2.21.020 (Planning Commission, Membership), Chapter 2.23.030 (Airport Advisory Commission, Membership), Chapter 2.24.030 (Public Safety Oversight Commission, Membership), and Chapter 2.25.030 (Park and Recreation Commission, Membership) of the Rio Vista Municipal Code for the Purpose of Amending Eligibility Requirements for Youth Commissioner.
MAYOR KOTT PULLED THE FOLLOWING CONSENT CALENDAR ITEM FOR FURTHER DISCUSSION:
6.5 Waive the Final Reading by Substitution of the Title and Adopt Ordinance No. 014-2023 - An Ordinance of the City Council of the City of Rio Vista Adding Chapter 15.20 (Vacant Buildings) to the Rio Vista Municipal Code.
Zero (0) public comment was received. City Council asked staff for clarification prior to making the motion for adoption. Motion by Council Member Okamura, second by Council Member Donnelly and passed by the following roll call vote, Council adopted Ordinance No. 014-2023.

ACTION ITEMS
7.1 Authorize $20,000 for the Fireworks Show on December 2, 2023 Related to the Holidays on Main Event, and Authorize the City Manager to Execute an Agreement with Devastating Pyrotechnics - Adopt Resolution No. 2023-085, authorizing $20,000 from the previously approved recreation funding and authorizing the City Manager to execute the agreement with Devastating Pyrotechnics in the amount of $20,000.
Four (4) public comments were received. City Council discussed this item, with the discussion as well as public comment reflecting disinterest in having fireworks show.

7.2 Approve Memorandum of Understanding (MOA) between the City of Rio Vista and the County of Solano for Animal Control Services Covering the Periods of July 1, 2023 to June 20, 2026 - Adopt Resolution No. 2023-086, which approves the Memorandum of Understanding (MOA) between the City of Rio Vista and the County of Solano for animal control services covering the periods of July 1, 2023 to June 30, 2026.
Three (3) public comments were received. After discussing this item the City Council directed staff to provide a comparison between entering the MOA versus the City providing the service "in-house" ", while addressing issues such as staffing and budgetary implications.
No action was made on this agenda item.
7.3 Approve the Joint Exercise of Powers Agreement (JEPA) for the Provision and Management of Emergency Ambulance Services - Adopt Resolution No. 2023-087, which would authorize the City Manager to execute the necessary documents and approve an agreement in substantial form with changes as directed by the City Attorney.
One (1) public comment was received. Motion by Vice Mayor Stanish, second by Council Member Donnelly and passed by the following roll call vote, Council adopted Resolution No. 2023-087.

9.1 City Manager
City Manager Miller reported on the following:
1. The Design Review Committee (DRC) met and reviewed the list of events for the December 2, 2023 Christmas/Tree-Lighting event. The Community Center will be available for Chamber of Commerce activities.
2. The December 5, 2023 regular meeting is planned to be cancelled, and the next regular meeting will be on December 19, 2023.

3. Staff is working on amending the job description for said position prior to recruitment.
9.2 City Council
1. Council Member Okamura shared information from CAP Solano regarding the upcoming Solano County Point-in-lime (PIT) Count 2024 which will be done on January 31, 2024. Volunteers will be needed for the PIT Count, and additional information when available will be shared with the public.
2. Mayor Kott shared that California Forever will be holding a town hall meeting in Rio Vista on December 5, 2023. More details such as the venue will follow.
