Council Member Okamura stated that he had spoken to Andrea Cross, proprietor from Ben's Friends of the Vine, regarding Agenda Item No. 7.5 (Consider Information regarding Proposed Main Street Community Patio and Provide Staff Direction).
Council Member Donnelly stated that she had spoken to various business owners regarding Agenda Item No. 7 .5 (Consider Information regarding Proposed Main Street Community Patio and Provide Staff Direction).

6.5 Accept Grant Funding from Yolo Solano Air Quality Management District (YSAQMD) - Adopt Resolution No. 2023-055, approving the acceptance of $100,000 in grants from YSAQMD, appropriate funds to the City's Fiscal Year (FY) 2023-2023 Capital Improvement Projects (GIP) budget, reallocate matching funds in the amount of $74,447 from the Road Repair and Accountability Act of 2017 (RMRA) Airport Road project, and authorize the City Manager to execute all grant documents.
City Council asked questions and requested clarification from staff regarding the project's coverage.

7.1 Public Hearing: Past Due Administrative Citation Property Liens - Adopt Resolution No. 2023-056, thereby directing and approving a special assessment and lien upon specified parcels with past due administrative citations for a violation(s) in connection with real property.
Finance Director Jen Lee presented regarding the past due administrative citation property liens. City Council requested staff to provide an informative presentation regarding the City's Code Enforcement processes.
Mayor Kott opened the public hearing at 6:26 p.m. Two (2) public comments were received. Mayor Kott closed the public hearing at 6:33 p.m.

7.2 Staffing at the Police Department for Records -Consider staffs request regarding staffing at the Police Department for records-related job functions and provide staff with further direction.
Police Chief Mazer provided a presentation regarding the current staffing levels at the Police Department regarding records-related job functions.

7.3 Utilize Rio Vista Downtown Association to Further the City's Economic Development Interests - Consider a proposal from the Rio Vista Downtown Association to utilize the Association to further the City's economic development interests in compliance with current City policies and procedures.
Four (4) public comments were received. City Council directed staff to provide a formalized proposal and further delineate processes should the grant program be implemented.

7.4 Approve a Professional Services Agreement for Fire Chief Recruitment Services -Approve a Professional Services Agreement with Bob Murray & Associates for Fire Chief recruitment services in an amount not to exceed $26,000.

7.5 Consider Information regarding Proposed Main Street Community Patio and Provide Staff Direction - Consider and discuss the proposal submitted by Ms. Andrea Cross, proprietor of Ben's Friends of the Vine, for a Downtown / Main Street "community patio." The proposed "community patio's" location is the alley adjacent to Ben's Friends of the Vine.
Five (5) public comments were received. City Council consensus was in favor of implementing Ms. Cross' proposal. City Council directed staff to work with Ms. Cross to carry out the "community patio" project.
No motion was made for this agenda item.

City Manager Miller reported that the City's Design Review Committee (DRC) did not meet this week. City Manager Miller also shared regarding the upcoming ribbon-cutting ceremony for the new "shade sails" and "meetand-greet the new City Manager" event hosted by the City at the Promenade on August 2, 2023 at 11 :00 a.m.
