1. CALL TO ORDER, ROLL CALL & PLEDGE OF ALLEGIANCE
Mayor Okamura called the regular meeting to order at 6:00 p.m.
Roll call vote found Council Members Duke and Donnelly, Vice Mayor Dolk, and Mayor Okamura present, and Council Member Stanish absent.
Mayor Okamura led the pledge of allegiance.

Mayor Okamura invited City Council, staff, and the public to request removal of items for discussion. No such requests were made.
6.01 Approve City Council Meeting Minutes - Approve the Minutes of the Regular City Council Meeting of March 17, 2026
6.02 Quarterly Facility Fee Waiver Report - Receive and file quarterly facility fee waiver report
6.03 Monthly Report - Receive and file April 2026 report with February departmental data
6.04 Food Trucks and Mobile Vendors Ordinance - Waive the final reading by substitution of the title and adopt Ordinance 002-2026, adding Chapter
5.06 to Title 5 of the Rio Vista Municipal code establishing regulations for food trucks and mobile vendors

7. 01 Household Hazardous Waste Contract- Consider a Resolution awarding a contract in a not to exceed amount of $165,000 to Clean Earth for Household Hazardous Waste services
Public Works Program Manager Krystine Ball provided the staff report and answered questions of City Council.
There were no public comments.
Council Member Donnelly motioned to approve a Resolution awarding a contract in a not to exceed amount of $165,000 to Clean Earth for Household Hazardous Waste services. Vice Mayor Oolk seconded the motion. Roll call vote found all in favor. Motion carried 4-0.

7.02 Amendment to R3 Agreement - Consider a Resolution approving a budget appropriation of $12,000; approving the fourth amendment to the consultant services agreement between the City of Rio Vista and R3 Consulting Group, Inc. for assistance negotiating an extended franchise hauling agreement with Mount Diablo Resource Recovery and training staff to implement Senate Bill 1383 requirements; and authorizing the City Manager to execute the amendment
City Manager Kristina Miller provided the staff report and answered questions of City Council.

Council Member Duke motioned to adopt a Resolution approving budget appropriation of $12,000, approving the fourth amendment to the consultant services agreement between the City of Rio Vista and R3 Consulting Group, Inc. for assistance negotiating an extended franchise hauling agreement with Mount Diab/a Resource Recovery and training staff to implement Senate Bill 1383 requirements, and authorizing the City Manager to execute the amendment. Vice Mayor Dolk seconded the motion. Roll call vote found all in favor. Motion carried 4-0.
7.03 Shade Sails Contract Award - Consider a Resolution awarding a contract to Specialty Trim & Awning, Inc. in an amount not to exceed $169,000 and authorizing a 20% construction contingency fund of $33,800, for Shade Sails and Structure installation at Liberty Park, Drouin Park, and Val de Flores Park
Public Works Director Greg Malcolm provided the staff report and answered questions of City Council.
Two public comments were made.
Vice Mayor Dolk motioned to award a contract to Specialty Trim & Awning, Inc. in an amount not to exceed $169,000 and authorizing a 10% construction contingency fund of $33, 800, for Shade Sails and Structure installation at Liberty Park, Drouin Park, and Val de Flores Park. Council Member Duke seconded the motion. Roll call vote found all in favor. Motion carried 4-0.

City Manager Kristina Miller reported on recent and upcoming events and activities.
9.02 City Council
Vice Mayor Donnelly reported that she had attended the 2x2 (City/ROUSD) meeting in March and the CAP Solano meeting on March 26, and had attended a talk with Senator Cabaldan regarding A.I., and that she would be attending the Trilogy neighborhood meeting on April 8.
