The City Council adopted Resolution No. 2022-037, finding a proclaimed state of emergency exists in the jurisdiction of the City related to the COVID-19 virus pandemic and that conditions of that emergency pose a threat to meeting attendees' health and safety such that City legislative body meetings may be held via teleconference pursuant to Government Code section 54953(e) so long as the City (1) posts notice and agendas as otherwise provided by the Brown Act and applicable law, (2) allows members of the public to access the meeting via call-in line or internet-based service line, (3) provides details on the agenda on how to access the meeting and give public comment, (4) provides an opportunity to comment pursuant to Government Code section 54954.3 and allows a reasonable amount of time during public comment for a person to register, login, and comment, and (5) monitors the call-in line and/or internet-based service line to ensure no disruption hinders access or ability to comment, if there is, take no action until public access is restored. The City is not required to provide a location to attend in-person. The City is complying with these requirements and taking all reasonable steps to ensure that any member of the public may attend, participate, and watch the City's legislative bodies conduct their business. The public may participate and provide public comment in person or via Zoom Meeting.

Council Member Stanish shared that he had conversations regarding Item No.
7.1 within the last week. Council Member Stanish clarified that he was not recusing himself from voting for Item No. 7.1.

6.1 Approval of Minutes - Regular Meeting Minutes of September 20, 2022 and Special Meeting Minutes of September 27, 2022 (Town Hall Meeting).
6.2 Monthly City Report - Receive and file report for August 2022.
6.3 Authorize Notice of Completion (NOC) for the 2021 Northwest Sewer Closed-Circuit Television (CCTV) Inspection Project - Adopt Resolution No. 2022-075, authorizing the filing of a NOC for the 2021 Northwest Sewer CCTV Inspection Project and the subsequent project acceptance by the City Manager.
6.4 Accept the Countywide Local Road Safety Plan by Solano Transportation Authority - Adopt Resolution No. 2022-076, accepting the Countywide Local Road Safety Plan (LRSP).
ACTION ITEMS
7.1 Reallocate $700,000 from the Wastewater Plants Consolidation Project 7, authorizing the
reallocation of $700,000 from the Wastewater Plants Consolidation Project, finding the existence of an emergency, and authorizing the City Manager to enter into a contract without advertising for or inviting bids, to provide for water line and well discharge line replacement at Well 9.

First motion by Council Member Williams, second by Council Member Stanish to approve the full $700,000 project as presented. The first motion passed by the following roll call vote,

Provide Information to City Council regarding Parks and Recreation Commission - Staff to provide City Council information regarding the Parks and Recreation Commission and seek for City Council direction if deemed appropriate as part of the follow-up from the August 16, 2022 Regular Meeting.

1. The Parks and Recreation Commission is directed to focus equally on recreation and parks.
2. All Commissions and Committees are to provide regular quarterly status reports to City Council.
3. Staff is directed to audio-record all Commission and Committee meetings.

2. A future agenda item regarding the City passing a resolution consistent with Solano County's stance regarding their opposition to the Delta Conveyance Project.
