project.

Staff recommends the allocation of these funds to complete this project.

Together with the award of the contract, Staff is also requesting a ten (10%) percent contingency, for $10,053.24 for unknowns which we may encounter on the project. Such as additional concrete, subgrade compaction, asphalt tonnage overages etc.

If Council approves, a purchase order for Lyles Utility Construction, LLC. Will be pulled in the amount of $110,585.68
FISCAL IMPACT:
$110,585.68 for Construction Costs, and a 10% contingency, from Measure V Reserves.

ACTION REQUESTED:

1. Allocate unallocated Measure V Reserve funds in the Amount of $110,585.68 for the construction of the Intersection Improvement Project for La Mirage Ave. and Palm Dr., of which $10,053.24 makes up the 10% Contingency.

STAFF REPORT
SUBJECT: Proposed Approval For A New Salary Schedule For The Police Chief Position PRESENTED BY: Ron Strand, City Manager
SUMMARY:

Interim Police Chief Mike Scott’s last day of work at the City will be on or about February 21, 2024. As a retired annuitant, Chief Scott can only work a maximum of 960 hours per year.

The City has hired Bob Murray & Associates to assist in the recruitment of a new fulltime police chief. It is anticipated this process will take approximately 3-6 months to recruit and hire a new police chief – by April 2024.

In reviewing the police chief salary schedule, it appears to be below market rate for the local area and similar communities and needs to be increased to be competitive.

Since 2006, City Department Heads have received 200 hours of administrative leave per fiscal year. Normally, this leave has been cashed out or rolled into a deferred compensation plan. In an effort to increase the police chief salary, I recommend converting the administrative leave benefit into a salary increase.

Finance calculated the conversion rate at a 9.11% salary increase – with no increase cost to the City. This would increase the top step salary for the police chief position from $157,512 to $171,865.

I recommend the approval of the new police chief salary schedule – see exhibit A.
