Project Description
Purchase of (one) 27’ battery-electric cutaway bus, and removal from service of one 2012 gasoline-powered Cutaway bus. The proposed cutaway will provide 16 typical passenger seats and 2 ADA compliant seats. This vehicle will be capable of accepting a level 2 standard or a level 3 DC fast charger, and is capable of utilizing the existing installed city infrastructure. The selected cutaway bus a wide body that enhances passenger comfort and an 11” Low-Floor height Step-In design. They are in-line with current ridership levels, passenger needs and are a necessary addition to our aging fleet.

The new vehicle will be replacing a larger, gas guzzling, carbon-producing cutaway which has exceeded its useful life benchmark in years and mileage. The existing bus being replaced is a 2012 Ford F550 cutaway. Said bus was due for replacement in years as well as in mileage. The chosen bus is four years over its expected life, and a minimum of 40,000 miles over the expected mileage range.

Project Background and Justification
The Innovative Clean Transit act passed in 2018. This requires transit services to transition to zero emission vehicles beginning in 2026 and to be fully transitioned by 2040. With the recent California initiative known as Advanced Clean Cars II, the City expects to be fully electric prior to the 2040 deadline. Vehicles purchased prior to the 2026 milestone will be counted toward the required zero emission purchasing ratios.

In 2018, the City of Ridgecrest in an effort to get ahead of the curve began to program grant funds from the Low Carbon Transit Operations Program (LCTOP) and State of Good Repair Program (SGR) to building solar powered electric infrastructure located at the City of Ridgecrest Corporation yard (636 W. Ridgecrest Blvd.) In 2019, the City of Ridgecrest began to program additional LCTOP funds to purchase its first battery electric bus and continued to program State of Good Repair funds for the charging infrastructure. (This purchase required future year grant funding as evident below). In addition to this, the City of Ridgecrest applied for funds through the Congestion Air Quality program (CMAQ) to complete all the necessary infrastructure upgrades.

In 2020 the City of Ridgecrest was awarded LCTOP project funds and continued to use the funds to facilitate the purchase of the first battery electric van.

In 2022 the City of Ridgecrest placed an order for its first battery electric van from A to Z Bus Sales. That van has been a valuable addition to the fleet as it has been providing the community with reliable and efficient transportation.

The City of Ridgecrest will program any future CMAQ, LCTOP, and SGR funds to complete its full transition to a battery

electric fleet. City leaders and staff are committed to meeting the 2040 deadline.

Thereafter, the City collaborated with HCD and received an Affordable Housing & Sustainable Communities Grant (AHSC). The grant application possessed two (2) electric vans for City Transit use. Upon further review, staff noticed that during underwriting the grant was funded without these vans included. Despite numerous staff efforts, HCD reiterated there was nothing we could do to have these added back to the grant. This delayed the replacement of vehicles in accordance with the City of Ridgecrest Transit Management Plan (TAM) and altered the cities plan toward a fully electric fleet.

It is imperative that we transition to electric vehicles now, and get on track with our TAM Plan. Additionally, with the electrical upgrades SCE required to facilitate the CMAQ project the City of Ridgecrest has to add additional electric vehicles to meet or exceed a crucial power usage requirement to help offset the cost of the SCE infrastructure improvements. The only way the City will be capable of meeting these power usage requirements is with further procurement of electrical vehicles and this Electric Cutaway bus. Otherwise, the City could face significant monthly penalties.

In December of 2023 our first electric van was purchased and placed in service on July of 2024. We are currently working on transferring CMAQ funds to FTA for multiple electric van purchases. This electric cutaway will be the final step to meeting our transition to an all-electric transit fleet.

Livability and Safety
1) Will enhance or reduce the average cost of user mobility through the creation of more convenient transportation options for our daily travelers. With our “Free Fares” currently implemented into our service. This will increase the benefits of our travelers with having a more flexible option for accessibility throughout our Service area.

The addition of the new electric transit cutaway bus will reduce the cost of user mobility through the creation of more convenient renewable energy transportation options. These green options are expected to have 80% of the power necessary for operation which are offset by solar production at our Corp Yard. It is plausible that the average cost per trip could decrease, thus prompting the City to lower fares in the future when “Free Fare” funds are completely depleted. Lower fares would support and make the already low fare even more convenient and beneficial for all travelers. 2) Will improve existing transportation choices by enhancing points of modal connectivity, increasing the number of modes accommodated on existing assets, or reducing congestion on existing modal assets
Renewable energy vehicles will not only benefit the environment, but will also provide people an opportunity to experience electric vehicles for a minimal cost. These vehicles have become a topic of discussion here in Ridgecrest, and our charging infrastructure is currently in the final stages of completion. With the City possessing some of the latest technology, many of the Local Scientists and Engineers that live in the area would utilize the service, not to mention the seniors and disabled.

Currently many of our senior and disabled passengers struggle with the older ADA devices that are equipped on our obsolete vehicle fleet. With an increase in ridership and the reduction in time per trip with newer ADA technologies, this would reduce congestion on modal assets thereby allowing more people to utilize the transit system.
3) Will significantly improve travel between residential areas and commercial centers and jobs.

