City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 05/10/2022
Subject: CNG Station Improvements
RECOMMENDED ACTION:
Approve and authorize the purchase and commission of a dual hose CNG dispenser unit for the CNG Fueling Station from ANGI Energy in the amount of $78,066 (funding source: CNG Station Capital Reserve Fund).
BACKGROUND:
In 2006 the City completed construction of the Compressed Natural Gas (CNG) Fueling Station on Doak Boulevard through a combination of local and federal grant funds. The CNG facility serves many Ripon fleet vehicles in the Public Works Department including the garbage trucks.
CNG fuel is also available to the public and is purchased regularly by Ripon residents and outside businesses and residents in the general area. The facility is also equipped with diesel and regular gasoline pumps that serve City, Police and Fire vehicles exclusively. The CNG fuel is priced competitively and covers the natural gas cost from PG&E, general facility operating expenses and future capital improvements/replacements.
DISCUSSION/ANALYSIS:
The dual hose CNG fueling dispenser unit located at the fueling station was originally installed in 2006 and is in need of replacement. Staff has received a proposal to purchase and commission a new unit compatible with our current control and payment systems directly from the manufacturer ANGI. The delivery for the dispenser unit is 11-13 weeks out and staff is currently obtaining proposals from contractors to perform the removal of the existing unit and installation of the new one. Staff will bring forward the lowest construction installation proposal and request approval from the City Council once received.
FISCAL IMPACT:
The attached proposal from ANGI Energy to purchase and commission a dual hose CNG dispenser unit at a cost of $78,066 to be paid for through the CNG Station Capital Reserve Fund.
The rates of CNG at the City’s Fueling Station are designed such that a certain amount of the revenue is transferred each year to the CNG Station Capital Reserve Fund for these types of improvements. The current fund balance is $203,000.
