BACKGROUND:
The Stockton Avenue Rehabilitation Project was awarded to D.A. Wood Construction, Inc. at the February 9, 2021 City Council meeting for an amount of $4,747,866.50. At the January 11, 2022 City Council meeting, Council approved Change Order No. 7 in the not to exceed amount of $24,300.00 for three field changes required to install the water line.
DISCUSSION:
When preparing to connect to the existing 36” storm drain line on East Fourth Street, an approximately 8” thick steel reinforced concrete guard was found attached to the top of the existing pipe which required the use of additional equipment and time for demolition. This additional cost covers the breaker used for demolition and the extra time required.
During the installation of the 48” storm drain adjacent to the Diamond Pet Food property driveway, a conflict with the sanitary sewer was found. Due to the path of the sewer line, readjustment of its depth was not possible. To bypass this sewer line, an additional manhole was poured and the sewer line was cased with a 14” steel casing with skids to protect it per city standards. Additional costs are for the labor of one additional manhole plus the material and labor cost to protect the 12” sanitary sewer.
During investigation of the water line near the Thompson Building Materials property, an unknown water line connection was located and determined to be a needed service for the facilities onsite. The connection required a new backflow prevention device installed and a new meter installed on the service. The additional cost covers the material and labor for the installation of the 2" meter on the new backflow device.
During construction, a 4” PG&E gas distribution line was found to be in conflict with the proposed 48” storm drain line at the intersection of East Fourth Street and Stockton Avenue.
While waiting for PG&E to redirect their line and remove the conflict, a temporary bypass between the storm drain line and industrial sewer line on East Fourth Street was installed to drain storm water during November/December. The additional costs covers the price of material and labor to install this temporary bypass.