Currently, approximately 90% of transit ridership is by people who rely on the service to get them to school, work, or a store to purchase necessities. The new vehicle would improve these modes of transportation immensely as the existing buses are constantly breaking down and must be towed back to the facility for repairs. The electric cutaway bus purchase is a crucial necessity for allowing Ridgecrest to provide long-term sustainability and increase functionality for our community. In addition to this, it would greatly enhance City Transit’s reliability and could potentially increase ridership for employees traveling to various business locations such as Home Depot, Stater Brothers, Starbucks, the Community College, Walmart, local school, daycare, and summer camp field trips. A new cutaway bus will allow the city to expand field trip services epically for charter and private schools as many do not have bus transportation services. With the City possessing only one reserve bus, riders are frequently turned away because vehicles are not available at their time of need. With a newer fleet, downtime would be significantly decreased, and thus travel and availability would increase. This would allow riders to utilize the service frequently as it would be a reliable form of transportation. 4) Will improve accessibility to transportation services for economically disadvantaged populations, non-drivers, senior citizens, person’s with disabilities, or make goods, commodities, and services more readily available to these groups
As previously mentioned this demographic group is the majority of our ridership. We routinely provide transportation to the Senior Center (for free lunches), Salvation Army (for free-food box disbursements) and crucial medical appointments for the disabled, non-drivers, seniors, etc. Bus availability is crucial for people’s survival in many cases. Increasing the reliability of our fleet is a longterm goal that the City is striving to make a reality. With less fleet downtime this will allow for more trips, and with newer ADA accommodations has the potential to cut trip times. 5) Is the existing accident rate higher than the average rate for a similar facility, and does the project reduce the accident rate to the average rate or lower? Yes or No Not Applicable.
6) Is the existing facility rate higher than the average rate for a similar facility, and does the project reduce the fatality rate to the average rate or lower? Yes or No Not Applicable.

RE: 2025 Regional Surface Transportation Program, (RSTP), and Highway Infrastructure Program, (HIP), Call for Projects
Dear Ceasar:

As per of the RSTP and HIP call for projects, the City of Ridgecrest is requesting that $2,230,239.76 in federal funds be programmed in the 2026/2027 fiscal year for Construction. Said dollars shall be used for the resurfacing, drainage and intersection improvements of South Mahan Street from W. Dolphin Ave. to W.

Springer Ave. in the City of Ridgecrest. This project will bring the roadway surface, drainage and intersection efficiency and ride quality up to an acceptable and safe level of service and will be a great benefit to the City of Ridgecrest residents.

With this it will require partnering with Kern County to allow for an additional 10’ of Right of Way to be utilized on the west side of the project, as the City County line runs down the Center line of Mahan St. If this becomes a problem in any way we will proceed with the project on just the City Side or East side of the project.

With the additional 10’ this will allow for two full lane widths of traffic and a 12’ foot bike/parking lane and will increase the safety of the roadway. Under current conditions, only one lane of traffic can be accommodated and we routinely see traffic driving in unimproved areas to avoid a collision. This area has seen numerous accidents including a fatality and is in drastic need of improvement.

If you have any questions please do not hesitate to call me at (760) 499-5081.

PROJECT APPLICATION
Project Justification: South Mahan Street is one of the principal North/South major collectors/secondary arterial corridors in the City of Ridgecrest. It directly serves access to the China Lake Naval Air Weapons Research facility, Ridgecrest Regional Hospital, numerous residential neighborhoods and other businesses for local residents. It directly connects to the two central business corridors of China Lake Blvd. (U.S. 395 Business) and Ridgecrest Blvd. just west of the 178 Hwy. It also connects West Dolphin Avenue and West Springer Avenue, and numerous collector streets, said highway designations. The proposed segment of this project would reconstruct the paving surface, improve drainage, improve ride quality and add much needed street parking and bike right of way.

The project length of this segment is approximately ½ mile. The street surface is currently in a declining condition, as it is an old oil sand and cold mix application street. The surface is weathered, and not of suitable width to facilitate, two way traffic. It possesses an average Pavement Condition Index of 28 per the 2022 Ridgecrest Crack Mapping project, which updated our 2020 PMS. The Pavement Condition Index of 28 ranks the condition as Poor, there are multiple potholes, failing patches, crack repairs and utility patches within the reach. There are numerous unimproved portions, which pose a severe risk to pedestrians, bicycles and residents. There are also drainage and ride quality issues along the entire reach.

Reconstructing the roadway, drainage and intersection ride quality will bring it up to an acceptable level of service with a long project life acceptable, drainage capacity and safe driving quality. The project will complement the recently improved Franklin Ave. project with new thermoplastic striping, street markings, street legends, drainage improvements and ride quality. Additionally, safety and timely clearing of traffic will be improved by providing a smooth and even roadway surface through the intersections for bicycles, motorcycles, cars and trucks alike.

