At the November 9, 2021 City Council meeting, Council approved Change Order No. 5 in the not to exceed amount of $60,265.77 for additional work necessary to lower the elevation of 48” Storm Drain Pipe installed to avoid an existing PG&E transmission line.

At the December 14, 2021 City Council meeting, Council approved Change Order No. 6 in the not to exceed amount of $11,351.00 to adjust catch basins to eliminate conflicts with an MID electrical line and PG&E gas transmission line.

DISCUSSION:

During investigation of the water line near the Thompson Building Materials property, an unknown water line connection was located and determined to be a needed service for the facilities onsite. The connection required a new backflow installed so a new meter could be installed on the service. The additional cost is for the installation of that 2" backflow.

A water line connection at MID property required additional investigation and changes before the work could be completed. Previously, staff believed there was a 12" fire safety lateral and separate 6" fire hydrant lateral running parallel to one another. During the investigation, it was found that there was a single 10" water line from the main, which had a 10”x 6” tee that connected to the fire hydrant. The fire hydrant was connected and fed from the fire safety lateral, which needed to be corrected. The additional cost is for the exploration time, material costs and labor associated with the investigation of and changes to the connections.

When contractor began excavation around 5th Street in preparation for an upcoming water line tie-in, they found that the PG&E transmission line was in conflict with the new water line location. Going above the PG&E line would not have provided sufficient coverage for the water line, so the pipe needed to be constructed below the PG&E line, at a depth of 7-feet to provide sufficient separation from the transmission line. The additional cost is for the relocation of this water line.
