Mayor Kott called the meeting to order at 6:00 p.m.

4.1 APPROVE AGREEMENT FOR CONTRACT WASTEWATER
OPERATIONS SERVICES FOR THE BEACH AND NORTHWEST
WASTEWATER TREATMENT PLANTS FOR A FIVE-YEAR TERM WITH INFRAMARK, LLC FOR A BASE FEE IN YEAR ONE OF $1,669,488 INCREASING THEREAFTER BY A BLEND OF THE
CONSUMER PRICE INDEX (CPI) FOR THE SAN FRANCISCOOAKLAND-HA YWARD AREA AS OF FEBRUARY OF EACH CALENDAR YEAR, AND THE EMPLOYMENT COST INDEX (ECI).
City Manager Kristina Miller introduced the agenda item as well as Hydroscience Principal and Contract Consultant, Curtis Lam, PE with the latter providing the presentation before City Council.
City Manager Miller and Contract Consultant Lam responded to inquiries and requests for clarification from City Council.
Two (2) public comments were received.
Motion by Vice Mayor Okamura, second by Council Member Dolk with a request to bring back an amendment that includes a floor and ceiling annual increase and passed by the following roll call vote, Council approved Resolution No. 2024-083, thereby approving the contract with lnframark, LLC.

6.1 City Manager
City Manager Miller thanked staff, the consulting team, and lnframark for working together in expediting the agenda package for City Council presentation.
6.2 City Council
Council Member Dolk thanked staff for the successful Halloween on Main / Trunk or Treat 2024 event on October 31, 2024. Council Member Dolk congratulated all the candidates for the November 5, 2024 municipal election. Council Member Dolk also thanked staff for disseminating information and engaging the community regarding Measure K.
