STAFF REPORT
SUBJECT: A Resolution Approving The Project List For Fiscal Year 2024-2025 For The California State Of Good Repair (SGR) Program For The Following Project: Electric Transit Van Replacement
PRESENTED BY: Christopher Smith, Transit Services Coordinator SUMMARY:
The Road Repair and Accountability Act of 2017, Senate Bill (SB) 1 (Chapter 5, Statues of 2017), signed by the Governor on April 28, 2017, includes a program that provides additional revenues for transit infrastructure repair and service improvements. This investment in public transit will be referred to as the State of Good Repair Program.
The Transit Division has an estimated allocation of One Hundred Seventy-Five Thousand Seven Hundred and Sixty-Three dollars ($175,763) for the State of Good Repair Program.
It is the recommendation of staff that these funds be used in conjunction with previously allocated State of Good Repair funds to replace one or more current 29-foot, gasolinepowered cutaway buses with battery electric transit vans. The smaller sized vehicle is more suited to meet current service demands and is in line with state requirements that transit services begin transitioning to zero emission vehicles beginning in 2026 and being fully transitioned by 2040. Vehicles purchased prior to the 2026 milestone will be counted towards required zero emission purchasing ratios. Additionally, staff seeks to use the battery electric vehicle transition in conjunction with the solar power project at the City’s Corpyard to reduce Transit Division expenditures and by extension lower funds needed to supplement required farebox recovery ratios.
FISCAL IMPACT: Provides $175,763 in state funding for capital projects within the Transit Division.
ACTION REQUESTED: Approve a Resolution Approving The Project List For Fiscal Year 2024-2025 For The California State Of Good Repair (SGR) Program for the following project: Electric Transit Van Replacement

APPROVING THE PROJECT LIST FOR FY 2024-2025 FOR THE
CALIFORNIA STATE OF GOOD REPAIR PROGRAM:
ELECTRIC TRANSIT VAN PURCHASE
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, established the State of Good Repair (SGR) program to fund eligible transit maintenance, rehabilitation and capital project activities that maintain the public transit system in a state of good repair; and
WHEREAS, SGR funds are allocated by the Kern Council of Governments; and, WHEREAS, the City of Ridgecrest‘s share of SGR funds for fiscal year 2024-25 is estimated to be $175,763; and,
WHEREAS, these SGR funds will be used in the future for purchase of an electric transit van; and,
WHEREAS, in order to qualify for these funds, the City of Ridgecrest is required to submit a proposed project list to California Department of Transportation (Caltrans) on an annual basis.

Members of Valley Youth Football League are unpaid volunteers. Funding to run their program and provide subsidized registration fees for low-income families primarily come from fundraising, selling concessions and non-profit donations. Valley Youth Football have provided the youth of the community with a solid program in which they can gain experience, knowledge, and exposure to the world of football and cheer as well as promotes an environment in which families can gather and socialize creating a better quality of life.
Summary
The City of Ridgecrest has worked with Valley Youth Football League for many years. During an annual meeting between several board members and the Director of Parks and Recreation a request to use the city owned concession trailer was requested. After careful thought and review of prior use, the Parks and Recreation Director feels the concession trailer would better serve the Valley Youth Football program. With the Valley Youth Football League accepting this donation they’re accepting the equipment in as is condition.
The City of Ridgecrest will not be responsible for any current or future repairs.
The City Attorney has prepared an Equipment Donation Agreement, which is now before the City Council for approval.

SUBJECT: A Resolution To Accept The Base Bid, As Submitted By Griffith Company; Reallocate Budgeted Measure V Funds For The Base Bid And Up To $69,622.00 For A 2% Contingency - A Maximum Total Of Up To $3,402,357.00. Award A Construction Contract To Griffith Company To Construct The 2024 Measure V Paving Project And Authorize The City Manager, Ronald Strand, To Execute The Contract
PRESENTED BY: Travis Reed, Deputy City Manager/Public Work Director SUMMARY:
On Tuesday, August 27th, 2024 bids were opened to construct the 2024 Measure V Paving Project Bids were compared for purposes of evaluating the lowest bid based on the total of Schedule A.
Alternatives were not considered for this project due to the lack of structural section under the roadways selected.
A total of three (3) bids were received as follows:
Bidder SCH. A.
Griffith Company $3,332,735.00
Sully Miller Const. $3,883,000.00
Granite Const. $4,325,755.00
Engineers Estimate $2,850,473.00
Funding Source: Measure V
Item Cost
Base Bid $3,332,735.00
2% Construction Contingency $69,622.00
Total Construction (Not to Exceed) $3,402,357.00
Original Project Construction Budget $2,600,000.00
Funding Requested $802,357.00
Staff did extensive research on the amount of Measure V funds available for road work this fiscal year.
After consultation with the Finance Director Freese and City Manager Strand, Staff would again like to reallocate existing budget to cover this project.
Staff feels completing these local road projects are a must. The Proposed Contributions to cover the additional necessary funds are as follows:
PW Budget (Equipment, Eng. Services) $290,000.00
Budgeted Local Match Contribution for Mahan St. $512,357.00 Total $802,357.00
Ridgecrest City Council

STAFF REPORT
Staff knows the importance of the Mahan St. Project. Staff has received further documentation to the FY 22-23 Streets and Roads Claim and is confident that the $512,357.00 can be replaced with this funding.
To recap, we are expecting a minimum of 2.4 Million back from the 22-23 Streets and Roads Claim, of which 1.3 million went to the Downs St. reconstruction, and will be returned to the AHSC Measure V Funds Contribution in approximately October; 512k of Measure V funds will be reallocated to the 2024 Measure V Project and shall be returned to the Mahan Project in approximately October. Leaving an additional $482,613.00 un allocated for future use as Council sees fit.
Again, the plan is not to cut the Mahan Project, as we have Grant funds on the line, but rather reprioritize the funds until the Streets and roads claim can be processed. The Mahan St. Project is not expected to be authorized by Caltrans until sometime near December 2024.
The 2024 Measure V Paving Project was solicited on August 2nd, 2024. Bids were received on August 27th, 2022 and were opened at the Finance Counter by Staff in the presence of Contractor Representatives. After the presentation an apparent low bidder, Griffith Company, was announced with the caveat that bids were subject to review by the City’s selected Engineering Firm, Willdan Engineering, and the Engineer in Responsible Charge of the project, Mr. Mike Bustos.
After Mr. Bustos’ review, it was recommended the contract be awarded to the lowest responsible bidder, Griffith Company.
An extensive background was not conducted on Griffith Company, since over the past 10 years Griffith has successfully completed multiple projects for the City.
Therefore, Staff recommends awarding the construction contract to Griffith Company, in the amount of $3,332,735.00.
Together with the award of the contract, Staff is also requesting a two (2%) percent contingency for unknowns which we may encounter on the project, $69,622.00.
Council has already authorized funding for the PE/CE services for the project.
If Council approves, a purchase order will be issued to Griffith Company for the total contract amount of $3,402,357.00 inclusive of the base bid price and 2% contingency.
FISCAL IMPACT: $3,402,357.00 for Construction Costs and 2% contingency from budgeted Measure V funds as described above.
