1. CALL TO ORDER, ROLL CALL & PLEDGE OF ALLEGIANCE
Mayor Okamura called the regular meeting to order at 6:00 p.m.
Roll call vote found Council Members Dolk, Duke, and Stanish, Vice Mayor Donnelly, and Mayor Okamura present.
Mayor Okamura led the pledge of allegiance.

4. PUBLIC COMMENT (Time Limit - 5 minutes per speaker)
Members of the audience may comment on any item of interest to the public within the subject matter jurisdiction of the City Council and any item that is not on the agenda. Each person will be allowed five minutes, or less, if a large number of requests are received on a particular subject, all subject to the Mayor's direction. With certain exceptions, the City Council may not discuss or take action on items that are not on the agenda. If you wish to offer public comment or speak on any item on the agenda, please complete a speaker form (voluntary) and deliver it to the City Clerk prior to the discussion of the item or otherwise indicate your desire to speak to an item. When your name is called or you are recognized by the Mayor, please stand, make your way to the podium, and present your comments.

6. CONSENT CALENDAR ITEMS
The purpose of the Consent Calendar is to group items together which are routine or have been discussed previously and do not require further discussion. They may be approved by a single motion and roll call vote. Any member of the City Council, City Staff, or the Public may request removal of an item for discussion; rescheduling of the item(s) will be at the discretion of the Mayor.
Mayor Okamura invited City Council, staff, and the public to request removal of items for discussion. 6. 02 was pulled for discussion.
6.01 Approve City Council Meeting Minutes - Approve the Minutes of the Regular City Council Meeting of November 18, 2025
6.02 Campaign Contribution Limits \/\Jaive the final reading by substitution of the title and adopt Ordinance 023 2025, an ordinance amending Chapter
1.08 (Elections) of Title 1 (General Provisions) of the Rio Vista Municipal Code to add a new Section 1.08.030 (Mayor and City Council Campaign Contribution Limitations)

Council Member Stanish motioned to approve Consent Calendar item 6. 01 . Vice Mayor Donnelly seconded the motion. Roll call vote found all in favor. Motion carried 5-0.

Vice Mayor Donnelly motioned to approve Consent Calendar item 6. 02 with a change to Section 1. 08. 030 C (2) to add "or the default cap defined by the California FPPC." Council Member Stanish seconded the motion. Roll call vote found all in favor. Motion carried 5-0.
7. ACTION ITEMS
7.01 Reimbursement Agreement with California Forever - Consider approving a reimbursement agreement between the City of Rio Vista and Flannery Associates dba California Forever

Nine public comments were made.
Following discussion, Vice Mayor Donnelly motioned to approve a reimbursement agreement between the City of Rio Vista and Flannery Associates dba California Forever, with the following changes to the agreement:
• Add clarification that "California Forever'' is "Flannery Associates dba California Forever''
• Amend citation #5 to "The initial deposit shall be $100,000 which shall be replenished from time to time to reimburse the City for its expenditures."
Council Member Duke seconded the motion. Roll call vote found all in favor. Motion carried 5-0.
7.02 Fire Code Adoption - Waive the first reading by substitution of the title and introduce an ordinance adopting by reference the 2025 edition of the California Fire Code with local amendments
Fire Chief Adam Pfenning provided the staff report.

Vice Mayor Donnelly motioned to introduce and waive the first reading of the title of an ordinance adopting by reference the 2025 edition of the California Fire Code with local amendments. Council Member Stanish seconded the motion. Roll call vote found all in favor. Motion carried (5-0).
7.03 Delta Breeze Dial-a-Ride Hours - Consider discontinuing the Rio Vista Delta Breeze's augmented schedule and resuming the operating hours of 9:30 a.m. to 1 :30 p.m. and 2:00 p.m. through 5:00 p.m.
Brandon Thomson, Transit Manager, provided the staff report and answered questions of City Council.
No public comments were made.
Following discussion, Vice Mayor Donnelly motioned to discontinue the Rio Vista Delta Breeze's augmented schedule, resume the operating hours of 9:30 a.m. to 1:30 p.m. and 2:00 p.m. through 5:00 p.m., and revisit the topic in April. Council Member Stanish seconded the motion. Roll call vote found all in favor. Motion carried 5-0.
