1. CALL TO ORDER, ROLL CALL & PLEDGE OF ALLEGIANCE
Mayor Okamura called the meeting to order at 6:00 p.m.
Roll call vote found Council Members Dolk and Stanish, Vice Mayor Donnelly, and Mayor Okamura present; and Council Member Duke absent.
Mayor Okamura led the pledge of allegiance.

6. CONSENT CALENDAR ITEMS
Mayor Okamura invited City Council, staff, and the public to request removal of items for discussion. Item 6. 02 was pulled for discussion.
6.01 Approve City Council Meeting Minutes - Approve the Minutes of the Regular City Council Meeting of December 16, 2025
6.02 Quarterly Facility Fee \\'aiver Report Receive and file quarterly facility fee waiver report
6.03 Monthly Report - Receive and file January 2026 report with October and November 2025 departmental data
There were no public comments.
Vice Mayor Donnelly motioned to approve Consent Calendar items 6.01 and 6.03.
Council Member Stanish seconded the motion. Roll call vote found all in favor.
Motion carried 4-0.

Council Member Stanish motioned to receive and file the quarterly facility fee waiver report. Vice Mayor Donnelly seconded the motion. Roll call vote found all in favor. Motion carried 4-0.

7.01 Selection of Vice Mayor
City Manager Kristina Miller provided the staff report. No public comments were made.
Vice Mayor Donnelly motioned to approve Mayor Okamura 's recommendation to select Rick Dolk to serve as Vice Mayor in 2026; Council Member Stanish seconded the motion. Roll call vote found all in favor. Motion carried 4-0.
7.02 2026 Assignments - Review and approve the proposed assignments of City Council Members as liaisons to City Committees and Commissions, and to represent the City on other agency boards and regional commissions and committees for 2026

Vice Mayor Dolk motioned to approve the proposed assignments of City Council Members as liaisons to City Committees and Commissions, and to represent the City on other agency boards and regional commissions and committees for 2026.
Council Member Stanish seconded the motion. Roll call vote found all in favor.
Motion carried 4-0.
7.03 Commission Appointments - Approve the Mayor's nominations for various City Commisison appointments/reappointments
City Manager Kristina Miller provided the staff report. No public comments were made.
Council Member Donnelly motioned to approve the Mayor's nominations for various City Commisison appointments/reappointments. Council Member Stanish seconded the motion. Roll call vote found all in favor. Motion carried 4-0.
7.04 City Council General Policies and Procedures - Review of the City's City Council General Policies and Procedures and consideration of amendment( s)
City Manager Kristina Miller provided the staff report. There were two public comments.
Following discussion, staff was given direction to make minor administrative edits and add a Confidential Information section to the General Policies and Procedures; amend the City's Social Media Policy so that it applies to City Council Members and Commissioners as well as employees; and bring an updated draft of the General Policies and Procedures to a future meeting for adoption.
7.05 Campaign, Candidate, and Council Member Considerations - Review and consider options presented to encourage a diverse pool of candidates for City Council
City Manager Kristina Miller provided the staff report and answered questions of City Council. There were no public comments.
Following discussion, Mayor Okamura motioned to direct staff to draft an ordinance amending the Rio Vista Municipal Code to add the option of either health coverage or increased compensation for City Council Members. Council Member Stanish seconded the motion. Roll call vote found Mayor Okamura, Council Member Stanish, and Council Member Donnelly in favor; and Vice Mayor Dolk opposed.

7.06 Strategic Plan - Consider a Resolution approving the 2025-2030 City of Rio Vista Strategic Plan
City Manager Kristina Miller provided the staff report and answered questions of City Council. There were no public comments. Council Member Stanish motioned to approve the 2025-2030 City of Rio Vista Strategic Plan. Council Member Donnelly seconded the motion. Roll call vote found all in favor. Motion carried 4-0.
7.07 Food Truck Locations and Operating Standards - Consider the Planning Commission's recommendations for designated Food Truck and Street Vendor locations and operating standards and provide staff direction Public Works Program Manager Krystine Ball provided the staff report. City Council asked clarifying questions of staff. No public comments were made.
City Council provided direction to staff to implement the Operating Standards for Food Trucks and Street Vendors with minor clarifying amendments ("except K" in the waivers from conditions statement and prevent the blockage of sidewalk,) and to explore a fixed location for multiple food trucks.
7.08 EV Charging Station Ordinance - Introduce and waive the first reading of an ordinance which, if passed, would add Chapter 15.06 to Title 15 of the Rio Vista Municipal Code establishing an expedited , streamlined permitting process for electric vehicle charging stations

7.09 Adopt a Tree Program - Consider adoption of a Resolution approving the City of Rio Vista Adopt-a-Tree Program and authorizing staff to implement the program
Public Works Program Manager Krystine Ball provided the staff report. City Council asked clarifying questions of staff. No public comments were made.
Mayor Okamura motioned to adopt a Resolution approving the City of Rio Vista Adopt-a-Tree Program with a change to the flat fee per tree (from $500 to $375) and authorizing staff to implement the program. Council Member Donnelly seconded the motion. Roll call vote found all in favor. Motion carried 4-0.

City Manager Kristina Miller provided an update and answered questions of City Council. City Council directed staff to post the update on the City's website.
