Mayor Okamura called the special meeting to order at 5:00 p.m.
Roll call vote found Council Members Duke, Donnelly, Stanish, Vice Mayor Oolk, and Mayor Okamura present.

3.1 Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9 (State of CA v. Frank Webb Properties, LLC, et al, Yolo County Superior Court Case No. CV2023- 0954).
Mayor Okamura reported that City Council provided direction to staff.

City Attorney Mona Ebrahimi reported that City Council voted unanimously to file a disclaimer.
3. PRESENTATIONS
3.1 Proclamation: LGBTQ+ Pride Month
Mayor Okamura read a proclamation recognizing LGBTQ+ Pride Month. Will McGarvey, Executive Director of Solano Pride Center and Judy Serafini of Rio Vista CARE accepted the certificate on behalf of the LGBTQ+ community. There were no additional public comments.
3.2 Proclamation: Older Americans Month
Mayor Okamura summarized the proclamation for Older Americans Month, which will be sent to the Napa/Solano Area Agency on Aging (AAANS).
3.3 Proclamation: Public Works Week Mayor Okamura read a proclamation recognizing National Public Works Week.
Public Works Director Greg Malcom accepted the certificate.
3.4 Solano Co. Water Agency Cost-Share Program (Water Conservation) Elise Shtayyeh, Solano County Water Agency (SCWA) Water Conservation Coordinator, provided a presentation on services available to Rio Vista residents via SCWA 's water conservation program.

Mayor Okamura invited City Council, staff, and the public to request removal of items for discussion. Item 6.04 was pulled for discussion.

Council Member Duke motioned to approve Consent Calendar items 6.01 through
6.03 and 6.05 and 6.06. Council Member Stanish seconded the motion. Roll call vote found all in favor. Motion carried 5-0.

7. ACTION ITEMS
7.01 Public Hearing: Staff Vacancies, Recruitments, and Retention - Receive a presentation from staff on agency vacancies, recruitment, and retention efforts, and allow the recognized employee organization(s) to make a presentation Human Resources Manager Madiha Qader presented the staff report and answered questions of City Council.
There was one public comment.
7.02 Measure K Roadway Project- Consider a Resolution awarding a contract to Consolidated Engineering Inc. in an amount not to exceed $2,031,615.27 for the Measure K Roadway Improvements Project, and authorizing a 10% construction contingency fund of $203,161 .53
Public Works Director Greg Malcolm provided the staff report and answered questions of City Council.
There were no public comments.

7.03 Motorized Bikes and Scooters - Receive a staff presentation regarding motorized bikes and scooters, relevant laws, and enforcement activity; and potentially provide staff direction
Acting Police Chief Rich Pontecorvo presented the staff report and answered questions from City Council.
There were two public comments.
City Council directed staff to continue educating the public and to present a draft ordinance for consideration at a future meeting restricting scooters from sidewalks depending on the width of the sidewalk.

City Manager Kristina Miller reported on recent and upcoming events and activities.

9.02 City Council
Council Member Donnelly reported that Rio Vista CARE held their annual gala on May 16.
Mayor thanked Vice Mayor Dolk for running the May 5 City Council meeting and Council Member Stanish for attending an STA meeting in his absence.
Council Member Stanish reported that he had attended a Solano County Mosquito Abatement District meeting on May 11 and an STA meeting on May 14.
There were no public comments.
10. CITY COUNCIL FUTURE AGENDA ITEM REQUESTS
City Council requested a future agenda item on information regarding an entertainment zone, what it entails, how it might affect City and special event insurance.
