STAFF REPORT
SUBJECT: Approval Of Additional Park Impact Fees To Correct The Orientation Of The Pickleball Lines On The Tennis Courts From East/West To North/South PRESENTED BY: Nerissa Wegener, Parks and Recreation Director and Travis Reed, Public Works Director / Deputy City Manager
SUMMARY:

As the resurfacing project for the tennis courts and inclusion of pickleball courts neared completion, City staff received negative feedback from the pickleball community regarding the east-west orientation of the newly installed courts. While the east-west orientation was technically correct according to design plans, it did not account for the intense morning and evening sun, which severely impacts playability during prime play hours. This has raised concerns among staff and community members, as the sun glare significantly affects the quality of play during these key times.

To resolve this issue, staff is proposing a change order to reorient the pickleball courts from an east-west to a north-south orientation. This change will ensure optimal playing conditions for the pickleball community and enhance overall user satisfaction. Staff is requesting approval to use $120,977 from Park Impact Fees to cover the cost of this change.

FISCAL IMPACT: $120,977 from Park Impact Fees
ACTION REQUESTED:

1. Allocate Park Impact Fees in the amount of $120,977 for the correction of the pickleball lines at the Leroy Jackson Sports Complex Tennis Courts.

2. Allow City Manager to sign the Change order

3. Authorize the Finance Director to amend the FY25 budget to reflect this budget increase to project MF2301