The improved drainage, ride quality and new roadway striping will drastically decrease visibility issues and improve safety throughout the roadway section.

This street is in dire need of reconstruction and the city had a fatality within this segment of roadway. As you will see from the pictures attached, this street is a prime candidate for the RSTP program.

RE: 2025 Regional Surface Transportation Program, (RSTP), and Highway Infrastructure Program, (HIP), Call for Projects
Dear Ceasar:

As per of the RSTP and HIP call for projects, the City of Ridgecrest is requesting that $103,938.08 in federal funds be programmed in the 2026/2027 fiscal year for Preliminary Engineering, and $1,633,312.74 in federal funds be programmed in the 2026/2027 fiscal year for Construction. Said dollars shall be used for sections of reconstruction and installation of drainage facilities (Curb and Gutter) along the entire (+/- 2600') reach as well as various ADA and Path of Travel improvements (Curb Ramps and Sidewalk) for Las Flores Ave. from N Norma St. to N China Lake Blvd. in the City of Ridgecrest. This project will bring the roadway surface, drainage and intersection efficiency, and ride quality up to an acceptable and safe level of service and will greatly benefit the City’s residents.

Within this 2600’ reach, various sections of pedestrian path of travel are damaged and untraversable to persons with disabilities. Improvements to aid this include new ADA curb ramps at street intersections as well as replacement of damaged or broken sidewalk. These improvements will benefit pedestrian travel and will increase safety for everyone within the right of way.

Under current conditions, pedestrians are forced to traverse difficult walking conditions in multiple sections along the reach. This is a safety hazard for all disabled persons. This area is in drastic need of improvement.

RE: 2025 Regional Surface Transportation Program, (RSTP), and Highway Infrastructure Program, (HIP), Call for Projects
Dear Ceasar:

As per of the RSTP and HIP call for projects, the City of Ridgecrest is requesting that $105,965.51 in federal funds be programmed in the 2026/2027 fiscal year for Preliminary Engineering, and $1,665,172.32 in federal funds be programmed in the 2026/2027 fiscal year for Construction. Said dollars shall be used for sections of reconstruction and installation of drainage facilities (Curb and Gutter) along the entire (+/- 2600') reach as well as various ADA and Path of Travel improvements (Curb Ramps and Sidewalk) for Las Flores Ave. from N Downs St. to N Mahan St. in the City of Ridgecrest. This project will bring the roadway surface, drainage infrastructure, intersection efficiency, and ride quality to an acceptable and safe level of service and will greatly benefit the City’s residents.

Within this 2600’ reach, multiple portions of roadway are in need of a structural, full 19” depth section. These areas are currently unimproved and will be constructed to match the existing two full lane widths of traffic. Improvements include full construction of a 12’ foot bike/parking lane that is partially constructed. These improvements will benefit vehicles, bicycles, and pedestrian travel and will increase safety for everyone within the right of way.

Under current conditions, pedestrians are forced to walk in the dirt along the roadway in multiple sections along the reach. Not only is this a safety hazard, but the current terrain is almost impossible for a disabled person to traverse. This area is in drastic need of improvement.

If you have any questions please do not hesitate to call me at (760) 499-5081.

PROJECT APPLICATION
Project Justification: W Las Flores is one of the principal East/West major collectors/secondary arterial corridors in the City of Ridgecrest. It directly serves access to the China Lake Naval Air Weapons Research facility, Burroughs high school, numerous residential neighborhoods and other businesses for local residents. It directly connects to the central business corridor of China Lake Blvd. (U.S. 395 Business), N Mahan St, N Downs St, N Norma St, and numerous collector streets. The proposed segment of this project would reconstruct the paving surface, improve drainage, improve ride quality and add much needed street parking and bike right of way.

The project length of this segment is approximately ½ mile, (1 ½ miles for the entirety of Las Flores Ave). The street surface is currently in a declining condition, as it is over two decades old with various layers of slurry to bandage the declining street surface. The surface is weathered, and not of suitable width to facilitate, the full traffic capacity. It possesses a varying Pavement Condition Index of 40 to unimproved per the 2022 Ridgecrest Crack Mapping project, which updated our 2020 PMS. The Average Pavement Condition Index of 40 ranks the condition as Poor. There are multiple potholes, failing patches, crack repairs and utility patches within the reach. Coupled with the numerous unimproved portions, a severe risk to pedestrians, bicycles, and residents exists.

Reconstructing the roadway, drainage and intersection ride quality will bring it up to an acceptable level of service with a long project life, improved drainage capacity and safe driving quality for all residents. The project will complement the soon to be improved N Mahan St. project with new thermoplastic striping, street markings, street legends, drainage improvements and ride quality. Additionally, safety and timely clearing of traffic will be improved by providing a smooth and even roadway surface through the intersections for bicycles, motorcycles, cars and trucks with improved drainage, ride quality and new roadway striping; it will be safer for all who utilize the corridor.

This street is in dire need of reconstruction, as you will see from the pictures attached, this street is a prime candidate for the RSTP program.
