Mayor Kott called the meeting to order at 6:00 p.m.
PRESENT: Council Members Dolk, Donnelly, Okamura, Vice Mayor Stanish and Mayor Kott
ABSENT: None
Mayor Kott announced there was no reportable action taken in Closed Session.
3. PRESENTATIONS
3.1 Proclamation: Older Americans Month (May 2023)
Mayor Kott presented the proclamation certificate for Older Americans Month to Elaine Clark and Tony Provine from the Napa / Solano Area Agency on Aging (MANS).
4. PUBLIC COMMENT (Time Limit - 5 minutes per speaker)
Four (4) public comments were received.
5. DISCLOSURE OF EX PARTE COMMUNICATIONS
City Council Members should disclose any communications they have had on the agenda items at this time.
Vice Mayor Stanish disclosed that he had spoken to a few people regarding some items that are on the agenda.

6.1 Approval of Minutes - Joint Meeting Minutes of April 18, 2023.
6.2 Road Repair and Accountability Act of 2017 (SB1) Project Lists for Fiscal Year 2023-2024 - Adopt Resolution No. 2023-028, approving the project lists for the Road Repair and Accountability Act of 2017 for the Fiscal Year 2023-2024, authorizing submittal of reports and lists to the California Transportation Commission, and authorizing the City Manager to execute any documents related to same.
6.3 Highway Safety Improvement Program (HSIP) Cycle 11 Grant - Adopt Resolution No. 2023-029, accepting $491,040 in grants, appropriating funds to the City FY2022/2023 Capital Improvement Program (CIP) budget, and authorizin.g the City Manager to execute all grant documents.
6.4 Approve the Disposition of Records in Compliance with the City of Rio Vista's Records Retention Schedule - Adopt Resolution No. 2023-031, approving the disposition or purging of certain records under the custody of the Rio Vista Police Department (RVPD).
6.5 Waive the Final Reading by Substitution of the Title and Adopt Ordinance No. 003-2023 - An Ordinance of the City Council of the City of Rio Vista Adopting by Reference the 2022 Edition of the California Building Standards Code with Local Amendments Added by
Repealing and Replacing Chapters 15.04.030 and 15.04.080 of the Rio Vista Municipal Code.

7.1 Transient Occupancy Tax (TOT) Funds Policy and Procedures -Adopt Resolution No. 2023-030, approving the Transient Occupancy Tax (TOT) Funds - Expenditure Reimbursement Program Policy.
Four (4) public comments were received. Motion by Council Member Donnelly, second by Council Member Okamura and passed by the following roll call vote, Council adopted Resolution No. 2023-030 with minor modifications to the Transient Occupancy Tax (TOT) Funds - Expenditure Reimbursement Program Policy document.

7.2 Municipal Rates and Utilities Committee (MRUC) Nominee - Consider Mayor's recommendation to nominate an applicant to fill the Committee vacancy left behind by Committee Member Howard Lamothe.
Five (5) public comments were received. No motion or action was made regarding the appointment of Hector Dela Rosa to the MRUC.
After the City Council discussed this matter, Mayor Kott directed staff to contact Mr. Dela Rosa regarding his committee application, and to bring back this agenda item to a future meeting. In addition, staff was directed to continue advertising the committee vacancy.

Council Member Okamura shared that there are conversations with CAP Solano and the coordinated entry program staff regarding setting up a table at Rio Vista and working with the City's unhoused population to offer them various services. The tentative timeline for this event is May 2023.
