6.1 Approval of Minutes - Regular Meeting Minutes of August 15, 2023.

6.3 Waive the Final Reading by Substitution of the Title and Adopt Ordinance No. 007-2023 - An Ordinance of the City Council of the City of Rio Vista Adopting by Reference the California Responsible Beverage Service (RBS) Regulations by Repealing and Replacing Chapter 9.20 of the Rio Vista Municipal Code.
Item 6.3 was moved to an action item. City Manager Kristina Miller went through the typographical changes to the document with all present council members.

2.24.030 (Public Safety Oversight Commission, Membership), and Chapter
2.25.030 (Park and Recreation Commission, Membership) of the Rio Vista Municipal Code for the Purpose of Creating One (1) Youth Commissioner Position for Each Mentioned Commission.

7.3 Approve Purchase of One (1) Police Vehicle - Adopt Resolution No. 2023-061, approving the purchase of one (1) new police patrol vehicle from Rio Vista Dodge Chrysler Jeep, Inc. in an amount not to exceed $52,781.29, the purchase with installation of emergency lights and equipment in an amount not to exceed $30,000, and the additional appropriation of $82,781.29 funded by the Vehicle Replacement Fund 012 ($40,000), Police Service District Fund 039 ($12,781 .29), and Business Park Fund 075 ($30,000).

9.1 City Manager
City Manager gave an update on the 2x2 meeting and discussed the following:
• Potential land swap with the School District
• Brann Ranch
• Joint Use Facility Agreement
9.2 City Council
1. Council Member Okamura reported that four beds will be available to us through a grant next year. The idea is that we're going to hopefully go to a regional approach where the beds are all available to everyone within t.he county.
2. Vice Mayor Stanish gave an update on mosquito abatement as well as deceased birds.
