1.0 PROJECT OBJECTIVES
Bethany Home proposes development of a three-story, 82-unit residential care facility on a 2.73- acre property at Main Street and Vera Avenue in Ripon. The project would involve demolition of existing structures on the site. A traffic study and aesthetics studies are being prepared for the project by others. The City of Ripon is the Lead Agency for the project under CEQA and has determined that an Initial Study needs to be prepared, likely leading to preparation of a Negative Declaration or Mitigated Negative Declaration (IS/MND). This proposal describes the services to be provided by BaseCamp Environmental, Inc. (BaseCamp) in preparing the required IS/MND and in working with the City to process the CEQA document and prepare the project for City approval.

2.0 PROPOSED SCOPE OF WORK
BaseCamp will prepare an IS/MND or IS/Negative Declaration for the project meeting all of the current CEQA requirements and reflecting current City practices.

Initiation: BaseCamp’s involvement will be initiated on receipt of a signed contract. BaseCamp will immediately consult with City staff regarding our proposed scope of work, approach to and schedule for the environmental analysis.

Project Description: BaseCamp will prepare a written description of the project using the information provided by the applicant’s architects and engineers and City staff.

Subcontractors: BaseCamp proposes to team with Evans & De Shazo Archaeology Historic Preservation to complete the historic resource evaluation for the project. The subcontractor’s proposal is attached as “attachment 1” to this proposed scope of work.

Environmental Analysis: BaseCamp will visit the project site and vicinity and review the project plans and technical studies prepared by others in detail. The Ripon General Plan 2040 will be a substantial source of information. BaseCamp will collect any additional environmental data General Services Agreement between
CITY OF RIPON and BASECAMP ENVIRONMENTAL, INC. Page 9 of 11 relevant to the proposed project, including checks of biological, cultural resource and hazardous waste data bases and information relevant to the consideration of greenhouse gas emissions.

The environmental analysis process will involve the detailed review, updating and evaluation of currently available information and the evaluation of all potential environmental issues listed on the most current version of CEQA Guidelines Appendix G Environmental Checklist.

The project is not expected to require biological or cultural technical studies. Biological concerns if any can be addressed by BaseCamp staff in the context of the San Joaquin Multi-Species Habitat Conservation Plan. Unless recommended by the Central California Information center, no cultural resources survey will be performed.

Administrative Review: BaseCamp will submit an administrative draft of the IS/MND to the City for review, comment, and approval for publication. BaseCamp will incorporate City comments into the documents as required.

Public Review: BaseCamp will work with the City staff in preparing required notices, monitoring comments and providing initial responses to comments deemed substantive.

BaseCamp will submit a complete pdf of the IS/MND for uploading to the City’s web site.

BaseCamp will assume responsibility for other public review-related tasks as requested by the City, including distribution of the Notice of Intent and communicating with the State Clearinghouse.

Final IS/MND and Findings/Mitigation Monitoring Plan: BaseCamp will prepare a Final IS/MND for the project incorporating comments received during the public review period, responses to those comments and a summary of the Public Review Draft IS/MND. BaseCamp will prepare a Mitigation Monitoring Plan (MMRP) for the project.

Publish Final IS/MND: BaseCamp will provide the City with an electronic copy of the Final IS/MND and MMRP for distribution to staff and decision-makers in a form acceptable to the City.

Public Meeting Attendance: BaseCamp will attend one Planning Commission meeting to answer questions about, and discuss issues related to, the CEQA document.

No hard copy costs are anticipated. If required, reproduction will be charged at cost.

3.0 PROPOSED SCHEDULE
BaseCamp proposes to complete the required CEQA documentation within the following calendar-day schedule. Task times are initially based on date of the signed contract and availability of technical studies, and thereafter from BaseCamp’s receipt of staff comments, as appropriate.

General Services Agreement between
CITY OF RIPON and BASECAMP ENVIRONMENTAL, INC. Page 10 of 11 Submit Administrative Draft IS/MND 4 weeks
Revise and resubmit, based on City comments 1 week
Final IS/MND, MMRP, from close of review 2 weeks

4.0 PROPOSED COSTS
BaseCamp proposes to complete the required CEQA documents for the project on a Time and Materials basis for an estimated cost not to exceed $20,745.00, which includes all Subcontractors. Costs will be billed in accordance with BaseCamp’s Standard Rate and Charge Schedule, following.

Proposed costs are based on BaseCamp’s current understanding of the proposed project, anticipated processing time, identified environmental issues and potential for project controversy. Substantial changes in the project description, delays beyond the control of BaseCamp, emergence of substantial new environmental issues, or development of hostile or persistent opposition to the project are considered cause for discussion and re-negotiation of proposed costs.

Proposed costs are based on general adherence to the above project schedule. Substantial delays in project planning or processing that are beyond the control of BaseCamp may result in the need for additional cost authorization.

INTRODUCTION
Evans & De Shazo, Inc. (EDS) is pleased to provide BaseCamp Environmental, Inc. (Client) with a proposal to complete a Historic Resource Evaluation (HRE) of the property at 816 W Main Street, Ripon, San Joaquin County, California in Assessor’s Parcel Number (APN 259-18-017 (Property). The Property includes the 1924 Ripon Christian School building and associated landscape. The Property is not currently listed on the City of Ripon Historic Resources Inventory (2006), the Office of Historic Preservation (OHP) Built Environment Historic Resource Directory (BERD) for San Joaquin County, and is not listed on any other federal, state, or local historic resource list. The Property also does not appear to have been previously evaluated for listing on the California Register of Historical Resource (CRHR).

Although currently in the development phase, the proposed project consists of the potential demolition of the 1924 Ripon Christian School building (Project). As such, in accordance with the California Environmental Quality Act (CEQA), the Client requested an HRE of 1924 Ripon Christian School building and associated landscape to determine if the Property is individually eligible for listing on the CRHR and provide recommendations as warranted.

