Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 01/11/2022
Subject: Jimco Truck Stop First Amendment to the PIA
RECOMMENDED ACTION
Approve the First Amendment to the Project Improvement Agreement for Jimco Truck Stop between the City of Ripon and RAT Oil, Inc. and Subtera, LLC, a California Corporation, and authorize the Mayor to sign for recording.
BACKGROUND
The City of Ripon approved two minor site plan applications (MSR16-05 and MSR18-13) for the properties located at 1002 and 1022 Frontage Road (Jimco Truck Stop) for certain phased improvements to the antiquated site. The project as described was approved with several conditions by City Departments and other outside agencies. As one of the conditions, a Project Improvement Agreement was entered into between the owners and the City in July of 2019.
DISCUSSION
City staff and the Jimco Truck Stop project owners have been working to finalize certain portions of the phased project and allow occupancy of certain areas of the site. The project proponent is now ready to occupy the new truck wash and tear down the old truck wash on-site.
There are still several phased improvements to be accomplished such as the following:
Installation of curb, gutter and sidewalk along Frontage Road. Installation of Landscaping along Frontage Road and Brady Lane Undergrounding of the overhead PG&E lines along Frontage Road and Brady Lane Update the façade (exterior) of the existing truck mechanic shop Landscaping of the storm water pond area on-site
In an effort to allow occupancy of the new truck wash, but still ensure all other improvements are completed, staff is recommending an amendment to the Project Improvement Agreement, revising the sequencing of the project, which is attached for consideration.
Within the amendment, the security funds previously provided for the original Project Improvement Agreement will be used to secure the work related to the remaining site improvements. A sequencing for the tasks associated with the site improvements is also included. If approved the City will provide occupancy of the new truck wash to the owners of Jimco Truck Stop to begin operating the new truck wash and continue with the other site improvements.
