Mayor Okamura called the special meeting to order at 5:00 p.m.
Roll call vote found Council Members Dolk, Duke, and Stanish, and Mayor Okamura present and Vice Mayor Donnelly absent.
2. PUBLIC COMMENT (Special Meeting Item Only - up to 5 minutes per speaker) There were no public comments.
3. ADJOURN TO CLOSED SESSION
City Council adjourned to Closed Session.
3.1 Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9 (State of CA v. Frank Webb Properties, LLC, et al, Yolo County Superior Court Case No. CV2023- 0954).

Mayor Okamura called the regular meeting to order at 6:29 p.m.

7.03 EDF Grant Awards - Consider a Resolution approving awards of Economic Development Funds totaling up to $5,373.91
City Manager Kristina Miller provided the staff report.
No public comments were made.
Following brief discussion, Council Member Stanish motioned to adopt a resolution approving awards of Economic Development Funds of $1,791.30 to Hoa Hua and $795.15 to Rio Vista Chamber of Commerce and releasing the remaining funds back to the General Fund. Council Member Duke seconded the motion. Roll call vote found Council Members Stanish, Duke, and Dolk in favor and Mayor Okamura opposed. Motion carried (3-1-0).
7.04 Establishing Commission Schedules by Resolution - Introduce and waive the first reading of an Ordinance deleting sections 2.21.030,
2.23.040, 2.24.040, and 2.25.040 and amending section 2.20.180 of the Rio Vista Municipal Code to establish regular meeting schedules of Commissions by resolution
City Manager Kristina Miller provided the staff report.
One public comment was made.
Following discussion, direction was given to staff to amend the proposed Ordinance to add an amendment to RVMC section 2.20.130 (B) to require, at the discretion of the respective City Council liaison, the annual rotation of the roles of chair and vice chair.
8. INFORMATION ITEMS
8.01 Update(s) regarding California Forever, if any
City Manager Kristina Miller reported that the City was made aware that California Forever had submitted a development application [to Suisun City] and that she had several phone calls but no in person meetings with Suisun City and California Forever.

10. CITY COUNCIL FUTURE AGENDA ITEM REQUESTS
City Council requested a future agenda item on parallel parking markings downtown (if a budget allocation is necessary to accomplish this) and a future agenda item to review the City Council Code of Conduct.
