1. CALL TO ORDER, ROLL CALL & PLEDGE OF ALLEGIANCE
Mayor Okamura called the meeting to order at 6:00 p.m.
Roll call vote found Council Members Dolk and Duke, Vice Mayor Donnelly, and Mayor Okamura present, and Council Member Stanish absent.
Mayor Okamura led the pledge of allegiance.
2. CLOSED SESSION REPORT
None.
3. PRESENTATIONS
3.01 Emergency Notifications System (Fire Chief Pfenning) Chief Pfenning introduced Solano County Emergency Services Manager Robyn Rains; Ms. Rains provided information about the County's emergency notifications systems and answered questions of City Council. Chief Pfenning presented additional information regarding emergency notifications systems.

3.02 Quarterly Commission Reports
3.02.1 Measure K Oversight Committee
Mayor Okamura reported that, per Chair Jennifer Briz el, there was no update because there were no Committee meetings in the last quarter.
3.02.2 Municipal Rates & Utilities Committee
Chair (Council Member) Rick Dolk reported that there were no Committee meetings in the last quarter and that Committee meetings will reconvene after the new year.

3.02.3 Planning Commission
Chair Tom Donnelly provided a verbal report of the Commission's activities during the last quarter.

6. CONSENT CALENDAR ITEMS
Mayor Okamura invited City Council, staff, and the public to request removal of items for discussion. Item 6. 01 was pulled for discussion.

Vice Mayor Donnelly motioned to approve Consent Calendar items 6.02 - 6.07.
Council Member Duke seconded the motion. Roll call vote found all in favor. Motion carried (4-0).

6.01 Approve City Council Meeting Minutes - Approve the Minutes of the Regular City Council Meeting of October 7, 2025
City Manager Kristina Miller explained that the item was pulled to include the correction of a typo in Council's approval (the special meeting time was listed in the draft as 5:30, it should be 5:00). Council Member Duke motioned to approve Consent Calendar items 6.01 with the correction.
Council Member Dolk seconded the motion. Roll call vote found all in favor.
Motion carried (4-0).

7. ACTION ITEMS
7.01 Transfer of EDUs - Acknowledge the transfer of sewer capacity equivalent dwelling units (EDUs) between Lewis Investment Company, LLC and Encore Liberty II, LLC, and authorize the City Manager to sign and send an Acknowledgement Letter
Public Works Program Manager Krystine Ball provided the staff report.

Vice Mayor Donnelly motioned to Acknowledge the transfer of sewer capacity equivalent dwelling units (EDUs) between Lewis Investment Company, LLC and Encore Liberty II, LLC, and authorize the City Manager to sign and send an Acknowledgement Letter. Council Member Duke seconded the motion. Roll call vote found all in favor. Motion carried (4-0).
7.02 Measure K Roadway Improvement Project - Consider a Resolution authorizing a Measure K Roadway Improvement Project; proposed options for consideration would cost between an estimated $757,000 and an estimated $3,177,400
Public Works Director Greg Malcolm presented the staff report and answered clarifying questions.

7.03 Title 2 Amendments - Introduce and waive the first reading of an ordinance amending Title 2 of the Rio Vista Municipal Code by deleting sections 2.21.030, 2.23.040, 2.24.040, and 2.25.040 and amending sections 2.20.130 and 2.20.180 to establish the regular meeting schedules of Commissions by resolution and to require, at the City Council liaisons' discretion, the roles of chair and vice chair to rotate annually City Manager Kristina Miller provided the staff report.

Vice Mayor Donnelly motioned to introduce and waive the first reading of an Ordinance amending Title 2 of the Rio Vista Municipal Code by deleting sections 2.21.030, 2.23.040, 2.24.040, and 2.25.040 and amending sections 2. 20. 130 and 2. 20. 180, as proposed by staff and adding language to section 2. 20. 130 to specify that the rotation of Chair and Vice Chair of the Planning Commission will be at the Mayor's discretion. Council Member Duke seconded the motion. Roll call vote found all in favor. Motion carried (4-0).

8.01 Update(s) regarding California Forever, if any
City Manager Kristina Miller reported that there had not been any recent meetings with California Forever.

City Manager Kristina Miller reported on recent events and activities.
9.02 City Council
Vice Mayor Donnelly reported that she had attended the League of California Cities Conference and that the October 23, 2025, CAP Solano meeting had been cancelled.
Mayor Okamura reported that he had attended the League of California Cities Conference.

10. CITY COUNCIL FUTURE AGENDA ITEM REQUESTS
City Council requested a future agenda item on speed mitigation for Airport Road and Montezuma Hills Road after pavement improvements are completed.
