TO: City Managers and City Clerks in Non-Manager Cities FROM: League of California Cities Executive Director and CEO Carolyn Coleman SUBJECT: League of California Cities Membership Invoice for 2022 Thank you for your city’s membership in the League of California Cities (Cal Cities). Your support during 2021 was critical as we partnered together to new heights harnessing the strength and resiliency of cities during unprecedented times and historic opportunities. I know your city’s financial resources are not unlimited, and value your ongoing commitment to keep city leaders and cities strong now and into the future by belonging to Cal Cities.
Achieving Strong Results
Accompanying your city’s 2022 membership invoice is the League of California Cities 2021 Annual Report. Together we fought proactively at the state and federal level for resources and drove policy that reflects the needs of California cities. Fueled by our powerful network of city officials and dedicated Cal Cities staff, cities of all sizes benefited as we were able to collectively accomplish key legislative priorities, engage in high-caliber educational opportunities, and build upon Cal Cities’ effectiveness as the unmatched advocate and voice on the issues most critical to member cities and the residents they serve.
The value and benefits your city derives from membership in the League of California Cities makes the payment of Cal Cities dues a wise investment. Enclosed for your review is a customized “Return on Investment” report for your city. This report summarizes significant financial benefits your city receives as a direct result of Cal Cities’ advocacy.
Advancing the Mission
Equally important, the value of membership provides elected and appointed officials in your city the ability to engage in meaningful policy development discussions, pertinent educational workshops, and relevant networking opportunities. Working in concert with our 479 member cities, partners, and coalition supporters, and true to our mission, advancing local priorities through advocacy and education remains the cornerstone of Cal Cities activities.
Focusing on member-driven priorities in 2022 to secure funding to increase the supply and affordability of housing and reform state housing laws to retain local authority; attain investments to strengthen and sustain critical infrastructure; secure increased funding and resources to prevent homelessness and assist individuals experiencing homelessness; and strengthen disaster preparedness, resiliency, and recovery from climate change impacts through improved collaboration and resources, Cal Cities will be a vital resource to your community, advancing the voice of city leaders with state and federal policymakers.
Membership Remains Affordable
Pursuant to Cal Cities bylaws, annual membership dues are determined using a city’s population as set forth by the California Department of Finance.
Balancing the fiscal impact on cities with the key role membership dues play in sustaining Cal Cities’ strong operations, the board authorized a three percent adjustment to the dues schedule for 2022. This decision reflects the board’s commitment to the membership while ensuring adequate funding to support Cal Cities programs and advocacy activities.
In addition, consistent with board policy, Cal Cities maintains a Litigation Contingency Reserve Account (LCRA) funded through an optional voluntary surcharge set as a percentage of dues.
Reviewed annually by Cal Cities’ finance committee and board of directors, the LCRA is intended to: 1. cover expenses incurred from board-approved litigation within a single budget year; and 2. maintain sufficient set-asides to cover expenses Cal Cities would incur if Cal Cities becomes or remains involved in board-approved litigation during the following year. Fully funded for 2022, contributions to the optional voluntary litigation surcharge are not required and are shown as a zero on the enclosed invoice.
California Cities Work Stronger Together
Through Cal Cities, all cities and all city officials have the opportunity to help shape vital solutions to the issues of greatest importance to our cities and the state of California.
On behalf of Cal Cities officers and board, I encourage your enthusiastic support of and participation in the League of California Cities during 2022 and beyond. Working together, we amplify our collective voice on key statewide policy matters.
