Mayor Okamura called the meeting to order at 6:00 p.m.
Mayor Okamura led the pledge of allegiance.

3.01 Commission/Committee Quarterly Reports
3.1.1 Municipal Rates & Utilities Committee
Council Member Dolk, as Chair of the Municipal Rates & Utilities Committee, provided an update to City Council. One public comment was made.

Chair Donnelly provided an update to City Council.

Chair Brizel provided an update to City Council.

4. PUBLIC COMMENT (Time Limit - 5 minutes per speaker)
Members of the audience may comment on any item of interest to the public within the subject matter jurisdiction of the City Council and any item that is not on the agenda. Each person will be allowed five minutes, or less, if a large number of requests are received on a particular subject, all subject to the Mayor's direction. With certain exceptions, the City Council may not discuss or take action on items that are not on the agenda. If you wish to offer public comment or speak on any item on the agenda, please complete a speaker form (voluntary) and deliver it to the City Clerk prior to the discussion of the item or otherwise indicate your desire to speak to an item. When your name is called or you are recognized by the Mayor, please stand, make your way to the podium, and present your comments.

6. CONSENT CALENDAR ITEMS
The purpose of the Consent Calendar is to group items together which are routine or have been discussed previously and do not require further discussion. They may be approved by a single motion and roll call vote. Any member of the City Council, City Staff, or the Public may request removal of an item for discussion; rescheduling of the item(s) will be at the discretion of the Mayor.
Mayor Okamura invited City Council, staff, and the public to request removal of items for discussion. Item 6. 07 was pulled for discussion per the request of resident Tom Surh, and item 6. 10 was pulled for discussion per the request of resident Fred Kogler.

Vice Mayor Donnelly motioned to approve Consent Calendar items 6.01 - 6.06,
6. 08, 6. 09, and 6. 11. Council Member Stanish seconded the motion. Roll call vote found all in favor. Motion carried (5-0).
Items pulled from Consent for Discussion: 6.07 Flag Display Policy - Approve and adopt a City Facilities Flag Display Policy
Resident Tom Surh provided comments for City Council's consideration.
Three public comments were made.
Following Council discussion, City Council directed staff to add a discussion on the use of decorative banners for commemorative flags to a future agenda.
Council Member Dolk motioned to approve and adopt the Flag Display Policy as presented. Council Member Duke seconded the motion. Roll call vote found Council Members Dolk and Duke, Vice Mayor Donnelly, and Mayor Okamura in favor; and Council Member Stanish opposed. Motion carried (4-1).
6.10 Fire Engine 56 Repairs - Consider a Resolution approving payment in the amount of $37,776.15 for repairs to the Fire Department's Engine 56 Resident Fred Kogler provided comments for City Council's consideration.
One public comment was made.
City Council directed staff to research the validity of the sales tax charge on the invoice and seek resolution should there be any discrepancies.
Council Member Stanish motioned to adopt a Resolution approving payment in the amount of $37, 776. 15 for repairs to Engine 56. Vice Mayor Donnelly seconded the motion. Roll call vote found all in favor. Motion carried (5-0).

7. ACTION ITEMS
7.01 Replaster and Repair of Community Pool Contract Award - Consider a Resolution awarding a contract to Dave Gross Enterprises Inc. dba Adams Pool Specialties in an amount not to exceed $201,108 for the replastering and repair of the Rio Vista Community Pool and authorizing a 20% construction contingency fund of $40,221.60
Public Works Director Greg Malcom provided the staff report and answered clarifying questions of City Council.

Council Member Dolk motioned to adopt the Resolution awarding a contract to Dave Gross Enterprises, Inc., dba Adams Pool Specialties in an amount not to exceed $201, 108 for the plastering and repair of the Rio Vista Community Pool and authorizing a 20% construction contingency fund of $40,221.60. Council Member Duke seconded the motion. Roll call vote found all in favor. Motion carried (5-0)
7.02 Speed Table Contract Award - Consider a Resolution authorizing award of a contract to Warren E. Gomes Excavating, Inc. in an amount not to exceed $62,000.00 for the Speed Table Improvements project and authorizing a 10% contingency fund of $6,200.00
Public Works Director Greg Malcom provided the staff report.

Vice Mayor Donnelly motioned to adopt the Resolution authorizing award of a contract to Warren E. Gomes Excavating, Inc., in an amount not to exceed $62,000.00 for the Speed Table Improvements project and authorizing a 10% contingency fund of $6,200. Council Member Duke seconded the motion. Roll call vote found all in favor. Motion carried (5-0)
7.03 Tree Policy - Review and consider adopting the proposed Tree Policy Public Works Program Manager Krystine Ball provided the staff report and advised that staff recommends the following modifications to the Tree Policy as presented:
• Section 4, Tree Projects on City Property, Approval Process:
o ''All project proposals will be reviewed for approval by the Public Works Director."
o Remove second bullet point
• Section 3, Tree Planting Guidelines, Location and Spacing:
o Add that exceptions may be made with the approval of the Public Works Director

Following discussion, Mayor Okamura motioned to approve and adopt the proposed Tree Policy, with staff's recommended changes. Vice Mayor Donnelly seconded the motion. Roll call vote found all in favor. Motion carried (5-0)
7.04 Reallocation of Remaining Economic Development Funds - Consider reallocation of the $5,373.91 in Economic Development Funds remaining from the Business Matching Grant Program
City Manager Kristina Miller provided the staff report.

City Council directed staff to reopen the Business Matching Grant Program, making the $5,373.91 available for three awards of up to $1,791.30 each for projects that will (1) have visual impact and (2) be completed by December 31, 2025. Awards will not be available to previous recipients of EDF funds.
8. INFORMATION ITEMS
8.01 Update(s) regarding California Forever, if any
City Manager Kristina Miller reported that she and Mayor Okamura attended a shipyard reception and that the reimbursement agreement negotiations continue.

City Manager Kristina Miller reported on recent events and activities.

9.02 City Council
Council Member Stanish reported that he had attended an STA (Solano Transit Authority) meeting last Wednesday and a Solano Mosquito Abatement District meeting on Monday, July 14.
Mayor Okamura reported that he had attended an STA meeting and a Solano County Water Agency meeting.

10. CITY COUNCIL FUTURE AGENDA ITEM REQUESTS
City Council confirmed their request for a future discussion on the use of decorative banners, and requested an item regarding a Citywide emergency alarm system.
