Mayor Kott reported that regarding Items 1.1 to 1.4, City Council provided staff with direction.
Regarding Item 1.5, Mayor Kott reported that the City Council discussed and agreed to one modification to the City Manager contract. The modification to the agreement would be brought up during the discussion for Agenda Item 7.3 -Approve City Manager Employee Agreement.

Council Member Donnelly stated that she had conversations regarding Item 7.2 Council Member Okamura reported that he discussed Item 7.2 with Mr. Tom Donnelly since he drafted the City's 2008 sign standards.

7. ACTION ITEMS
7 .1 Approve Closeout Analysis Report for Reassessment District 2007-1 R (River View Point) - Adopt Resolution No. 2023-032, declaring the remaining redemption fund balance to be surplus, ordering the disposition of such surplus, and approving the closeout analysis report prepared by NBS for the Reassessment District 2007-1 R (River View Point).

7.2 River-Facing Rio Vista Signage - Consider and discuss the proposed placement of a river-facing Rio Vista sign and provide direction to staff.
Interim City Manager Phil Carter presented and facilitated City Council discussion regarding the river-facing Rio Vista Signage.
Five (5) public comments were received.
Mayor Kott suggested the probability of revisiting the City's branding policy, which was last done in 2008 via the City's sign standards.
Interim City Manager Carter recommended to the City Council to bring this matter back to the Planning Commission and facilitate discussion on branding strategies. In addition, Interim City Manager Carter suggested a more comprehensive look at signage with a process which would include public outreach as the City strategizes on branding , type of signage, and location.
No motion was made for this agenda item.
7.3 Approve City Manager Employee Agreement - Adopt Resolution No. 2023-033, approving the Employment Agreement with Ms. Kristina Miller for the position of City Manager.
Mayor Kott reported back that there would be one modification to the City Manager Employment Agreement.
Interim City Manager Carter reported to the City Council regarding the recruitment process, the selection of Ms. Kristina Miller as the City's new City Manager, and the compensation package per the Employment Agreement as originally presented.
City Attorney Mona Ebrahimi reported to the City Council regarding the modification that was discussed during Closed Session, wherein the City Council directed staff to modify Page 11 (first bullet point) of the City Manager Employment Agreement to add the provision "if employee voluntarily leaves employment in the first 12 months, employee shall reimburse the City for any moving or relocation expenses paid by the City." Mayor Kott shared that City Council was impressed with Ms. Miller's qualifications.
