Subject: Well 19 Pump Station Change Order 2
RECOMMENDED ACTION:
Approve Change Order No. 2 for replacing an existing water valve, adjusting for existing utility conflicts, upgrading building doors and decreasing the overall size of the wellsite for a contract change in the amount of -$11,850.79 (funding source: Water Enterprise Capital Fund).
BACKGROUND:
The Well 19 Pump Station Project was awarded to Soracco, Inc. at the September 14, 2021 City Council meeting for an amount of $1,761,590.50. The first phase of the Well 19 project included the construction, development and testing of the well at Mistlin Sports Park. The Well 19 Pump Station Project consists of installing a Potable Water Pump Station and Site Improvements necessary to incorporate the well into the City potable water system. At the April 12, 2022 City Council meeting, Council approved Change Order No. 1 in the not to exceed amount of $8,865.33 to adjust for and remove existing abandoned irrigation pipe.
DISCUSSION:
The attached Change Order No. 2 includes a reduction in the overall size of the wellsite in an effort to eliminate unnecessary improvements that will not be required until future park improvements in this area are constructed. This will reduce the footprint of the well site and eliminate the quantity of fencing, sidewalk, asphalt, and gravel to be installed at this time. The installation of a curb underneath the proposed site fencing is also included. The contract change for this work is -$49,326.34.
The change order also includes upgrading the contract specified steel doors with chemical resistant fiberglass doors for the chlorination/electrical control building. The contract change for this work is $8,915.09.
Additionally, during the water pipeline installation near River Road that ties the new well into the City distribution system, existing utilities were located to be in conflict with the planned alignment and a faulty water valve was discovered. The Contractor was directed by staff to proceed and perform the additional work necessary to account for the unforeseen utilities and replace the faulty valve. The labor time and material purchases necessary to perform this extra work by the Contractor was observed and tracked by staff to verify the cost increase. The contract change for this work is $28,560.46.
FISCAL IMPACT:
The attached Change Order No. 2 provides an overall change of -$11,850.79 to the Well 19 Pump Station Contract.
