Subject: Measure K Renewal Cooperative Agreement - Ripon Safe Routes to School Improvements
RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the Measure K Renewal Cooperative Agreement No. (C-22-028) with the San Joaquin Council of Governments (SJCOG) in order to receive reimbursement for the Ripon Safe Routes to School Improvements Project from the Smart Growth Incentive Program funding category of the Local Transportation Improvement Plan (LTIP).
BACKGROUND
This project will upgrade four key roadways, including:
Second Street – Installation of a Class III bikeway (signage indicating preferred bike route) from South Wilma Avenue to Palm Avenue and a Class II bikeway (painted bike lane along the street) from Palm Ave to South Stockton Avenue. In addition, intersection improvements will be completed at S. Acacia Avenue, S. Locust Avenue, and S. Stockton Avenue, including curb extensions to reduce the length of crosswalks and high visibility markers or pavers at these intersections.
North and South Acacia Avenue – Installation of Class III bikeways from Doak Boulevard to the overcrossing at Highway 99.
Prospect Avenue – Installation of Class III bikeways as well as a crossing upgrade at the Frontage Road intersection, which will incorporate a Rectangular Rapid-Flashing Beacon (RRFB) and median refuge for pedestrians.
Ripona Avenue - Installation of Class II bikeways from Milgeo Avenue to California Street.
Below is a figure showing the locations of the project improvements.
On July 13, 2021, City Council adopted the Downtown Circulation Study Streetscape Improvements Master Plan, which included those improvements planned for Second Street.
DISCUSSION
This project was eligible for funds within the Smart Growth Incentive Program funding categories of the LTIP. SJCOG authorized Measure K Renewal funds to the City of Ripon through the LTIP. The City of Ripon was awarded $842,252 of Measure K Smart Growth Incentive Program funds for this project. In addition to the Measure K Funds, the City of Ripon was awarded $472,607 of Congestion Mitigation and Air Quality (CMAQ) funds. SJCOG requires the City of Ripon enter into a Cooperative Agreement that defines the reimbursement of the Measure K funds to City of Ripon, including an estimated project schedule and the terms of reimbursement.
Once this Agreement has been executed, City staff will start on the design, and construction is planned for 2023/2024.