EDS has a thorough understanding of the objectives and goals of the Project and we have the experience necessary to successfully complete the HRE on time and within budget. Herein, is the scope of work (SOW), schedule, and estimated costs and fees to complete the HRE.

REGULATORY COMPLIANCE
The HRE will be completed in compliance with CEQA regulations and guidelines.

CALIFORNIA ENVIRONMENTAL QUALITY ACT
CEQA and the Guidelines for Implementing CEQA (State CEQA Guidelines, Section 15064.5) give direction and guidance for determining the significance of impacts to historical resources. The City of Ripon is legally responsible and accountable for determining the impact of projects on historical resources.

Historical resources are aspects of the environment that require identification and assessment for potential significance under CEQA (14 CCR 15064.5 and PRC 21084.1). There are five classes of cultural resources defined by the OHP. These are:
• Building: A structure created principally to shelter or assist in carrying out any form of human activity. A “building” may also be used to refer to a historically and functionally related unit, such as a courthouse and jail or a house and barn.
• Structure: A construction made for a functional purpose rather than creating human shelter.

Examples include mines, bridges, and tunnels.
• Object: Construction primarily artistic in nature or relatively small in scale and simply constructed. It may be movable by nature or design or made for a specific setting or environment. Objects should be in a setting appropriate to their significant historic use or character. Examples include fountains, monuments, maritime resources, sculptures, and boundary markers.
• Site: The location of a significant event. A prehistoric or historic occupation or activity, or a building or structure, whether standing, ruined, or vanished, where the location itself possesses historic, cultural, or archaeological value regardless of the value of any existing building, structure, or object. A site need not be marked by physical remains if it is the location of a prehistoric or historic event and if no buildings, structures, or objects marked it at that time.

Examples include trails, designed landscapes, battlefields, habitation sites, Native American ceremonial areas, petroglyphs, and pictographs.

A Proposal to Complete a Historic Resource Evaluation for 816 W Main Street, Ripon, San Joaquin County Page | 4 • Historic District: Unified geographic entities which contain a concentration of historic buildings, structures, or sites united historically, culturally, or architecturally.

Historical Resources
According to the California Code of Regulations Section 15064.5, historical resources include:
(1) A resource listed in or determined to be eligible by the State Historical Resources Commission for listing in the CRHR (Pub. Res. Code §5024.1, Title 14 CCR, Section 4850 et seq.). (2) A resource included in a local register of historical resources, as defined in section 5020.1(k) of the Public Resources Code or identified as significant in a historical resource survey meeting the requirements section 5024.1(g) of the Public Resources Code, shall be presumed to be historically or culturally significant. Public agencies must treat any such resource as significant unless the preponderance of the evidence demonstrates that it is not historically or culturally significant.
(3) Any object, building, structure, site, area, place, record, or manuscript which a lead agency determines to be historically significant or significant in the architectural, engineering, scientific, economic, agricultural, educational, social, political, military, or cultural annals of California may be considered to be an historical resource, provided the lead agency's determination is supported by substantial evidence in light of the whole record. Generally, a resource shall be considered by the lead agency to be “historically significant” if the resource meets the criteria for listing on the California Register of Historical Resources (Pub. Res. Code, § 5024.1, Title 14 CCR, Section 4852), including the following:
(A) Is associated with events that have made a significant contribution to the broad patterns of California's history and cultural heritage;
(B) Is associated with the lives of persons important in our past; (C) Embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of an important creative individual, or possesses high artistic values; or,
(D) Has yielded, or may be likely to yield, information important in prehistory or history. (4) The fact that a resource is not listed in or determined to be eligible for listing in the California Register of Historical Resources, not included in a local register of historical resources (pursuant to section 5020.1(k) of the Public Resources Code), or identified in a historical resources survey (meeting the criteria in section 5024.1(g) of the Public Resources Code) does not preclude a lead agency from determining that the resource may be a historical resource as defined in Public Resources Code sections 5020.1(j) or 5024.1.

SCOPE OF WORK
In accordance with the CEQA regulations and guidelines regarding historical resources, the proposed SOW to complete the HRE includes the following tasks.

TASK 1: PROJECT MANAGEMENT
A Project Manager will be assigned to be the primary contact for the Client, manage the completion of all tasks, perform contract administration, planning, scheduling, and budgeting duties, and ensure the HRE is completed on time and within budget.

TASK 2: LITERATURE SEARCH AND REVIEW
EDS will be conducted a record search at the Central California Information Center (CCIC) of the California Historical Resources Information System (CHRIS) located in Sacramento, California, to obtain any primary records and review previous cultural resource inventories associated with the Property. EDS will also conduct a literature search at local repositories that may include the San Joaquin County Assessor/Recorder Office and the Ripon Historical Society. In addition, EDS will review documents and digital files available at EDS, as well as various online sources. The results of the literature search and review will ensure a thorough understanding of the history of the Property and surrounding area that will help facilitate the development of appropriate contexts in which to evaluate the historical significance of the 1924 Ripon Christian School building and associated landscape.

TASK 3: HISTORIC ARCHITECTURAL SURVEY
A Secretary of Interior qualified Architectural Historian will conduct an intensive level historic architectural survey of the Property that includes the 1924 Ripon Christian School building and associated landscape, which will be photographed, and a physical architectural description and identification of any architectural styles will be completed.

TASK 4: HISTORIC RESOURCE EVALUATION AND DPR 523 FORMS
An HRE report will be prepared that will include a historical context for the Property and vicinity, a detailed evaluation of significance regarding the eligibility of the 1924 Ripon Christian School building, and associated landscape for listing on the CRHR.
