6.8 Accept Additional Funding from the County in the Amount of $29,882, Authorize the City Manager to Execute the Funding Amendment, and Award a Contract for the American Rescue Plan Act (ARPA) River Road Water Project - Adopt Resolution No. 2024-019, which authorizes the City to accept additional tunding trom the County of solano in the amount of $29,882, authorizes the City Manager to execute the attached funding amendment, and award a construction contract to Warren E.
Gomes Excavating, Inc. in an amount not to exceed $98,900.00 for the ARPA River Road Water Project and authorize a ten-percent (10%) contingency fund of $9,890.00.
6.9 Non-Designation of City Alleyways as Fire Lanes - Consider and approve staff recommendation for the City Council to not designate City alleyways as fire lanes, and direct staff to remove existing "Fire Lane" signs located in those areas.
7. ACTION ITEMS
7.1 Seek City Council Direction Regarding Fiscal Year 2023-2024 City Council Community Funding Requests - Discuss, give feedback, and provide direction on whether the City should open the process for the Fiscal Year 2023-2024 City Council Community Funding Requests given the City's current financial health.
City Manager Miller provided a presentation of the agenda item before City Council. City Manager also provided responses to inquiries and requests for clarification from City Council.

Via consensus from City Council, staff was directed to not hold the City Council Community Funding Request for Fiscal Year 2023-2024.

7.2 Discuss Memorial Plaque Policy - Consider staff's report and presentation, and provide City Council direction as appropriate.
City Manager Miller provided a presentation of the agenda item before City Council. City Manager also provided responses to inquiries and requests for clarification from City Council.

7.3 Review and Provide Direction Regarding Proposed Economic Development Strategic Plan (EDSP) edits per the General Plan Working Group (GPWG) - Discuss and provide direction regarding proposed edits as recommended by the GPWG during the committee's March 7, 2024 meeting. Should City Council approve and direct staff to make said edits, adopt Resolution No. 2024-020, thereby approving the incorporation of said edits into the adopted EDSP and memorializing said change as "Amendment One (1)" to the adopted EDSP with an amendment date of March 19, 2024.
City Manager Miller provided a presentation of the agenda item before City Council. City Manager also provided responses to inquiries and requests for clarification from City Council.

Motion by Council Member Stanish, second by Council Member Dolk and passed by the following roll call vote, Council adopted Resolution No. 2024-020, thereby approving Amendment One (1) of the EDSP.

9.1 City Manager
City Manager Miller shared the following with the City Council:
1. The Planning Commission met on March 13, 2024 and discussed two (2) public art projects and the Waterfront Specific Plan.
2. City Manager Miller would be meeting with Chris Rico, President and Chief Executive Officer (CEO) of Solano Economic Development Corporation on March 20, 2024.
9.2 City Council
1. Vice Mayor Okamura shared that the Rio Vista Rotary would have a Speaker Series with Joseph Dingman, Executive Director of Travis Airforce Base, as guest speaker. The Speaker Series will be held on Wednesday, March 27, 2024 from 6:00 PM to 8:30 PM at the Veterans Memorial Building - 610 Saint Francis Way, Rio Vista, Ca 94571.
2. Council Member Stanish shared his thoughts regarding a public comment made earlier in the meeting regarding gay marriage, insinuations that members of City Council the City Council and the California Forever initiative / ballot measure.
3. Council Member Dolk complimented Public Works staff regarding help on preparing the fields for Little League. Council Member Dolk also commented regarding the Joint Use Agreement between the City and the River Delta Unified School District, complimenting Superintendent Kathy Wright for her help.

4. Mayor Kott shared that Jan Sramek from California Forever contacted him regarding the undeveloped property on Front Street that belongs to the McCormack Family Trust. California Forever recently bought an approximately (5) percent of the share of said Family Trust, and that Mr.
Sramek (at this time) has no development-related plans for the recently- purchased property.
5. Mayor Kott inquired staff regarding the public comments made pertaining to water issues and debris found in the water. Public Works Director provided responses and clarification.
10. CITY COUNCIL FUTURE AGENDA ITEM REQUESTS
The following future agenda items were approved by the majority of the Council:
1. A future agenda item to reduce public speaker time from five (5) minutes to three (3) minutes.
11. ADJOURNMENT
The next regularly scheduled City Council meeting is Tuesday, April 2, 2024, at 6:00 p.m.
Mayor Kott adjourned the meeting at 8:00 p.m.
