STAFF REPORT
SUBJECT: A Resolution Of The Ridgecrest City Council To Adopt A Road Project List For Fiscal Year 2025-2026 Partially Funded By SB1: The Road Repair And Accountability Act Of 2017
PRESENTED BY: Travis Reed, Public Works Director
SUMMARY:

Senate Bill SB1, “The Road Repair and Accountability Act of 2017” provided much needed funding for maintaining streets, roads and highways throughout the State of California. One step in becoming eligible to receive these funds each year is for the City of Ridgecrest to adopt by resolution a proposed work plan that will be funded using SB1 funding.

The 2025/2026 work plan is submitted with this resolution. Changes to the work plan are likely but do not revoke eligibility. As long as the City is eligible and the work completed using the funding is within the guidelines, then use of Road Maintenance and Rehabilitation Account (RMRA) funding will be approved by the California Transportation Commission (CTC).

Once the resolution is signed and forwarded to the CTC, our submittal will be reviewed and when approved the City will become eligible to receive funds in the 2025/2026 fiscal year.

FISCAL IMPACT: In the 2025/2026 fiscal year it is estimated that this funding will provide approximately $733,056.00 to improve our City’s streets.

STAFF REPORT
SUBJECT: A Resolution And Public Hearing Of The City Council Of The City Of Ridgecrest, California Declaring Its Intent To Levy And Collect Assessments Within The Consolidated Landscaping And Lighting District No. 2012-1, Review Of The Preliminary Engineers Report And Authorization To Finalize Said Report For Fiscal Year 2025/2026 PRESENTED BY: Travis Reed, Director of Public Works
SUMMARY:

At the June 4th, 2025 City Council Meeting, the City Council adopted a resolution initiating the annual proceedings and directed staff to prepare the annual Engineers Report. This public hearing is being held to adopt a resolution declaring its intention to levy the annual assessments and review said Preliminary Annual Engineers Report. The formation of the Consolidated Landscaping and Lighting District No. 2012-1 was established in 2012 and subsequently have had future annexations to the District pursuant to the provisions of the Landscaping and Lighting Act of 1972 and the California Constitution Article XIIID, (Proposition 218). Per the 1972 Act and Prop 218, an annual Engineers Report must be prepared and reviewed by public hearing so levy values can be discussed or protested. The City of Ridgecrest is perpetuating the District to continue a dedicated revenue source to fund the expenses related to the special benefit provided to the properties within the District. Said funding is being levied to pay for the ongoing maintenance, operation and servicing of the local streetscape, landscaping and street lighting improvements established in connection with development of the properties within the boundaries of the District which are further described within the preliminary report.

Tonight, staff recommends that the City Council: (1) Open the Public Hearing to accept public testimony and any written protests regarding the yearly assessment. (2) Upon conclusion of the public testimony, the Mayor will close the public hearing and Council approve the Resolution approving staff to finalize the Preliminary Engineers Report as written, or as amended. At the July 16th meeting, staff will request the adoption of the Final Engineers Report, and the Ordering of the levy and collection of assessments on the County tax rolls for fiscal year 2025/2026 as described in the report.

The deadline for submission to the County Tax rolls is August 8 th
, 2025
One Zone of Note is Zone 3, based on previous council action which capped an initial levy on certain parcels to a beginning cost of $100.00 (annually) or $0.00 (annually) this fund is now in a structural deficit. As per council direction staff has developed a 4-year reimplementation of the full required levy in 25% increments.

The proposed Levies are as follows.
