STAFF REPORT
SUBJECT: Resolution Authorizing Submission Of The Fiscal Year 2025-2026 Transportation Development Act Article 4 Claim To The Kern Council Of Governments PRESENTED BY: Sergio Covarrubias, Transit Administrator/ Dispatcher SUMMARY:
The Transportation Development Act is a statewide program that added a quarter cent sales tax for the purpose of funding transit needs within local jurisdictions throughout the state.
Those funds are distributed to regional transportation planning agencies (RTPA) who is responsible for the allocation and distribution of the said funds to the local transit systems.
Pursuant to California Government Code Section 29532, the Kern Council of Governments (Kern COG) is the designated regional transportation planning agency for purposes of administering the Act within the Kern County region. TDA allows that a certain portion of those funds be retained by the RTPA for administration purposes, and a certain amount may be retained for pedestrian and bicycle transportation improvements. The balance of the funds is available to the local transit systems, with the provision under Article 4 of that Act that if there is money left over after the needs of the local transit systems have been met and unmet transit needs have been addressed, the remaining funds shall be distributed to the City and County for road maintenance purposes under an established formula.
The approval of this item will allow the Transit Administrator to submit the attached claim to the Kern COG.
FISCAL IMPACT:
$1,422,270 in revenue will be received by the City of Ridgecrest to fund transit operations.
ACTION REQUESTED:
Approve the attached resolution.

STAFF REPORT
SUBJECT: A Resolution Of The Ridgecrest City Council Authorizing The Execution Of The Certifications, Assurances, And Authorized Agent Forms For The Low Carbon Transit Operations Program (LCTOP Cycle A) Project; Rollover Of LCTOP Funds For A Future Purchase Of Charging Infrastructure And Electrification For Transit Electric Vehicles, For Fiscal Year 2025-2026, In An Amount Not To Exceed $49,641.00 PRESENTED BY: Sergio Covarrubias, Transit Administrator SUMMARY: The Low Carbon Transit Operations Program is one of several programs that are part of the Transit, Affordable Housing and Sustainable Communities Program established by the California Legislature in 2014 by Senate Bill 862.
The LCTOP was created to provide operating and capital assistance for transit agencies to reduce greenhouse gas emission and improve mobility, with a priority on serving disadvantaged communities. Approved projects in the LCTOP will support new or expanded bus or rail services, expand intermodal transit facilities, and may include equipment acquisition, fueling, maintenance and other costs to operate those services or facilities with each project reducing greenhouse gas emissions. For agencies whose service area includes disadvantaged communities, at least 50 percent of the total moneys received shall be expended on projects that will benefit disadvantaged communities. Senate Bill 862 continuously appropriates five percent of the annual auction proceeds in the Greenhouse Gas Reduction Fund (Fund) for LCTOP, beginning in 2015-2016.
LCTOP is administered by the California Department of Transportation (Caltrans) in coordination with the Air Resources Board (ARB) and the State Controller’s Office (SCO). It is the responsibility of Kern Council of Governments to apportion these funds to the transit agencies under its purview. For Fiscal Year 2025-2026, the City of Ridgecrest Transit division has been allocated $49,641. These funds are eligible to be rolled over to be used in conjunction with future funds for a period of up to 4 years. There is no local match required for this program.
It is the recommendation of staff that these funds be used for a future purchase of a charging infrastructure and electrification with two DC fast chargers for transit electric vehicles capable of fulfilling department needs for 2027-2028 fiscal year. Staff plans to roll these funds for one more year. The estimated total funds that will be available is $148,923.00. This will significantly reduce the impact to the transit budget in FY 2027-2028 when we plan to complete said project. The transit fund contribution in FY 2028 for this project is expected to be no more than $300,000.00

STAFF REPORT
SUBJECT: Approval Of Dell Mission Critical Support Contract Renewal For Virtual Server Infrastructure PRESENTED BY: Rylee Ellingson, Information Technology Manager SUMMARY: The City’s core computing infrastructure is hosted on Dell VxRail servers which support the City’s virtual server environment. This infrastructure provides the foundation for many critical City and public safety systems including:
• Police and City Virtual Desktop Infrastructure (VDI)
• Computer Aided Dispatch (CAD) and 911 systems
• Day-to-day computing services used by City staff
• Core servers and applications required for City operations The Dell VxRail platform relies on VMware (Broadcom) software and vendor support agreements to maintain system reliability, security updates, and hardware maintenance. Without this support agreement, the City would lose vendor support for the infrastructure that operates the City’s virtual server environment.
Maintaining this support is essential to ensure the continued operation and required maintenance of the systems that support City and public safety operations.
Background: Over the past two annual budget workshops, IT informed City Council that the software used by the City’s server infrastructure was being acquired by Broadcom. At the time of the acquisition, many organizations across the industry were uncertain how licensing and support structures would change under the new ownership.
During those budget discussions, staff noted that the City was monitoring the situation closely as the longterm impacts to customers were not yet known. This made it difficult for staff to accurately budget for this renewal. Since that time, Broadcom has implemented significant changes to VMware’s licensing and support model. These changes have resulted in higher OEM support and maintenance costs across the industry.
The support renewal presented in this staff report reflects those updated vendor support requirements necessary to maintain vendor support for the City’s existing VxRail infrastructure.
FISCAL IMPACT: $158,665 from unallocated general fund reserves ACTION REQUESTED:
1. Allocate unallocated General Fund reserves in the Amount of $158,665 for the Dell Mission Critical Support Contract Renewal
2. Authorize the Finance Director to amend the budget for account 100.15.1510.5103.000 using General Fund reserves in the amount of $158,665 for Dell Mission Critical Support Contract Renewal
3. Authorizes The City Manager To Execute all Contracts & Agreements in content and format approved by the City Attorney and City Manager.
